1. CALL TO ORDER: Mayor Bandy calls the meeting to order at 6: 1 0 p.m.
2. ROLL CALL: HUFFAKER, SHOUSHTARIAN, SEMANKO, JACKSON-HElM.
All present. A quorum is present.
3. BUDGET DISCUSSION:
Mayor provides an overview of the proposed balanced budget.
General discussion on the budget.
Last night at the end of the evening Council asked us what potential reductions we could
make to balance the budget. The budget we are proposing takes into account a 5%
reduction in salaries for City/Library employees and does not include the 3% in property
taxes or the foregone amount. Further budget discussion.

Mayor I would entertain a motion to amend the agenda to add approval of an Open
Container Permit for the Eagle Chamber of Commerce and approval of Ordinance
#631, as these two items were on the Council Agenda for August 11,2009, and there
is a potential that this meeting will be cancelled.

DATE
Mayor introduces the issue.
Semanko moves, pursuant to Idaho Code, Section 50-902, that the rule requiring
Ordinances to be read on three different days with one reading to be in full be
dispensed with, and that Ordinance #631 be considered after being read once by
title only. Semanko reads Ordinance #631 by title only. Seconded by Seconded by
Jackson-Heim. Discussion. THREE AYES: SHOUSHTARIAN: NAY:

Semanko moves that Ordinance #631 be adopted. Seconded by Jackson-Heim.
General discussion. Semanko amends the motion to have the Mayor's salary to be

$72,150.00 a year for the next two years and change the reference to 2009 under
salaries in Section #1to 2010 and the referenc{~ to 2009 in Section #2 be 2010 and
leaving this date of August 2009 the same. Seconded by Huffaker. Discussion.

Open Container Permit: The Eagle Chamber of Commerce is requesting an open container
permit to be used on August 22, 2009 from noon until 6:00 p.m. at Merrill Park. This permit
is in conjunction with the Eagle Food and Wine Festival.

B. An applicant for such permit shall make application to the City Clerk, remit a twenty dollar ($20.00) fee,
and comply with all rules and regulations related to such use. When the City Clerk determines that the application
is complete, the City Clerk shall present the application to the City Council at its regular meeting for approval.
Such permits shall be at the discretion of the City Council and shall be denied upon the City Council finding the
public health, safety or welfare will be adversely affected upon granting of the permits. (Ord. 323, 5-12-1998)

Plans for the 3rd Annual Eagle Food & Wine Festival to be held in Merrill Park on Saturday August 22, 2009 from 12:00 Noon to 6:00
PM are described below.
The Chamber of Commerce was granted initial permission from the City of Eagle to hold the festival in Merrill Park. The Chefs Tent
will be held in the shelter at the park. The shelter is being enclosed with cable and drape at all entrances with exception of the first
west facing 10'X 10' opening. This opening will be used as the entrance and exit for the Chefs Tent. No one under the age of 21 years
of age will be admitted into the Chefs Tent. Identification will be required to purchase a ticket into the Chefs Tent. Tickets for the
Chefs Tent entitle the adult to samples of our Chefs creation paired with samplings of paired wines. Cards will be marked or punched
by each Chefs booth. Three sessions will be held and last one hour and forty five minutes per session.
Out on the lawn at Merrill Park there will be wine tasting, food booths, vendors and a beer garden. The beer garden will be
completely roped off. Anyone without the authorized verified twenty one years of age stamp will not be admitted or served. At the
wine booths there will be sampling only. Any adult sampling wine must have the authorized verified twenty one years of age stamp
or wrist band and have a purchased ticket for samplings on the lawn. At the wine sampling booths, each time a sample is given out,
the booth will mark or punch the ticket. When all tastings have been used the ticket will be no longer valid. We will have festival
volunteers collecting litter and answering public inquires as well as acting as ambassadors during all hours of the event.
The parking lot will be closed for use to the public during the festival. Four type three barricades will have no parking signs posted in
the interest of public safety. No Festival Parking subjected to ticket and towing sighs will be placed or. Shore Diive in already posted
street areas.
There will additional public restrooms and hand washing stations at Merrill Park for the event. Event set up will begin at 7.00 AM
Saturday morning.

AN ORDINANCE OF THE CITY OF EAGLE, IDAHO, AMENDING SECTION 1-5-3,
EAGLE CITY CODE, TO PROVIDE FOR ANNUAL SALARIES FOR THE MAYOR
AND COUNCIL, AND PROVIDING EFFECTIVE DATE
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF EAGLE,
IDAHO, as follows:
Section 1: That Section 1-5-3, Eagle City Code, be, and is hereby, amended to read as
follows:
SALARIES: Commencing January 1, 2010, the annual salaries of the Mayor and of the
President of the City Council and of the City Council shall be as follows:
A. Mayor: The Mayor shall receive an annual salary in the sum of seventy-fet heustmd
