COUNCIL: 6:30 p.m.
1. CALL TO ORDER:
2. ROLL CALL: BASTIAN, MASNER, MERRILL, YZAGUIRRE, a Quorum
being present.
3. NEW BUSINESS:
A. Employee Policy and Procedure Manual
The Mayor an City Clerk introduced the document along with a few recent
changes for inclusion into the draft document. The draft document is the result of
Council members Yzaguirre and Merrill, and the City Clerk's efforts. General
discussion by Mayor, Council and staff regarding the design of the document,
structure of the City's organization, lines of authority, recruitment and hiring, and
general aspects relating to organization and structure. General discussion of the
organizational chart including a finalization of the draft (See Attachment A) chart
and draft document.
Meeting continued at 9:30 p.m. until January 9, 1997, at 1:30 p.m..
