Minutes - 2020 - Design Review - 02/13/2020 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session February 13, 2020, Brasher presiding. 1. CALL TO ORDER: Brasher calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: BRASHER, GRUBB, SAYER, BAER, GERMANO. ABSENT: KOCI, DUPERAULT. A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. McCauley represented by James Gipson with James Gipson Architecture, is requesting design review approval to change the use of a portion of the existing building from commercial wholesaling/warehousing and storage to office. The 2.94-acre site is located on the south of East State Street approximately 50-feet east of the intersection of South Academy Avenue and East State Street at 1341 and 1345 East State Street. C. The 3.67-acre site is located on the northwest corner of East Riverside Drive and East Eagle River Street approximately 340-feet east of South Eagle Road within Eagle River Development(Lot 20 and a portion of Lot 19, Block 3, Mixed Use Subdivision No. 5). Brasher moves to approve DR-02-20—Office Building within Eagle River Development—PetIQ, LLC with the site specific and standard conditions of approval with the following modifications: Site specific condition#2: Strike. Site specific condition #3: Strike. Site specific condition#12: The applicant shall provide a 4'h floor plan to be reviewed by staff and two members of the Design Review Board. Site specific condition #13: The applicant shall provide notes and details of the rooftop trellis to be reviewed by staff and two members of the Design Review Board. Site specific condition #14: The applicant shall provide revised elevations to clarify materials and colors. Please provide sample metal panels showing profile,wood soffit samples and any other material samples not yet provided. To be reviewed by staff and two members of the Design Review Board. The 3.67-acre site is located on the northwest corner of East Riverside Drive and East Eagle River Street approximately 340-feet east of South Eagle Road within Eagle River Development (Lot 20 and a portion of Lot 19, Block 3, Mixed Use Subdivision No. 5). Brasher moves to approve DR-09-20—Three Building Wall Signs and One Monument Sign for PetIQ with the site specific and standard conditions of approval with the following modifications: Site specific condition #1: Strike. Site specific condition #6: The Design Review Board agrees that the monument sign may be changed to have lettering on both sides if it is identical to the side shown today. Site specific condition #7: The Design Review Board understands with this application that only two wall signs are being proposed with this application. Site specific condition#8: Any material change to the wall signs shall be submitted for approval by staff and one member of the Design Review Board. Seconded by Grubb. Discussion. ACTION ITEM: DR-04-20—Common Area Landscaping within Hidden Pond Subdivision—Chelo Barros: Chelo Barros, represented by Mark Butler with Land Consultants Inc., is requesting design review approval for the common area landscaping within Hidden Pond Subdivision. The 9.85-acre site is located on the south side of West Floating Feather Road approximately 760-feet east of North Ballantyne Lane at 1795 and 1797 West Floating Feather Road. Mark Butler, 1675 E. Bishop Way, Eagle, Id reviews the application. Adam Johnston, 2002 W. Vista, Boise, Id reviews the landscaping plan. City Planner Gero reviews the application. Brasher moves to approve DR-04-20— Common Area Landscaping within Hidden Pond Subdivision with the site specific and standard conditions of approval with the following modifications: Site specific condition #2: New sentence, if applicant can provide a preservation agreement in CCR language that is acceptable to staff and city attorney, (delete if) the Board accepts the applicants proposal to utilize the existing trees located on the perimeter of the buildable lots towards the required mitigation. The language of the preservation easement and CCR's, shall be reviewed by staff, city attorney and two members of the Design Review Board. Or: The applicant shall provide monetary mitigation of the value (to be filled in by staff). I just received a copy of some of this information. The ACC approval letter from Eagle River was provided based on a previous version of the package. If you could please hold off on submitting the Eagle River ACC approval until we have time to review this new information, that would be greatly appreciated. I'm certain that we will still come to the conclusion of full throated support for the project, but I do need to review these details before Eagle River ACC can formally provide that support. Bridgeway Place Eagle, ID 83616 Re: Eagle River Architectural Control Committee Approval of PetIQ HQ Mr. Newland, The Eagle River Architectural Control Committee (the "ACC") has reviewed and approved the PetlQ Headquarters Design Review Application submitted on January 9, 2020. We approve this package based on the compliance with the Eagle River Architectural Design Guidelines set forth in the Development Agreement (the "Guidelines"). Below, please find a commentary on some of the key design criteria reviewed by the ACC. The architectural theme of the building is consistent with the Guidelines. This design supports the aesthetic character of Eagle while including tasteful contemporary elements and appropriate building materials used in a supportive fashion. The massing and proportion is thoughtfully designed through smart utilization of architectural features and orientation on the site. The site planning provides appealing landscaping, pedestrian connection and parking lot layout consistent with the Guidelines. The proposed materials appear to be high quality and well-wearing, ensuring an enduring building that will look good for years to come. These high quality construction materials and the selected colors are important to the ACC, and the combination of materials adds visual interest while remaining consistent with the Guidelines. The ACC does condition this approval with a requirement to reserve final approval of the metal panel siding once the final design configuration of these panels is proposed. Rooftop mechanical equipment is screened. Refuse/recycling is screened in an appropriate enclosure. The proposed trash enclosure constructed of brick to match the building brick is acceptable. An alternative of a stucco finish over CMU enclosure finished to match the existing Eagle River enclosures is also acceptable. Parking lot pole lighting shall match pole lights installed at the Homewood Suites and Coyne's projects within Eagle River. Eagle River can supply the specifications.
