Regular Agenda in a sequence determined by the Rules of Order.
· Any item on the Consent Agenda which contains written Conditions of Approval from the
City of Eagle City Staff or Eagle Planning & Zoning Commission shall be adopted as

Findings of Fact and Conclusions of Law - The City Clerk requests Council approval of
the Findings of Fact and Conclusions of Law for the previously approved Conditional Use
Permit to allow temporary use of four (4) portable classroom buildings, two at the Eagle
Hills Elementary School located on the north side of Ranch Road (east of Eagle Road),
and two at the Eagle Elementary School located on the west side of Eagle Road (north of
State Street). (MB)

Fi~ct and Conclusions of Law - The City Clerk requests Council approval of
the ~ a~,.C0~lusi~]/~.of Law for the previously approved Conditional Use
Per~~Le~toi~ Hj~Elenl~ntary School, to be located on the west side of Seven
Oak~,7oad- nlrth[~.fl~at~thl~ Ro~d in the Lexington Hills Subdivision. (MB)
Fi~ fo~'~p_~4ass'$d~odiv~it Homes is requesting Final Plat approval for a
proposed 28 lot residential development located at the northwest corner of Chinden
Boulevard and Locust Grove Road. (MB)
Ada County Transmittal 96-15-PR - Kathy A. Ellensohn is requesting Ada County
approval of a one-hundred (100) foot extension to an existing private road located at 4648
Old Valley Road. The extension of the road is proposed to serve a 7.08 acre parcel. (MB)
Ada County Transmittal 96-61-CU - The Eagle Sewer District is requesting Ada County
approval to construct two high rate land application basins for treated and disinfected
effluent water. The property, owned by Richard and Mary Hormaechea, contains 30 acres
and is located on the west side of Palmer Lane approximately 1/4 mile north of Floating
Feather Road. (MB)
Eagle Senior Center Van Port - Carl Hiaring is requesting Council approval of the
construction of a van port which will be paid for by the Senior Center. This item has been
added to the agenda at the request of council on July 23, 1996 during the pre-council
session, for an official motion.(LM)
City Financial Instrument Signature Cards - The City Clerk is requesting Council to
approve the creation of new signature cards for all existing and future investment in-
struments. The signature cards shall require both the signature of the Mayor and City
Clerk.(KL)
UNFINISHED BUSINESS:
A. lTD Cooperative Illumination Agreement - The Idaho Transportation Department (lTD)
is requesting the City of Eagle to enter into an Agreement which would require the City to
be responsible for maintenance of the street lights at the intersection of the new alignment
of Highway 55 and State Street (Highway 44). (MB)
B. Eagle/Ada County Sports Complex Design Contract - Ada County Parks & Recreation is
requesting Council to authorize the expenditure of funds for the previously selected design
consultant.
PUBLIC HEARINGS:
A. Conditional Use Permit - The YMCA is requesting approval of a Conditional Use Permit
to allow a daycare at the existing Seventh Day Adventist church site located at 1050 W.
State Street on the north side of State Street west of Eagle Road.
B. Zoning Ordinance Amendments - The City of Eagle is proposing to enact amendments to
Title 6 - Parks Committee; Title 7 - Sign Regulations; and Title 8-2-A - Design Review.
Also under consideration is a proposed Design Review Guideline Manual. (MB)
C. Budget Hearing - The preliminary 1996-1997 Budget will be presented to the Council and

Transmittal for the Ada County Highway District - The Ada County Highway District is
requesting that the City of Eagle provide comment with regard to a conceptual alignment
for a future east/west roadway proposed to be constructed from Eagle Road (at the north
property line of the Albertson's site) to East State Street (between Palmetto Avenue and
Edgewood Lane). (MB)
Design Review - Doug Roundy with Roundy Pole and Fence Company is requesting
Design Review approval for four 10,000 square foot light industrial/commercial buildings
(a total of 40,000 square feet) on 5.2 acres. The site is located on the south side of the
new Highway 44 Alternate Route approximately 1,000-feet east of Edgewood Lane. This
Design Review does not include an application for signage. (This application was
received prior to the Moratorium currently in effect)(MB)
