EAGLE SPECIAL CITY COUNCIL MEETING
April 8, 1996
The Eagle City Council met in special session on April 8,
1996. Mayor BOWER presiding.
The following members were present: RICK YZAGUIRRE, STAN BASTIAN,
MORGAN MASNER, NANCY MERRILL.
TOPICS:
RULES OF ORDER:
Moved by BASTIAN and seconded by YZAGUIRRE to accept the Rules of
Order as submitted on March 12, 1996.
Those Rules of Order are as follows:
*Speakers will be recognized by the Chair and given the floor.
*After the Chair recognizes the speaker...the speaker may address
and be addressed by others in the meeting without further Chair
recognition until that person yields the floor.
*The Chair may not participate, debate, nor comment on matters
brought up in motion. His function is only to moderate. He is to
keep a neutral, unbiased position.
*The Chair will be out of order when he lectures witnesses,
challenges them or gives them direction. The Chair may answer
questions put to him by Council Members or person giving testimony.
ALL AYE: MOTION CARRIED.
PERSONNEL ADVISORY COMMITTEE-RICK YZAGUIRRE
After discussion the Council suggested that the office be staffed
with 3 full time employees, including the City Clerk, and one part
time person to act as an executive secretary to the Mayor.
Moved by BASTIAN and seconded by MASNER to accept the report as
presented and recommend that the Mayor implement the
recommendations 1 through 7, also make a recommendation to Council
whether or not the City should have a part time executive secretary
and come back to Council with a report for final approval. ALL
AYE: MOTION CARRIED.
IINBUDGETED EXPENDITURES APPROVAL-MORGAN M3tSNER:
The discussion was cut short due to the lack of time. The Council
would like this discussion carried forward to another special
meeting.
The Council concluded the meeting, but wanted
discussion with the items not discussed tonight
15, 4:00 p.m.
There being no further business the meeting adjourned at 6:30 p.m.
