May 21, 1996
The Eagle City Council met in special workshop session on May 21,
1996. Mayor BOWER presiding.
The following members were present: RICK YZAGUIRRE, MORGAN
MASNER, NANCY MERRILL. Absent: STAN BASTIAN.
Moved by MASNER and seconded by YZAGUIRRE to consider 4A and 4B at
this time. ALL AYE: MOTION CARRIED.
AREA OF iMPACT-Recommendations of Eagle Planning and Zoning. The
Mayor clarified the issue by saying that this area is for the Ada
County Sports Complex and Ada County residents as well as Eagle
residents will use it. Ada County residents would accept this in
Ada County but would want it in Ada County rather than the City.
This agreement does not reflect any future action on negotiations
for the remainder of the area previously requested by Eagle. There
is a provision that this area, the park area, 85 acres, would not
be annexable by Eagle. The Comprehensive Plan map would need to
reflect that this area is designated for a park.
Moved by MASNER and seconded by MERRILL to accept the Planning and
Zoning decision as presented. The Planning and Zoning motion is
as follows:
That negotiations go forth with the Ada County Commissioners in
connection with the Ada County Park located near the NE corner of
Floating Feather and Highway 55 and that written information be
provided to P&Z regarding the negotiations prior to June 17 and
before June 12 for public hearing and a decision by P&Z at the
public hearing. ALL AYE: MOTION CARRIED.
DOWNTOWN DEVELOPMENT COMMITTEE FUNDING-DISCUSSION ONLY
MASNER brought the funding issue to the Council as requested by the
Committee. The Committee would like to have access to legal
counsel in order to expedite the Downtown Plan with the Design
Review amendments. They are aware this will increase attorney fees
and estimate this cost at $1,000.
Moved by MASNER and seconded by MERRILL to fund the $1,000 fee and
the request of the Downtown Redevelopment Committee. ALL AYE:
MOTION CARRIED.
EAGLE CITY COUNCIL PRIORITIES LIST: The Council went through the
list and reviewed the priorities. Each Council Member and the
Mayor will go through the list and prioritize each item and submit
the list to the City Council.
Moved by MASNER and seconded by BASTIAN to ajourn the meeting. ;ILL
AYE: MOTION CARRIED.
Moved by MERRILL and seconded by YZAGUIRRE to reopen the meeting.
ALL AYE: MOTION CARRIED.
Moved by MASNER and seconded by MERRILL to reconsider the attorney
fees requested by P&Z. ALL AYE: MOTION CARRIED.
Moved by BASTIAN and seconded by MASNER to continue the matter of
the recommendation of planning for the downtown Committee to the
next regularly scheduled Council meeting. ALL AYE: MOTION CARRIED
There being no further business the meeting adjourned at 6:00 p.m.
