PRE-COUNCIL AGENDA: 5:30 p.m. - 6:30 p.m. ***Pre-council was not recorded.***
1. Ada County Sheriffs Office Monthly Report: Lt. Hippe will present the monthly report.
Lt. Hippe gives his report, distributes a "report card" to the council. Discussion on Eagle police staying
in their current location.
Grasser arrives at 5:45 pm.
2. Mayor and Council Reports and Concerns: Grasser discusses agenda time lines and possibly having
the packets available earlier for review. Staff is to get with the Mayor to see what can be done.
3. City Clerk/Treasurer Report: No report.
4. Zoning Administrator's Report: Bill Vaughan reports that Mike Williams has been certified as a
certified flood plain manager. Review of the Arbor Ridge homeowners association meeting that was
attended last week.
5. Public Works Director Report: Michael Echeita reports on status of recording equipment repair.
Christmas lights are going up around town.
6. City Attorney Report: No report.
REGULAR COUNCIL AGENDA: 6:30 p.m.
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:35 p.m.
2. ROLL CALL: Present: HUFFAKER, SHOUSHTARIAN, SEMANKO, GRASSER. All
present. A quorum is present.
3. INVOCATION: Nichoel Baird-Spencer leads us in prayer.
4. PLEDGE OF ALLEGIANCE: Bill Vaughan leads the Pledge of Allegiance.
Huffaker moves to remove the executive session from the agenda and add MY AC to right after the
consent agenda. Seconded by Semanko. ALL AYE. ..MOTION CARRIES.
5. CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Mayor, a Councilmember, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the City Council.
. Any item on the Consent Agenda which contains written Conditions of Approval from the City
of Eagle City Staff, Planning & Zoning Commission, or Design Review Board shall be adopted
as part of the City Council's Consent Agenda approval motion unless specifically stated
otherwise.

Item added: MY AC-dance at Qwest Arena December 22,2010. Discussion on insurance coverage or
denial of insurance for coverage of this event. Shane and Courtney with the MY AC, address the council
and discussion of their idea for this event.
Huffaker moves to instruct legal council to research this further and upon providing sufficient

information to the council to feel that the city has the insurance coverage necessary to put on this
event, the mayor is authorized to approve this event. Huffaker amends the motion to state that if
the council feels comfortable with information provided by legal council and the city insurance
that they authorize the Mayor to approve this event. Seconded by Shoushtarian. ALL
AYE...MOTION CARRIES.
6. PROCLAMATIONS & RESOLUTIONS:
A. Resolution 10-30: Declaration of surplus property The City Clerk and Library Director of the
City of Eagle, Idaho are requesting that designated fixed assets be declared surplus as they are no
longer required to conduct Library business.

7. UNFINISHED BUSINESS:
A. Ordinance 647 - ZOA-03-08 -Zonine: Ordinance Amendment - City of Eae:le: The City of
Eagle is proposing to amend Eagle City Code Title 8 "Zoning", Chapter 6, Section 6 and Chapter
7, Section 3 ofthe Eagle City Code, and amending Title 9 "Land Subdivisions", Chapter 2,
Sections 3 and 4 of the Eagle City Code. The proposed ordinance amendment, in brief, pertains
to approval of extensions of time relative to conditional use permits, preliminary and final plats,
and preliminary and final development plans for planned unit developments. This item was
continuedfrom the November 9,2010 meeting. (WEV)

B. Ordinance 638 - ZOA-OI-09 - Zonine: Ordinance Amendment - City of Eae:le: The City of
Eagle is proposing to amend Eagle City Code Title 8 "Zoning", Chapter 2A "Design Review
Overlay District". The proposed ordinance amendment, in brief, is to amend the approval
process for Design Review applications and to amend the provisions for the use of Special Signs.

A. CPA-OI-I0 - Comprehensive Plan Map and Text Amendment - Downtown Eae:le Subarea
Plan: The City of Eagle is proposing a Comprehensive Plan Map and Text Amendment for the
"Downtown Eagle Subarea Plan." The plan includes text changes and changes to the Future Land
Use Map for +/- 340 acres from Central Business District, Residential Four (four (4) units per
acre), Mixed Use, and Commercial to "Downtown." The +/-340-acre subarea is generally located
north of the State Highway 44 Bypass, south of the Dry Creek Canal, west of Edgewood Lane,
and east of Taylor Street. The changes are more specifically described in the application on file
at the City of Eagle or on the City's website at www.citvofeagle.org.This item was continued
from the November 9, 2010 meeting. The public hearing remains open for additional testimony.

City Planner Baird-Spencer reviews this item.
Kris Watkins, 287 Mission Drive addresses the council with her concerns about the residential area she
lives in which is included in the plan.
Shawn Nickel, 148 N. 2nd Street addresses the council, he is in favor of the plan and represents others
who feel the same.
Mark Butler, 1640 W. Washam Road addresses the council, stating what a good job staff has done on this
plan and some changes he would like to see made to the plan.
Sheila Martin, 267 Mission Drive addresses the council with her concerns about the residential area she
lives in.
Ken Martin, 267 Mission Drive addresses the council with concerns about the residential area as well.

Semanko moves to continue the public hearing to December 14th. Seconded by Grasser. ALL
AYE...MOTION CARRIES.
B. PP/FP-OI-I0 & V-OI-I0 Combined Preliminary and Final Plat and a Variance for a Private
Street for M3/Hanson Subdivision - M3 Companies LLC: M3 Companies, LLC, represented
by Shawn Nickel with Stanley Consultants, Inc., is requesting combined preliminary plat and
final plat approval for M3-Hanson Subdivision, a five (5) lot residential subdivision (4-
residential, I-private street) and a variance to allow for a private street within the subdivision.
The 24.22 - acre site is generally located on the west side of North Hartley Road approximately
0.8 miles north of West Beacon Light Road. (WEV)
