1. CALL TO ORDER: Acting Mayor Huffaker calls the meeting to order at 6:35 p.m.

quorum is present.

4. PUBLIC COMMENT:
Eagle River Pavilion Summer Concert Series:
Shawn Nickel 148 N. Second Street, Eagle believes everything has gone well without many
flaws. They have addressed concerns received from Ada County.
Creston Thornton, 757 W. Bankside Drive, Eagle, he appreciates the support received by the
City of Eagle.
Nancy Merrill has heard from residents of Island Woods who have really enjoyed the
concerts that have been held so far. Discussion on Eagle Island.
Patricia Minkiewicz, Deerfield Ct., attended one ofthe downtown planning meetings, felt it
was fabulous and very impressed with the plan. Planners Nichoel Baird-Spencer and Jeff
Lowe were very helpful and answered all her questions.
Nichoel Baird-Spencer addresses the council and reviews the downtown plan and time lines.
Sabrina Anderson, ACHD update on possible grant initiative that is coming up (state street
corridor).
Jeff Kunz, 2213 E. Kokie, would like to know the status of the RFP for city hall.

Ed Newgen, 244 N. Payette Way, Eagle provides a power point presentation about BMX_
Todd Osborn, track operator in Kuna addresses how/when the track is open, access to the park,
states that they have had very minimal problems.
Council feels this item should be opened up to public comment as well as before the park and
pathway committee.
B. Three Cities River Crossin!?: discussion: The public is encouraged to provide comment on
this item. Council requests each speaker limit their presentation to three (3) minutes. This item
was continuedfrom the June 22,2010.

for a long time. Eagle Sewer District is in full support of the project.

impacts on property values.
Patricia Minkiewicz would like council to review where this Three Cities River Crossing is going
to actually be. The Council explains this to her.

The proposed ordinance amendment, in brief, pertains to approval of extensions oftime relative
to conditional use permits, preliminary and final plats, and preliminary and final development
plans for planned unit developments. The ordinance would allow for administrative approval of
a single extension oftime and additional time extensions if approved by the City Council. This
item was continuedfrom the June 8,2010 meeting. (WEV)

Shoushtarian: Senior citizen board update, dead tree in the front of senior center needs to be

Long-term Discharge to West Boise. In addition to the capital improvements identified for the
near-term discharge option involving partial treatment and pumping to West. Boise, continuation
of the current discharge practice on a long-term basis would require the following capital
improvements: 1) construction of a new pipeline and effluent pump station, 2) construction of a
new sampling station at West Boise, and 3) expanding or upgrading the existing ESD treatment
facilities.
Due to congestion of existing utilities in the current pipeline alignment, the new pipeline would
need to be constructed in the alignment of the proposed Three Cities River Crossing route shown
in Figure 1. The new pipeline and pump station should be sized to accommodate an ultimate
maximum month flow rate of 6.2 mgd with a fluid velocity in the range 3 to 7 ft/s. These flow
and velocity parameters require a carrying pipe having a diameter of 20 inches and an effluent
pump station equipped with two 5400-gpm pumps (one normal duty and one standby). The new
pipeline would consist of approximately 5 miles of 20 -inch C-905 PVC pipe installed between
the ESD treatment plant site and the West Boise WWTF. If it is decided that discharge to West
Boise is the preferred alternative, the timing of pipeline construction will need to coincide with
the Three Cities River Crossing, which is expected to commence construction in 2012.

Dear IVCPA Board, I wanted to inform those not at the meeting last night of my request to take a one year sabbatical from
the IVCPA Board and Presidency effective immediately. As you all know, I have driven this project from this position for
the last five years and although I don't always I have made the best decisions as leader of the IVCPA Board, I am very
proud of the facility we have all created.
One tends to loose perspective when deeply involved with this type of project. The fact is, this project is well underway
and on track to one day become a world class facility. It took the Marymoor Velodrome 15 years to become reality. We
are only 5 years into what I believe will ultimately be a 20 year project and will result in the most unique cycling facility
possibly in the world. I leave knowing that much work needs to be done but also that new groups and people are poised
to step in and move forward. The BMX and criterium facility are fully planned and ready to be brought on line over the
next year or so. These two groups will bring an infusion of enthusiasm for the park and fresh volunteers to carry forward
the park's mission.
As many of you know, some things I am good at, others not so much. I enjoy building things, I don't do well at operating
things. I have been increasing less effective in motivating work in and around the IVCPA. Our volunteers have worked
hard and done amazing things. I'm hoping that my departure will allow new people, energy, and vision to enter the park
and take it to the next level. By stepping down, my intention is not to dump a bunch of work on someone else but to give
someone new an opportunity to step up and contribute.
This cycling park offers an incredible community resource on many levels, it has been an honor to work with the IVPCA
board and I thank you for all the contributions and personal sacrifices of you have made along the way.

Subject: Support for Eagle Bike Park
Dear Ada County Commissioners and the City of Eagle:
We would like you to know how much we appreciate the Eagle Bike Park and all it has to offer, not only to our
family but to the community as well.
We ride at the park at least 3-4 times a week using all aspects of the park from the Cross Country trails to our
boys riding the Downhill trails and jump lines. Our 14 year old daughter has improved her skills so much
because of the easy access and excellent trail system. It has been a great way to stay connected with our kids,
sharing bike rides with them.
It is so fun to see other families come out and have their little ones ride the skills area, and then see the
confidence they gain and the grins on their faces.
The Velopark Grand Prix race series that was held this spring/summer was a huge success. We were out there
for all four of the races and only heard positive comments and how cool Eagle is to have provided this park for
the community.
We know it is a lot of work to keep it going and many many hours have gone into making this park what it is
today. We thank you for all your help and support in making our town a great place to live.

Subject: Cycling Park
I understand that the City Council will be hearing a presentation regarding proposed new improvements to
the cycling park at an upcoming meeting. I want to voice my support for these improvements. While I am
not a resident of the City of Eagle, my family and I regularly use the park for hiking and biking, and we
generally stay in town to have dinner at Bardenay, Rembrants or Davinci's afterward. Coming into town
for the cycling park also helped us discover the water park in the Eagle River development, which
generally leads us to Cold Stone Creamery for a treat afterward. I have been cycling in the Treasure
Valley since 1983, with a majority of those rides taking me through the City of Eagle as I made my way
out into the countryside, but, never before did I have a reason to stop and enjoy the amenities and
businesses in Eagle. In addition to the economic benefits, the addition of a BMX track and dedicated
fitness track for cyclist, roller skaters, joggers, walkers etc. will also create a safe place for children and
families to enjoy healthy acitivities without having to be out on the roads. This will make it safer for those
exercising as well as increase the flow of traffic. The proposed improvements will also be provided to the
City through fundraising and volunteerism (I have been and will continue to be a volunteer myself) so it
will take no City resources, in contrast to any other potential uses of the area. In addition to the day-to-
day benefits I discussed above, this will be a unique facility that has the potential to host a wide range of
state and national level events which can bring susbstantial economic benefits to the community.
All in all, I can't see any other logical solution than to support a project that has no cost to the City,
provides a safe environment for people to participate in healthy activities, reduces the number of conflicts
with vehicular traffic and creates sustainable economic benefits to local businesses.
Thank you for your time, and I ask for your support for the proposed additional improvements to the
cycling park.

This letter is intended to show my support for the very unique Eagle Bike Park. The residents of the Treasure
Valley are extremely fortunate to have such a great cycling venue that offers a great deal more than a multi-user
trail system ever will. Like many popular sports such as football and baseball, the sport of cycling requires a
distinctive venue in order to effectively train, prepare, and race in a given cycling event. And I`m so grateful
this is what local cyclists now have. A place we can go to focus on riding our bikes without having to worry
about endangering others. I just want to say thank you very much for making this great park a reality!
I hope with your support the park will continue to thrive as more and more people, young and old, discover the
joys of bike riding.
And hopefully the residents of the Treasure Valley will realize what a unique gem they have sitting in their back

Dear Eagle City Council:
I am sending this email in fervent support of the Eagle Bike Park. I just turned 50 years old and work for a
global high tech company here in town. I use the park 3-5 times a week. I ride cross-country, dirt jump,
downhill and do family rides in the Spring, Summer and Fall and trail run out there during the winter
months. I have donated money, volunteered over 40 hrs and tell as many friends and neighbors as who will
listen about what wonderful and unique blessing it is to have a bike park that offers so many different biking
disciplines in one location.
I am not sure if you are bikers or not but this park is really a rare gem. I sometimes think that we as citizens
of Eagle and Ada county really don't understand how rare and blessed we are to have this facility. I have
been involved enough at the park over the years to know that the park is far from perfect. It has been
woefully underfunded and basically been managed by volunteer labor and donations. Given that fact, it is an
amazing facility. As a biker, I am proud of the fact that over 9000 hours have been donated by volunteers to
build and maintain the park and most of those were "bikers" like myself.
I am politically active and have worked on local and US senatorial campaigns. While I am not a "one issue"
citizen, I will watch very carefully how our elected and appointed officials lend their support and leadership to
the bike park. I know my fellow bikers care very deeply about this park as well and I confident they share my
passion for wise leadership in this regard. Please do all that you can to support the efforts at the park. We
desperately need elected and appointed officials who are involved, supportive and contribute positively to the
longevity of the park.

I am avid user (4x week) of the Eagle Cyclepark at Floating Feather and Horseshoe Bend road. I use the park

I have really enjoyed the Eagle Bike park over the past few years. I have XC mountain biked, raced and I have
walked with my young daughter. My daughter and I have also assisted with trail construction. I particularly
like the mixture of dedicated use trails; technical; freeride, XC etc. It is nice to know if I decide to go down a
downhill or jump course, I can open up my speed and not worry about dogs, horses, hikers etc being on the
landing of a jump.
I hope that some reasonable decisions will allow signage to help ensure the safety of all users and mark
dedicated downhill and freeride courses as being intended only for downhill bike use.
This is a great facility; it even receives some national level attention as a great place to ride. I hope we can keep
the momentum.

The city of Eagle did a great thing several years ago to invest in Eagle Velopark. It was a commitment that
communicated to the people of the Treasure Valley we want to do something special in a community that all
ages can enjoy. The announcement led to hundreds of volunteers putting in over 9,000 hours and many
donations. Local businesses have benefited in the process.
The vision the city council had was working but it requires patience and reliance on its citizens and more
importantly volunteer hours to survive the economic times. Donations have slowed and the city/county
budgets are stretched thin and the volunteers will wane too if they feel the original commitment is not going
to be upheld.
The commitment requires that the land use is by nature multi -use which can't be confused with available for
everyone at the same time. The Treasure Valley already has, and is known for having, hundreds of miles of
single track trails that are shared. The investment in the Eagle Velopark property and project was not
intended to be yet another few miles of single track trails. If it was then Eagle didn't need to commit to the
Eagle Park — it already had trails on the property. Making something special requires perseverance and
resolve when a few raise concerns or pressure is applied.
I have seen so many young children and parents at the pump track, dirt jumps and downhill trails that it makes
all us volunteers feel good about our commitment to such a positive venue. This enthusiasm quickly falters
however when the county and other land managers can't get coordinated and committed to the project.
Removing various features of the trail which were approved and required by the council is frustrating. Placing
such rigid restrictions such as shared AND multi -use on the volunteers reinforces the City Council, land
managers have lost sight of the original vision and commitment.

Please recommit to the Eagle Velopark as it was originally intended — if not financially, by getting land
managers aligned with the land's intent so the volunteers can carry the burden of the vision until the economy
catches up. The city of Eagle will not be a biking destination by reverting back to what it had before and by
matching what the Treasure Valley already has hundreds of miles of multi -use AND shared trails. The trails
have been carefully designed to take into account all ages of riders, riding interests (jumps, skills park,
downhill & etc.) and various riding skill levels. The design required and was understood that horses and we
recommend off -leash dogs not share these trails. It will either ruin the trails or be unsafe for riders and
animals.
Eagle Velopark is small portion of the Treasure Valley trail system but one that could have a huge impact if the
vision and commitment to something special is seen through to its conclusion.

Amid the West Ada County Foothills lies an
ovally vision, unique and unfinished.
The roughly -6,000 -square foot Idaho Ve-
lodrome and Cycling Park patiently awaits its
crown jewel: an actual velodrome. But velo
officials warn interested riders not to hold
their breath.
"There's been plenty of donations that have
been helpful, but $100,000 doesn't go too
far;" said Mike Cooley, treasurer of the Idaho
Velodrome and Cyyclin Park Association. the

velop one of the biggest bicycle parks found
anywhere, but that money was spent on an

Nelson said some of the parkland is part
of Ada County's Ridge to Rivers trail system
that forbids racing. He is working with coun-
ty officials to reach an agreement for race

said the bike park offers cross-country rac-
ing, but opening up the
park's Ridge to Rivers

his shop has sponsored fundraisers to help
raise thousands of dollars to support the park.
However, he believes the velodrome is on a
dying course. ,
"The organizers have tried multiple fund-
raisers to build it, but have had zero luck,"
he said.
Nelson said many organizations and indi-
viduals donated money, but not in the gener-
ous amounts organizers forecasted when they
created the park as a nonprofit in 2006. He

It is a similar story with other recreational
parks in the area. A whitewater park on the
Boise River was envisioned as a $6.7 -million
utopian dream for kayakers. And while the
first phase of the Boise River Recreation Park
is currently under construction, only one-third
of the total funds have been raised.
In Cascade, Kelly's Whitewater Park was
only able to meet its construction goals after
an unexpected $3 -million donation came from
a Florida couple who learned about that park
while vacationing at their second home in
Tamarack. Organizers hope to have it ready
to use by this spring. As for the velodrome,
Nelson surmised the tough economy ruined
their projected -donations.
"I think it all comes down to money,"
he said.
It seems hard to imagine the velodrome
is on the park association's radar anymore.
Other than a sign at the track, which reads
"riding soon,"_the Web site is shut down
and no official phone number is available.
However, Nelson said volunteers continue to
work the dirt side of the track for main-
tenance and upkeep. Despite the mystery
surrounding the velodrome, he and Cooley
assure the public that the park has become a
force to reckon with.
"I know people are corning down from all
over to ride it, even Canada," said Cooley. "It's
a great, first-class asset to Ada Counry." i
