COUNCIL: 6:30 p.m.
1. CALL TO ORDER: The Eagle City Council met in regularly session on
December 3, 1996. Mayor Bower presiding.
2. ROLL CALL: The following members were present: RICK YZAGUIRRE,
MORGAN MASNER, NANCY MERRILL. STAN BASTIAN is absent. A quorum
being present.
3. NEW BUSINESS:
A. Special Meeting -- Eaale Road WorkshoD. City Council discussed the
proposed design of Eagle Road north of the Bypass to State Street.
Mayor introduced the issue, turning the time over to Councilmember Merrill. Merrill
provided a general description of the topic and the expected outcome of this
meeting. Steve Spickelmier representing ACHD presented responses to the primary
concerns noted in Councilmember Merrill's letter.

A number of issues were discussed at length including a traffic study, future growth
issue discussed. Description ofthe two types of entrances, examples were Harrison
Boulevard and Warm Springs Avenue in Boise. Discussion of the Canopy-type or
decorative-type trees, or overhead or uniformity. Bastian noted that the 5-foot base
in minimum in the planting strip.

Discussion on the possibilities of the development and that the planting strips and
sidewalk are temporary. The feeling of the Council was proposed as to providing the
mil;mmu amount of improvement necessary at this time, and allow commercial
th~i~deal plan.
Section 50 -3011, Idaho Code, reading by Councilmember Merrill, request by City
to vacate the road (Aikens)...discussion of the process, petitioning, etc. Discussion
of the possibilities of a traffic hazard problem. General debate by the Mayor and
Councilmember Merrill. Witte provided information on the potential impacts to future
commercial development and the access issues referencing a rendering of the
Carpenter property, as a concept plan. Continued discussion of the Aikens Street
issue of possible vacation, or redesign. Issue of a lawful right to deny development.
General discussion of the improvement directions and the issues related to the
saving to discouragement of the development, maintenance issues, who does this?
Answers given that the individual property holders or the governmental entity.
Bastian supports the idea of helping landowners promote or encourage Ada County
or other entities in moving toward these kinds of goals. Mayor noted that
recommendations are okay during a workshop, but a motion is not possible due to
the open meetings and rules of order. However, Masner noted the ability to provide
a general recommendation from the Council to Ada County.
Bastian: Wishes to accept the design of Eagle Road as provided and proposed at
this meeting, with some noted conditions, and approved $49,995 as the expenditure.
This desire is consistent with the general notions expressed in the letter to ACHD
dated September 30, 1996. supported previously in a formal Council motion.
Spikelmier noted that the amount was an estimate, although it should be very close.
He also noted some questions he had.
Merrill noted another issue related to snow removal. General discussion of the snow
removal issues.

The trees planned for in the middle planting strips and the outside, but sometime in
the future, sodded and decorative-type trees, such as a flowering pear. Franz Witte

Councilmember Bastian would like the center
median through the entire street, supported by Masher, Yzaguirre, and Merrill.
Mayor also supported the issue, even though the decision may provoke some
controversy.
On the outside strip, will be sodded, water must be provided by Eagle Water
Company, with the City paying for the maintenance. Three foot minimum, possibly
increased to a four foot strip. Standard sprinkler and conduit sizes, will contact City's
maintenance group (e.g., Trautman's). Historic lighting extended down the street,
running empty conduit for future developers in the landscaped area. General
discussion of the two types of light poles (Fiberglass v. Cast iron). Medians will be
a raised 6" vertical curb. Concrete on the corner is currently stamped. Suggested
using the stamped concrete in the ramped area (decorative stamped, red brick).
Same approach for Eagle road north passed State street up to Idaho Street as with
southern area.
The new design is expected back from ACHD within a month for the Council to
review. Construction is expected to begin by early spring.
Discussion of the designation of Eagle road. And, general discussion of possible
future design is State street between Edgewood and Ballantyne. General discussion
of the property parcels "abandoned" during the realignment, possibly for use as a
new park.
Discussion on the possibilities of limiting truck traffic in the downtown core, to be
added to the next agenda. Continued discussion limits issues. General
discussion on the determination of definitions for a

Yzaguirre noted a discussion on preserving the right of way is still an issue. The
