PRE-COUNCIL AGENDA: 5:30 p.m.-6:30 p.m.
1. Healthy Lifestyles: Makenzie and Alyssa Stevens, Eagle High School members and members
of the Mayor's Youth Council, provide an informational power point presentation on the First
Ladies"Healthy Lifestyles"project. Provides an overview of the program to the Council.
Discusses the Healthy Choice Campaign. Discusses the Lets Move Initiative. The Council can
help by passing policies that all food purchased by the City government are held to healthy
standards. There are two items that we want to leave with you: 1. Create a focus group and 2. If
all of you would be willing to join our Boise Valley 1000 Group. General discussion.
2. Ada County Sheriff's Office Monthly Report: Chief Hippie distributes the monthly report and
discusses the same. General discussion.
3. Update on Central Valley Express Way Steering Committee(CVESC): Gary Smith presents a
power point presentation to the Council and discusses the same. This is a grass roots coalition of
citizens for the improvements of Highway 16 and US 95.

REGULAR COUNCIL AGENDA: 6:30 p.m.
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:30 p.m.
2. ROLL CALL: HUFFAKER, SHOUSHTARIAN, SEMANKO, GRASSER. All present. A
quorum is present.
3. PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance.

5. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless the Mayor, a
Councilmember, member of City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent Agenda
will be placed on the Regular Agenda in a sequence determined by the City Council.

C. DR-02-11 -Building Wall Signage for Adecco Engineering and Technical-
Steven Guadagno: Steven Guadagno,represented by Young Electric Sign
Company, is requesting design review approval to construct one halo illuminated
building wall sign for Adecco Engineering and Technical. The site is located at
the north side of East Riverside Drive approximately 630-feet east of East Shore
Drive at 868 East Riverside Drive. (WEV)
D. DR-03-11 —Add wireless antenna to existing antenna tower—Verizon
Wireless: Verizon Wireless, represented by Nefi Garcia, is requesting design
review approval to add a wireless antenna and related equipment to an existing
wireless antenna tower and compound located at 8785 North Horseshoe Bend
Road within the Republic Storage facility. (WEV)
E. DR-06-11 -Building Wall Signage for Eagle Home Mortgage—Eagle Home
Mortgage: Eagle Home Mortgage, represented by Alan Sturtevant with Lytle
Signs, is requesting design review approval to construct one non illuminated
building wall sign for Eagle Home Mortgage. The site is located on the west
side of South Bridgeway Place approximately 135-feet south of East Riverside
Drive at 729 South Bridgeway Place. (WEV)
F. Request for waiver meeting room fees. Boise Area Mountain Bike Association
(BAMBA)represented by Brad Nelson is requesting use of a meeting room at
City Hall monthly to accommodate their Board meetings. They are requesting
meeting room reservation fees be waived.
G. Open Container permit: Eagle Chamber of Commerce is requesting an open
container permit to be used during their monthly After Hours events for the
remaining dates in 2011.

5D. DR-03-11 —Add wireless antenna to existing antenna tower—Verizon Wireless:
Verizon Wireless, represented by Nefi Garcia, is requesting design review approval to add a

Grassers question is if this is going to expand the coverage.
Grasser: I'm actually pretty excited about this. We have had some patchy coverage in the East
and North and I know this is where this particular antenna is. Is this going to expand the reach
and coverage North and East of us?
Nefi Garcia, representing Verizon Wireless, the primary purpose is to go on capacity. There are
currently two sites that serve the whole and this generates a lot of traffic. This will off load this
traffic and there will be an expansion of coverage. This will improve coverage to the west of the
antenna. General discussion.

7. NEW BUSINESS:
A. Joint Powers Agreement for III-A: Stephanie Bonney, Moore, Smith, Buxton& Turcke
Mayor Reynolds introduces the issue.
Stephanie Bonney: I am here tonight on behalf of the Idaho Intergovernmental Insurance
Authority. A couple of weeks ago I met with the Mayor, Council Members Huffaker and
Semanko, your Department Heads and your City Clerk regarding this opportunity. They were
excited about it and asked me to come and address the remaining members of the Council.
There are currently 14 member cities and another three cities that have the agreement on their
agendas to consider. We have over 400 employees that will be covered at this time. This is a
nonprofit group that consists of government entitles that have come together to self fund health
benefits. We will do the exact same thing that insurance companies do but we won't have to pay
out a profit. Stephanie provides a further overview of the Idaho Intergovernmental Insurance
Authority for the Council. We will be self funded as of January 1, 2012. We would like the
Member Cities on board by August at the latest. General discussion.
Council concurs to have this on a future agenda for discussion.
8. UNFINISHED BUSINESS:
A. Addendum to Joint Powers Agreement between the Ada County Sheriff's Office and
the City of Eagle relating to law enforcement services. This item was continued from the
March 8, 2011 meeting.
Mayor Reynolds introduces the issue.
City Attorney provides Council an overview of the changes in the Addendum to the Joint Powers
Agreement between the Ada County Sheriff's Office. General discussion.
City Attorney: I would suggest that you have us verify that these numbers are correct and
if they accurately reflect the payment that gives us the discount from their lease
negotiations that you authorize the Mayor to sign it. If it doesn't we will bring it back to
you with an amendment.
General discussion.
Huffaker moves to direct the Mayor to sign the Addendum subject to Susan's statements
above and if the numbers prove to be correct. Seconded by Grasser. Huffaker: AYE;

B. Review City Hall RFP language: (SEB)
Mayor Reynolds introduces the issue.
City Attorney Buxton provides an overview of the amendments to the letter and the RFP. I will
stand for any questions.
General discussion.
Huffaker moves to send out the letter with the suggestion changes made by Councilman
Semanko and Council and that the Mayor and the entire Council sign the letter. As far as
the RFP goes we publish that and distribute it as soon as possible. Discussion. Huffaker
includes in his motion: We can take out"and necessity"and leave it"that the public benefit
require the City". Seconded by Shoushtarian. Discussion. The RFP is to be posted on the
web site and mailed to the Commercial Brokers on Councilman Shoushtarian's list.
Council concurs to have 30 day response time on the RFP and that the letter is delivered to
Mr.Phillips prior to the RFP being posted on the web site. ALL AYES: MOTION
CARRIES
C. Discussion of amending Eagle City Code 1-5-3A regarding Mayoral salary and
compensation for Council President should the Mayor's Office be vacated for an extended
amount of time.
Mayor Reynolds introduces the issue.
Mayor excuses himself from the discussion. General discussion on the Mayor excusing himself.
Mayor will stay for the discussion on the Council President.
General discussion on compensation for the Council President should the Mayor's Office be
vacated for an extended amount of time.
This item is tabled until the staff and Mayor has gathered the information and will be open to
public comment.
D. Discussion regarding revising the definition of"Commercial Entertainment Facility
(Indoor)"- Eagle City Code Title 8—Zoning. (JJG) This item was continued from the March
8, 2011 meeting.
Mayor Reynolds introduces the issue.
General Council discussion.
Zoning Administrator Vaughan will prepare a draft ordinance to be placed on a Council agenda
for discussion.
E. Ordinance No. 655: An Ordinance Amending Eagle City Code Title 3, Chapter 2a, Section
3; Title 3, Chapter 2b, Section 1; Title 3, Chapter 2c, Section 5; Title 3, Chapter 2c, Section 7;
Title 3, Chapter 2c, Section 8; Enacting Eagle City Code Title 3, Chapter 2c, Section 12;
Enacting Eagle City Code Title 3, Chapter 2, Section 2 Delegating The Authority To Issue Or
Deny Alcoholic Beverage Licenses And Permits To The City Clerk Preserving Appellate Rights
Before The Council; Providing A Catering Permit Application Procedure; Providing A
Severability Clause; Providing A Codification Clause; And Providing An Effective Date. (SEB)
The public is encouraged to provide comment on this ordinance. This item was continued from
the March 8, 2011 meeting.

9. PUBLIC HEARINGS:
A. VAC-02-10—Request for a vacation of shared driveway access and utility easements
within Eaglefield Estates Subdivision—Coleman Homes LLC: Coleman Homes, LLC,
represented by Becky McKay with Engineering Solutions, LLP, is requesting a vacation of
shared driveway access and utility easements within Eaglefield Estates Subdivision No. 1, Lots
3-13, Block 1; Lots 2-5, Block 2; Lots 1-4, 6-9, 18-21, and 23-26, Block 6. The 101.1-acre
residential subdivision is located on the north side of State Highway 44 approximately 650-feet
west of Linder Road.
B. RZ-17-04 MOD2—Modification to Rezone Development Agreement- Coleman Homes
LLC: Coleman Homes LLC, represented by Becky McKay with Engineering Solutions, LLP, is
requesting a modification to the rezone development agreement for Eaglefield Estates
Subdivision. The 142.4-acre, 369-lot(312-single family lots, 15-four-plex lots, and 41-common
lots, 1-well lot)residential subdivision is generally located 650-feet west of Linder Road and
north of State Highway 44.
C. PP/FP-02-10—Combined preliminary plat and final plat for Eaglefield Estates
Subdivision No. 2—Coleman Homes,LLC: Coleman Homes, LLC, represented by Becky
McKay with Engineering Solutions, LLP, is requesting combined preliminary plat and final plat
approval for Eaglefield Estates Subdivision No. 2 (a re-subdivision of Lot 2-5, Block 2 of
Eaglefield Estates Subdivision No. 1). The 1.01-acre subdivision will consist of six(6)
residential lots. The site is located south of W. Escalante Drive between N. Baxter Way and N.
Vandries Way at 318 N. Vandries Way, 354 N. Vandries Way, 5070 W. Lockner Street, and 357
N. Baxter Way.
Mayor Reynolds introduces the issue. We will have the presentation and the public hearings on
the above three matters relative to this subdivision, Eaglefield Estates Subdivision No. 2, with
separate motions on each application.
Becky McKay, Engineering Solutions, representing the applicant, provides an overview on each
application for the Council. Displays site plans and discusses the same. General discussion.

Laural Joe, 5337 W. Derning Drive,I live in Eaglefield Estate,I urge the Council to approve this
and 1 am very much in favor of this going through. I'm excited about the single family homes.

Barb McDermott, Washington Federal, we would like to go on record that Escalante which is the
collector route there is 8 acres between Eaglefield One and Linder that belongs to Washington
Federal through a foreclosure and as part of that foreclosure Ada County Highway District did
lose their easement and that road is now private. There is not an ingress and egress into that
subdivision by a public road. The road belongs to the bank at this time and is private. We would
love to work with someone to buy this land. General discussion.
Becky McKay, this project had three banks involved and my client was able to buy the position
out of two banks and he did try to work with Washington Federal to obtain that property.
Discussion on the legal filing of the land and platting of the property. Washington Federal has
foreclosed out the right-of-way easement for Escalante, even though the public street was
constructed as per the plans and is in use. The title company has found that the proper procedure
to foreclose that easement out was not completed. We have been working on this for months but
Washington Federal has not accepted any solutions to this problem. Ada County Highway
District has placed conditions on us. We will provide another public street out of this project.

Huffaker: I have a question for Barb McDermott. Does the bank have any intention of closing
the road?
Barb McDermott, yes the bank is considering closing the road. We need to protect our
investment.

Shoushtarian moves to approve PP/FP-02-10—Combined preliminary plat and final plat
for Eaglefield Estates. Seconded by Grasser. Discussion. Shoushtarian amends the motion
to include Semanko's changes: Page 12 Standard Condition#11, first line shall read "No
ditch, pipe or other structure or canal or drain, for irrigation water or irrigation waste
water owned by an organized irrigation district,canal company,ditch association,drainage
district or other irrigation or drainage entity,....."; page 13 Standard Condition #12,end
sentence at the end of the sentence add after or canal "or drain"; the 4th sentence shall
read "organized irrigation district,canal company,ditch association,drainage district,or
other irrigation or drainage entity associated with such ditch, pipe or other structure or
canal or drain . The applicant shall submit a copy of the written approval from the
irrigation entity or drainage entity prior to the City Clerk signing the final plat." Seconded
concurs. ALL AYES: MOTION CARRIES

What is CVESC?
• A grassroots coalition formed to emphasize the importance of the Hwy 16
Project to Idaho's economic recovery and to show the growing support
behind efforts to complete the Hwy 16 extension to I-84 by coordinating
with Cities, Agencies, Communities, Legislators, Landowners, and others to
ensure that there is a unified voice moving forward.
• The Governor's Transportation Funding Task Force has
concluded there is a $543 M annual shortfall for state and
local systems
• How will it be funded?
» ITD has requested $162 M in bonding authority for 2011 to complete construction of
highway improvements on US 95 and Hwy 16
» An estimated $400 M is still needed to reach I-84
» Additional funding options are being explored

respectively, between 1980 & 2000
» Boise Valley population is forecast to grow from under 600K to
1.05M by 2035
» Historical population growth rates in the Boise Valley exceed
state and national rates
» Population of Ada & Canyon Counties have effectively doubled
within 2 years

Bridge to Recovery
• Highway 16 is the most ideal major highway corridor in the Boise
Valley which has the ability to produce substantial long term
economic benefits and meet transportation goals
• 37,500 acres of private land are within 2 miles of Hwy 16
»
Of this, only io% has been developed
Assuming 20% of the remaining acreage will be non-residential, we
conservatively estimate approx. 53M sq. ft. of office and retail space
• Assuming 50% build -out of the corridor, development will result in
approximately $ 2 billion in assessed value
» Based upon national averages for workers per square foot, this will
support 63,000 jobs
• Commercial activity at a 50% build -out will result in additional
retail sales of approximately $2.1B and $13oM in sales tax annually
