RESOLUTION OF THE CITY OF EAGLE RECOGNIZING AND SUPPORTING THE
STATE STREET TRANSIT AND TRAFFIC OPERATIONAL PLAN (STATE STREET
TTOP); PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, State Highway 44 runs east/west through the incorporated City limits and the
adopted City Impact Area boundaries from Horseshoe Bend Road to State Highway 16;
WHEREAS, the City of Eagle believes it to be in the best interest of the welfare of the property
owners, and citizens throughout the City of Eagle and its Impact Area to work jointly with Ada
County, Ada County Highway District, Capital City Development Corporation, City of Boise,
City of Garden City, Community Planning Association of Southwest Idaho, Idaho Transportation
Department, and Valley Regional Transit to identify and prioritize transit and traffic operations
on the State Highway 44 corridor aimed at evolving State Street into an integrated multimodal
corridor that provides auto, transit, bicycle, and walking opportunities;
WHEREAS, Ada County, Ada County Highway District, Capital City Development
Corporation, City of Boise, City of Garden City, Community Planning Association of Southwest
Idaho, Idaho Transportation Department, and Valley Regional Transit have worked
cooperatively for over 6 years to develop a shared plan for the corridor including over 5 public
outreach meetings from November 2010 to May of 2011;
WHEREAS, the Eagle City Council expressed support of the State Street planning process and
the City staff has provided support and consultation to the State Street/Idaho 44 Transit
coordination planning process since 2009;
WHEREAS, based upon the 2011 City of Eagle Comprehensive Plan, the City identifies the
State Highway 44 Corridor as a scenic/special corridor within the City and the City
comprehensive plan calls for activity centers, transit ready development, and special access
considerations within the City and the Area of City Impact boundary;
WHEREAS, The City's comprehensive plan identifies the State Highway 44 corridor as a
primary transit corridor, north of the Boise River, connecting the City of Eagle to employment
and educational centers in the City of Boise;
WHEREAS, the City of Eagle believes that recognizing and supporting the State Street Transit
and Traffic Operational Plan (State Street TTOP) is consistent with the City's 2011
Comprehensive Plan: Downtown Eagle Plan and further promotes and supports the following
specific policies:

Policy PZ5(b) (pg. 24): b. The regional network should focus on north/south
connections between the future transit center on State Highway 44 and State Street as
well as east/west connections between the TRD area and Old Towne.
Policy PZ7(b) (pg. 25): Civic and Community uses should be an integrated part of
the Plaza Area using structured open space as livable public spaces that connecting
State Street and Old Town to the TRD development and across the SH 44 bypass.
b. Work with land owners, emergency service providers, ACHD, and the City
to provide connectivity between civic uses north of the area(city hall, library,
and post office) and emergency services to the west and south of the area (St.
Alphonsus, Eagle Fire, and Eagle Police).
Policy T22 (pg 30-31): Work with land owners and transit authorities (RTA) to
encourage the design and development of a transit ready development (TRD) within
the Plaza Planning area including:
a. Adopt and support the implementation of the State Street TOD Master
Plan.
b. The construction of park and ride facilities (surface lots that can transition
into parking structures).
c. Locate a bus pullout along State Highway 44 to facilitate regional bus
connectivity.
d. Encourage employment uses to located within a 1/4 mile of the transit stop
to allow employees to live and work within the area without the need for
single occupancy vehicles while retaining regional mobility.
WHEREAS, the City of Eagle recognizes and emphasizes the importance of obtaining access
and connectivity to State Highway 44 at Plaza as shown in the State Street TTOP;
THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF EAGLE, IDAHO, as follows:
Section 1: The City of Eagle of Eagle adopts the State Street TTOP as a guide for project
planning and development along the State Highway 44 corridor from Horseshoe Bend Road to
State Highway 16.
Section 2: The City of Eagle will work jointly with Ada County, Ada County Highway District,
Capital City Development Corporation, City of Boise, City of Garden City, Community Planning
Association of Southwest Idaho, Idaho Transportation Department, and Valley Regional Transit
to advance the our shared Mission and Vision for the State Street Corridor.
Section 3: The City of Eagle hereby recognizes and supports the State Street TTOP (or as may
be amended with City of Eagle consent in the future),provided that the safe access contemplated

in the State Street TTOP Plan for the Plaza Transit Node and Park and Ride Facility be
implemented and developed.
Section 4: The City of Eagle will review its planning applications, documents, ordinances, and
resolutions and consider amending same which the City may deem desirable and in the City's
best interest to support the State Street TTOP.
Section 5: The provisions of this Resolution are hereby declared to be severable and if any
provision of this act or the application of such provision to any person or circumstance is
declared invalid for any reason, such declaration shall not affect the validity of the remaining
portions thereof
Section 6: This Resolution shall take effect and be in force from and after its passage and
approval.
ADOPTED by the Eagle City Council, Eagle, Idaho.
