RESOLUTION NO. 20-06
A RESOLUTION OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, ADOPTING
THE CITY OF EAGLE INFECTIOUS DISEASE CONTROL POLICY AND,
PROVIDING AN EFFECTIVE DATE
WHEREAS, an outbreak of the Coronavirus (COVID-19) in the Treasurer Valley affects
the City of Eagle;
WHEREAS, it is necessary for the City of Eagle to adopt an Infectious Disease Control
Policy to safeguard the life and health and property.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF EAGLE, Ada County, Idaho, as follows:
Section 1. It is necessary for the City of Eagle to adopt an Infectious Disease Control
Policy so the City of Eagle can take proactive steps to protect the workplace in the event
of an infectious disease outbreak; and
Section 2. The Infectious Disease Control Policy allows the City of Eagle to operate
effectively and ensure that all essential services are continuously provided and that
employees are safe within the workplace;
Section 3. The Infectious Disease Control Policy allows the City of Eagle to provide
authoritative information about the nature and spread of infectious disease.

Infectious Disease Control Policy
The City of Eagle will take proactive steps to protect the workplace in the event of an
infectious disease outbreak. It is the goal of City of Eagle during any such time period to
strive to operate effectively and ensure that all essential services are continuously
provided and that employees are safe within the workplace.
The City of Eagle is committed to providing authoritative information about the nature
and spread of infectious diseases, including symptoms and signs to watch for, as well as
required steps to be taken in the event of an illness or outbreak.
Preventing the Spread of Infection in the Workplace
The City of Eagle will ensure a clean workplace, including the regular cleaning of objects
and areas that are frequently used, such as bathrooms, breakrooms, council chambers,
conference rooms, door handles and railings.
We ask all employees to cooperate in taking steps to reduce the transmission of infectious
disease in the workplace. The best strategy remains the most obvious frequent hand
washing with warm, soapy water; covering your mouth whenever you sneeze or cough;
and discarding used tissues in wastebaskets.
Unless otherwise notified, our normal attendance and leave policies will remain in place.
Individuals who believe they may face particular challenges reporting to work during an
infectious disease outbreak should take steps to develop any necessary contingency plans.
For example, employees might want to arrange for alternative sources of childcare should
schools close. Also, employees should speak with their Department Heads about the
potential to work from home temporarily or on an alternative work schedule.
Limiting Travel:
All nonessential travel should be avoided until further notice.
Telecommuting_
Telework requests will be handled on a case-by-case basis. While not all positions will be
eligible, all requests for temporary telecommuting should be submitted to your
Department Head for consideration.
Staying Home When Ill:
Many times, with the best of intentions, employees report to work even though they feel
ill. The City of Eagle provides paid time off(PTO) and other benefits to compensate
employees who are unable to work due to illness.
During an infectious disease outbreak, it is critical that employees do not report to work
while they are ill and/or experiencing the following symptoms: fever, cough, sore throat,
runny or stuffy nose, body aches, headache, chills, fatigue, nausea and vomitting.
Currently, the Centers for Disease Control and Prevention recommends that people with
an infectious illness such as the flu remain at home until at least 24 hours after they are
free of fever(100 degrees F or 37.8 degrees C) or signs of a fever without the use of
fever-reducing medications. Employees who report to work ill will be sent home in
accordance with these health guidelines.
Social Distancing Guidelines for Workplace Infectious Disease Outbreaks:
In the event of an infectious disease outbreak, the City of Eagle may implement social
distancing guidelines to minimize the spread of the disease among City personnel.
During the workday, employees are requested to:
1. Avoid meeting people face-to-face. Employees are encouraged to use the
telephone, online conferencing, e-mail or instant messaging to conduct business
as much as possible, even when participants are in the same building.
2. If a face-to-face meeting is unavoidable, minimize the meeting time, choose a
large meeting room and sit at least six (6) feet from each other if possible; avoid
person-to-person contact such as shaking hands.
3. Avoid any unnecessary travel and cancel or postpone nonessential meetings,
gatherings, workshops and training sessions.
4. Do not congregate in work rooms, break room, copier rooms or other areas
where people socialize.
5. Bring lunch and eat at your desk or away from others (avoid break rooms and
crowded restaurants).
6. Encourage the public to request information via phone and e-mail in order to
minimize person-to-person contact. Have the material and information e-mailed
or ready for fast pick-up.
Outside activities
Employees might be encouraged to the extent possible to:
1. Avoid public transportation(walk, cycle, drive a car) or go early or late to
avoid rush-hour crowding on public transportation.
2. Avoid recreational or other leisure classes, meetings, activities, etc., where
employees might come into contact with contagious people.
Requests for Medical Information and/or Documentation:
If you are out sick or show symptoms of being ill, it may become necessary to request
information from you and/or your health care provider. In general, we would request
medical information to confirm your need to be absent, to show whether and how an
absence relates to the infection, and to know that it is appropriate for you to return to
work. As always, we expect and appreciate your cooperation if and when medical
information is sought.
Confidentiality of Medical Information:
The City of Eagle's policy is to treat any medical information as a confidential medical
record. In furtherance of this policy, any disclosure of medical information is in limited
circumstances with the Mayor, the Library Director, Department Heads, first aid and
safety personnel, and government officials as required by law.
State of Emergency:
In the event the City Council passes a Declaration of Local Disaster Emergency
Resolution, the following pay structure will be implemented.
For the first four (4) weeks of the State of Emergency, all full-time employees shall be
considered available to work and will be paid their regular salary, with or without
reporting to work. Permanent Part-time employees shall also be considered available to
work and will be paid 19 hours a week.
Part-time, temporary and seasonal employees will be paid for actual hours worked.
If the State of Emergency extends beyond four(4) weeks, the Mayor and City Council
shall determine the most equitable pay structure for full-time and permanent part-time
employees.
If an employee is unavailable to work, the employee must use their accrued PTO.
Employees should speak with their Department Head about the potential to work from
home temporarily or on an alternative work schedule.

Department Head for consideration. All telework requests must be approved by the
Mayor and the Department Head.

transparency or regarding ethics committee. Gold states that in January a citizen requested access
to a formal ethics review process, so this discussion is a follow up on that individuals request, as
there is no process currently in place in Eagle. Discussion amongst the Council. Utilizing several
resources cited from the Idaho Attorney General, the Association of Idaho Cities, and examples in
surrounding municipalities that address the items discussed tonight. Discussion of possibly
holding a work session to decided on the finer details.
9. NEW BUSINESS:
A. ACTIONITEM: Ordinance 830 (Hidden Pond Subdivision): An ordinance changing the
zoning classification of the real property described herein from R -E (Residential -Estates)
to R -3 -DA -P (Residential with a Development Agreement — PUD); amending the zoning
map of the City of Eagle to reflect said change; and providing an effective date. The site is
located at 1795 and 1797 West Floating Feather Road. (MJW)
Mayor Pierce introduces the item.
Zoning Administrator Vaughan makes himself available to answers questions regarding the
change in zoning.
Pittman moves, pursuant to Idaho Code, Section 50-902, that the rule requiring
Ordinances to be read on three different days with one reading to be in full be dispensed
with, and that Ordinance #830 be considered after being read once by title only.
Seconded by Gold. ALL AYES: MOTION CARRIES.
Pittman moves that Ordinance #830 an ordinance changing the zoning classification of

B. ACTION ITEM. Infectious Disease Control Policy — Covid-19 -State of Emereency
Addendum: The Mayor declared a State of Emergency on March 16, 2020, on March 19,
2020 the City Council ratified the declaration. Per the Infectious Disease Control Policy
adopted via Resolution 20-06, should the State of Emergency extend beyond four (4)
weeks, the Mayor and City Council shall determine the most equitable pay structure for
full-time and permanent part-time employees. As it is anticipated that the State of
Emergency will extend beyond four (4) weeks, Council shall take action to address this
clause in the policy. (JP)
Mayor Pierce introduces the item and discusses the ability of staff to telecommute and address
items that they otherwise wouldn't be able to if they were open for public.
Discussion.
Pike moves to extend an additional 4 weeks of pay to staff during the state of emergency.

C. ACTIONITEM Resolution 20-10- Declaration of Surplus Property (The Landing): A
Resolution Of The City Council Of The City Of Eagle, Idaho Relating To Surplus Real
Property; Declaring Certain Real Property Of The City To Be Surplus; Authorizing And
Directing The Disposal Of The Surplus Property; Providing For Related Matters; And
Providing An Effective Date. (JP)
