Ada County Assessor Report: Robert McQuade discusses the city's assessed values. Assessments Notices will be sent back on May 21, 2010. Discussion on the market values and assessments. Discusses how property values are figured by the State Tax Commission. Market value is down 17% and taxable value is down 20%. Discusses the new construction role. General discussion. 2. Gibbon's, Scott & Dean LLP: Jo Bolen wiIl review the audited financial statement for Fiscal Year 2008/2009. Jo Bolen discusses the audit letter. General discussion. City Attorney Report: REGULAR COUNCIL AGENDA: 6:30 p.m. 1. CALL TO ORDER: Acting Mayor Huffaker calls the meeting to order at 6:30 p.m. 2. ROLL CALL: HUFFAKER, SHODSHTARIAN, SEMANKO, GRASSER. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Boy Scouts from Troop #352 and Troop #18 lead the Pledge of Allegiance. Semanko moves to amend the agenda to add an item to the Agenda under Unfinished Business as Item #7E and that would be the discussion on the Request for Proposal on the City Hall Facility; we all have a copy of that in front of us. Seconded by Shoushtarian. ALL AYES: MOTION CARRIES.......................... Shoushtarian moves to amend the agenda to have a discussion about the 5 day work versus the 4 day week. Discussion. Acting Mayor Huffaker: We should put this as New Business since we have not discussed this officially. Laurie Baker has asked us to move us forward in the Agenda and I would suggest that we make her #7A under Unfinished Business and move all of the others accordingly and the RFP would move to #7F and AI's Agenda Item #9A. PUBLIC COMMENT: Brock Jones, I'm here to propose my Eagle Scout Project. Brock distributes a picture of his proposed project and discusses the same. This project would honor the military. General discussion. Steve Jones, Brock's father, discusses the project. This proposal for the Eagle Scout Project will be put on the May 24, 2010 agenda. The youth in Eagle will turn out for the talent show. The youth have received donations and funding for the event. General discussion. 5. CONSENT AGENDA: . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Mayor, a Councilmember, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the City Council. . Any item on the Consent Agenda which contains written Conditions of Approval from the City of Eagle City Staff, Planning & Zoning Commission, or Design Review Board shall be adopted as part of the City Council's Consent Agenda approval motion unless specifically stated otherwise. Open Container Permit: Stephen Blados is requesting an open container permit to be used at Merrill Park on October I, 20 I 0 from 4:30 p.m. to 8:30 p.m. Alcohol may only be served and consumed within the shelter and may only be served to individuals of legal drinking age. Open Container Permit: Bill McCarrel is requesting an open container permit to be used on June 11,2010 from 6:00 p.m. to 2:00 a.m. and June 12,2010 from 10:00 a.m. to 2:00 a.m. The event will be held at 50 E. State St. on the portion of the property owned/leased by Mr. McCarrel only, unless written approval from the adjoining property owner is obtained allowing use of the entire parking lot. Site plan approval has been obtained from City of Eagle Police.(SKB) D. Noise Waiver Reauest: Bill McCarrel is requesting a noise waiver as allowed by Eagle City Code 4-9-6(D) to accommodate the beer garden he is hosting on June 11-12, 2010. Mr. McCarrel is requesting the hours be extending to 2:00 a.m. (SKB) E. Open Container Permit: OB/GYN Associates is requesting an open container permit to be used at Guerber Park on June 17,2010 from 9:00 am. - 5:00 p.m. in the Sunset Shelter. No alcohol shall be consumed outside the shelter. (SKB) F. Open Container Permit: Eagle Rodeo Inc. is requesting an open container permit to be used on Junel0, 11, 12,2010 from 5:30 p.m. to midnight. The event will take place on the property just behind Idaho Athletic Club. Site plan approval has been obtained from City of Eagle Police. (SKB) G. Noise Waiver Reauest: Eagle Rodeo Inc. is requesting a noise waiver as allowed by Eagle City Code 4-9-6(D) to accommodate the Eagle Rodeo events taking place on June 10 - 12, 2010 in the field behind Idaho Athletic Club. Eagle Rodeo is requesting that the waiver be extended to midnight on each date listed above. (SKB) H. Open Container Permit: Eagle Rodeo Inc. and the National Barrel Horse Association are requesting an open container permit to be used on June 6, 20 I 0 from 10:30 a.m. to 8:00 p.m. The event will take place on the property just behind Idaho Athletic Club. Laurie Baker, Museum Curator, provides Council an overview of the Arcadia Publishing proposal to publish an Image of America photographic history book. General discussion. Acting Mayor Huffaker: We being asked tonight to authorize Laurie to go forward with the Arcadia proposal and once they accept the proposal then we will work out the details of the contract which will be reviewed by our legal counsel and subject to Council approval. Professional Office. and Transitional Residential and an Annexation and Rezone from RUT (Rural-Urban Transition-Ada County Desil!nation) to MU-DA (Mixed Use with a development al!reement) for Wilson Properties. L.P. and Wilson Holdinl!. Acting Mayor Huffaker: I'm going to back track as our Attorney needs to leave and we need to give her some directions on the RFP. City Attorney Buxton will have a rough draft for the Council by next Tuesday. The RFP for the City HaIl Facility will be on the May 24,2010 City Council Agenda. Continued Discussion on the 4 day/l0hr work week. Jeannie Jackson-Heim discusses the hours at her office, the Idaho Real Estate Commission. Mark Butler discusses the hours. I prefer the 8-5 hours. Foad Roghani discusses the hours. I was not happy with the 4 days. Jim Janek, I see the task is to try and balance the quality of life and service for the citizens. General discussion. Discussion on the 4 day work week will be on the May 24, 20 I 0 City Council Agenda with a notation that this item will be open to public discussion. This should be the first item on unfinished business after Mayor and Council appointments. Semanko: I think it would be appropriate to have some discussion about the Library hours on the Agenda. Discussion on Library hours to be on the May 24,2010 City Council Agenda as a New Business item. Discussion on the 2010 Rural Water Program for populations under 50,000 grant opportunities and I am going to give this to staff to evaluate the grants. General discussion. Council Member Huffaker and I are scheduled to meet with the BLM, we are waiting for a date to be set. Further discussion on the funding. To that end the City conducted three community visioning sessions, a community preference survey, and in winter of 2008/09 employed the University of Idaho Urban Design Center 5th year architecture students to take part in a three day design workshop. At the completion of these activities the City had a new visual understanding of the potential of the downtown but still lacked a clear policy direction or understanding of the secondary impacts to the development intensity proposed (parking, infrastructure, and transportation/circulation impacts). In 2009, staff worked with ACHD, COMPASS, Eagle Sewer District, and other infrastructure providers to assess the impacts of the changes as proposed by the students. Staff completed the following analysis: o Quantitative Analysis of the overall development impact at build out o Transportation Modeling for the Downtown in Both ACHD & COMPASS systems o Parking Demand and Needs analysis & regional comparisons o Preliminary Parking Standards and Overlay Districts o Drafted New Land Use Designations o Drafted Preliminary vision, goals, and objectives language for land use in the Downtown Subarea o Preliminary review of sewer capacity and planning compatibility Since February, staff has been drafting the text of the downtown sub -area plan. To ensure consistency between the community input and the planning documents staff has been using a citizen work group to review the document. The work group was comprised of citizens, landowners, Planning and Zoning Commissioners, and URA members who had taken part in the previous community processes. The draft plan is currently undergoing technical editing. The public outreach/comment period is anticipated to begin in June. (See attached timeline).
