Special Budget Meeting Minutes
June 7, 2011
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 5:50 p.m.
2. ROLL CALL: HUFFAKER, SHOUSHTARIAN, SEMANKO, GRASSER. Shoushtarian is
absent. A quorum is present.
Huffaker moves to move the Executive Session until the time that the person for the
executive session is able to join us. Seconded by Semanko. ALL AYES: MOTION
CARRIES
3. EXECUTIVE SESSION:
A. Personnel Matters: I.C. 67-2345 (a)
Mayor Reynolds introduces the issue.
Huffaker moves to go into Executive Session in accordance with I.C. 67-2345(f) for the
discussion on personnel. Seconded by Semanko. Huffaker: AYE; Semanko: AYE:
Grasser: AYE: ALL AYES: MOTION CARRIES
Council goes into Executive Session at 5:55 p.m.
Council discusses personnel matters.
Council leaves Executive Session at 6:40 p.m.
4. BUDGET DISCUSSION FOR FISCAL YEAR 2011-2012:
A. Mayor- Council Compensation and Benefits
Discussion on the Mayor's compensation,the duties of the Mayor and if the office of Mayor is a
full or part time position. Also discussed was whether or not to increase the compensation for
the City Council and whether or not the City Council should be entitled to benefits, which
include health, dental and vision insurance.
General discussion on restoring the 5% cut that staff took in FY09/10 and discussion on restoring
the salary cuts to the PZ Department for FY 10/11.
B. FY 2011-2012 Revenue Projection
General discussion on the Revenue projection. Council concurs that it is important to set the
revenue first.
C. Property Tax Allocation
General discussion on the property tax levy for FY 11/12 and the allocation of the property tax
revenue. Discussion on not taking the 3% increase and keeping the levy rate at the current level.
D. Strategic Plan Presentations
Strategic Plans for all Departments were presented to the Council. General discussion.
E. Personnel
General discussion on the two new proposed positions; an IT Support Specialist to assist all city
departments. Discussion on the request for an Admin Clerk position that would assist with the
front counter and support all departments including the Mayor.

F. Department Budgets
General discussion.
5. ADJOURNMENT:
Semanko moves to adjourn. Seconded by Grasser. ALL AYES: MOTION
CARRIES...
