B. RZ-3-96 Lakeland Estates Rezone for Lakeland Estates Subdivision - Ron Bath
representing SDR Development, LLC., is requesting City approval of a rezone from A
(Agricultural) to R-4 (Residential-four dwelling units per acre maximum). South of State
Street, adjacent to the east boundary of the Monroc property, west of existing Highway 55

PP-2-96 Lakeland Estates- Preliminary Plat Lakeland Estates Subdivision - Ron Bath
representing SDR Development, LLD, is requesting City approval of a 49 lot residential
subdivision (Lakeland Estates) on 23.1 acres South of State Street, adjacent to the east
boundary of the Monroc property west of existing Highway 55 extended. (MB)

Coonce, Oppenheimer Development, will report on the construction costs and total project costs
for the new City Hall/Library Complex.
PUBLIC HEARINGS:
A. CU-9-96 - Lakeland Estates Gravel Extraction - Ron Bath: Ron Bath representing SDR
Development, LLC., is requesting conditional use approval for a temporary gravel
extraction operation for the construction of a lake within the proposed Lakeland Estates
Subdivision. The 23.1-acre site is located approximately 1,000 feet south of State Street,
adjacent to the east boundary of the Monroc property. This item was continued from the
December 10, 1996, and January 14, 1997, City Council Meetings. (MB) (5 min)
CU-8-96 - Telecommunications Facility - Boise City Cellular: Boise City Cellular
Parmership is proposing to construct and operate a cellular transmission site with a 120 foot
monopole, one 288 square foot single story 12' x 24' support building, a new asphalt/concrete
driveway; and, an 8' high fence around a 50' x 50' site located at 1341 E. State Street. The
tower is proposed to be approximately 400' south of State Street and 1/4 mile west of
Edgewood Road at the southwest comer of the Container Supply Company parcel. (MB) (45

CU-10-96 - Telecommunications Facility - Western PCS: Western PCS 1I Corp.,
represented by David Wiltsee, is requesting conditional use approval for a 120-foot high
cellular monopole located at 8785 Horseshoe Bend Road. The site is located on the west side
of Horseshoe Bend Road approximately 1/4 mile north of State Street. (MB) (45 min)
CU-11-96 - ITD Gravel Operations - Idaho Transportation Department, represented by
Doug Chase, is requesting conditional use approval for gravel crushing and hot plant
operation for the construction of the new State Highway 55 alignment. The site is
located north of Hill Rd. in the newly acquired right of way, approximately 1/4 mile west
of Horseshoe Bend Rd. (MB)

Ada Planning Association Technical Advisory Committee (TAC) Appointment -
The Mayor is recommending appointment of Mark Butler to this APA assignment. (CB)

FY 1997 Ea~le Transportation Improvement Plan (TIP) recommendation: The
Mayor is asking the City Council to review the 1997 TIP recommendations from the
Planning and Zoning Commission and formulate the City's 1997 TIP for submittal to
the Ada Planning Association. (CB)
Ada County CU Transmittal 97-03-CU - Cellular Pole - David Wiltsee: Western
PCS and Idaho State Department of Parks and Recreation are requesting conditional
use approval for the construction of a 180-foot cellular monopole to be located at
2691 Mace Rd., approximately lA mile south of State Street and 1 lA mile east of
Linder Road. (MB)
Buildin~ Regulations Ordinance Amendment, Ordinance #289 -The Zoning
Administrator is requesting City Council approval of an ordinance to amend Section 7-
1A-2(A) of the Eagle City Code. The request is to change the text so a building permit is
not required to be secured from the City Council but simply from the City. The Zoning
Administrator's recommendation for creation of this ordinance amendment was approved
by the Council on January 28, 1997. The ordinance amendment is now ready for Council

Appeal - DR-16-96 - Telecommunications Facility - Boise City Cellular: The Zoning
Administrator is appealing the decision of the Planning and Zoning Commission
regarding this item. Planning and Zoning approved Boise City Cellular Parmership's
request for Design Review approval of a 120 foot monopole, one 288 square foot single
story 12' x 24' support building, a new asphalt/concrete driveway; and, an 8' high fence
around a 50' x 50' site located at 1341 E. State Street. The tower was approved to
proposed to be approximately 400' south of State Street and 1/4 mile west of Edgewood
