Special Workshop Minutes
January 24, 1997
COUNCIL: 3:30 p.m.
1. CALL TO ORDER:
2. ROLL CALL: BASTIAN, MASNER, MERRILL, YZAGUIRRE, a Quorum is
present.
3. NEW BUSINESS:
A. Employee Policy and Procedure Manual
The Mayor commenced the discussion with a summary of the previous workshop
and introduced the issue. Clerk introduced the next sections of the document
dealing with employee benefits. Council discussed the issues of employee
benefits and coverage (regular employees and elected officials). Council agreed
to combine sick leave, vacation and other types of leave into a lump sum leave
(e.g., annual leave) according to a predetermined schedule based on longevity.
Merrill proposed migrating the payroll system to a twice a month pay schedule,
unanimous consent by Council.
Clerk instructed to clean up a final draft, noting the amendments of this work
session, and return for final approval by Council. City Attorney instructed to
review those sections identified by the Mayor and return with the final draft. The
Mayor is to meet with the City Clerk and the Zoning Administrator to work on the
job descriptions.
