Special Workshop Minutes
January 9, 1997
COUNCIL: 1:30 p.m.
1. CALL TO ORDER:
2. ROLL CALL: BASTIAN, MASNER, MERRILL, YZAGUIRRE, a Quorum is
present.
3. NEW BUSINESS:
A. Employee Policy and Procedure Manual
The Mayor commenced the discussion with a summary of the previous workshop
and introduced the issue. Clerk introduced the next sections of the document.
Council discussed the issues of employee classification. Masner provided general
opinion on the payment of management (exempt) positions. Exempt employees
are normally paid a premium above the non-exempt employees. General
discussion by Mayor and Council regarding the amount of a premium pay
schedule. Bastian noted the similarities with the educational system with
expectations of the employees for time worked over and above the normal work
day. Equitable pay (salary) that encompasses the entire job. Rewards should be
given, with expectations for higher work performance, not to count the hours, just
do the job. Yzaguirre noted his support for a base salary on a 50 hour week, then
use the benefits given. Bastian noted that the employee should be provided
adequate description of the position, not to count hours. Recommendation to
remain under the current comp-time policy through this fiscal year, then change
after the new fiscal year.
