Special Budget Meeting
Minutes
June 23, 2011
1. CALL TO ORDER: Council President Shoushtarian calls the meeting to order at
5:40 p.m.
2. ROLL CALL: SHOUSHTARIAN, HUFFAKER, SEMANKO, GRASSER. All
present. A quorum is present.
3. EXECUTIVE SESSION:
A. Personnel Matters: I.C. 67-2345 (a)
Huffaker moves to move this item to the end of the agenda. Seconded by Grasser. ALL
AYES: MOTION CARRIES
Council President Shoushtarian leads the Pledge of Allegiance.
4. BUDGET DISCUSSION FOR FISCAL YEAR 2011-2012:
C. Eagle Historic Preservation Commission—budget presentation (FT) Frank Thomason
presents the HPC's budget to the Council. This is the first fiscal year that the HPC has
requested a budget. General discussion.
D. Eagle Historical Museum—budget presentation(LB) Laurie and Ron Baker have been
detained in Washington State due to car problems.
E. Budget Presentations:
Bond Fund (SKB)No Presentation
Idaho Power Fund (SKB/WEV) City Clerk Bergmann presents the Idaho Power Fund
Budget and Zoning Administrator Vaughn discusses the meetings with Idaho Power to
discuss using the money for different projects in relation to power. General discussion.
The 2% Franchise Fee to bury distribution lines will be on the Budget Town Hall meeting
on July 19, 2011.
Streamside Fund (WEV) Zoning Administrator Vaughn presents the Streamside Fund
Budget and discusses the same. General discussion.
Discussion on impact fees for pathways.
Tree Fund (WEV) Zoning Administrator Vaughn presents the Tree Fund Budget and
discusses the same. Discussion on using funds for the Hill Road project. General
discussion. The Tree Voucher Program will be on the Budget Town Hall meeting on July
19, 2011.
F. Mayor—Council Compensation/Benefits. General Council discussion. This will be
on the Budget Town Hall meeting on July 19, 2011.

Jay Amin, Summer Lawns, provides Council an overview of the work performed to date
and requests that their Contract be extended for another year with a 3% increase to cover
the increase of gas and fertilizer increases. General discussion.
4B. Presentation regarding live streaming Council meetings (ME)
Darwin Porter, Advertising Works, provides an overview of the company and discusses
how the system works. Presents a power point presentation and discusses the same.
General discussion.
Discussion on what contracts should go out to bid this year. Council concurs to send bids
on Law Enforcement, City Attorney, and Landscaping for next fiscal year.
G. Personnel:
IT Support Specialist-Support for City/Library. General discussion. Council concurs to
have this item considered in the Budget.
Administrative Assistant-Support for Mayor/Staff. Council concurs to have this item
considered in the Budget.
H. FY 2011-2012 Revenue Projection. General discussion.
I. Property Tax Allocation. General discussion.
Personnel: Discussion on personnel.
J. Department Budgets— Strategic Plan. No discussion.
Proposed next Budget meetings July 7th and July 21st.
5. ADJOURNMENT:
Huffaker moves to adjourn. Seconded by Grasser. ALL AYES: MOTION
CARRIES
