CALL TO ORDER: Roll call: YZAGUIRRE, BASTIAN, MASNER, MERKILL Special ground breaking ITD, south of Aibertsons for the Alternative route on April 24, around 10:00 a.m. TOPICS: Unbudgeted Expenditures Approval - Morgan Masner Moved by BASTIAN and seconded by MASNER that any expenditures $500. or over for capital expenditures must have Council approval prior to making those expenditures. Project Priorities - Morgan Masner MASNER presented seven project priorities to the Council and asked them to prioritize their own as well. Those submitted by MASNER were as follows: 1. Enhance City Administrative capacity 2. Implement the Design Review Ordinance 3. Develop parks 4. Implement the Downtown Plan 5. Begin the City/Library Complex 6. Expand the grid system 7. Establish pathways in setback ordinance on the river. YZAGUIRRE: 1. Parks and recreation 2. Downtown Plat 3. Design review Ordinance 4. Comprehensive Plan to include industrial and other Commercial zones on State St. 5. River Ordinance A. Setbacks B. Riparian Sections BASTIAN: 1. Design Review Ordinance 2. Parks and Recreation 3. City Complex/Library 4. Downtown/urban renewal or other funding 5. River Ordinance A. Setbacks as a first step 1. Improved communication between Mayor, Council and staff 2. Moratorium (commercial building) in order to get established A. Design Review Ordinance B. Downtown Master Plan C. Urban Renewal efforts BOWER: 1. River and Stream Ordinance/pathways 2. Conditions of approval A. Inspections B. Procedures 3. Road projects 4. Grid System/streets and roads 5. Impact Area-infrastructure i.e. sewer, fire, water 6. Library 7. City Hall 8. Parks projects A. Sports complex B. Merrill Park 9. Comprehensive Plan additions and changes After discussion on each list additional prioritized item were added to the original list. Those additions are as follows: 8. Industrial zones (Comprehensive Plan change) 9. River Ordinance 10. Improve Communications - electronics 11. Moratorium on Commercial i.e. Downtown Master Plan and Design Review Ordinance 12. Impact area - irrffastructure 13. Comprehensive Plan additions and changes In order to prioritize the criteria answers to the following must be considered:: 1. Time 2. Funding 3. Staff requirements 4. Legal requirements 5. Community benefit 6. Alternative costs The Council was asked to review the priority list, weigh each by the number 1 to 4. Number 4 is the highest priority and number 1 the least, and to bring the results to the next meeting. The special meeting was established on April 22, from 4:00 p.m. to 6:00 p.m. at the Godfathers Pizza Restaurant.
