1. City of Eagle Police Monthly Report: Sgt. Olsen: Distributes the Monthly Report for June
and discusses the same. General discussion.
2. Energy Efficiency and Conservation Block Grant Program: Mark Miller: Presents a power
point presentation and discusses the same. General discussion.
3. Boise River Trails Plan: John Caywood, Ada County, presents a power point presentation and
discusses the same. General discussion.
4. Mayor and Council Reports: Moved to end of Agenda
5. City Clerk/Treasurer Report: Moved to end of Agenda
6. Zoning Administrator's Report: Moved to end of Agenda

REGULAR COUNCIL AGENDA: 6:30 p.m.
I. CALL TO ORDER: Mayor Bandy calls the meeting to order at 6:30 p.m.
2. ROLL CALL: HUFFAKER, SHOUSHTARIAN, SEMANKO, JACKSON-HElM.
Huffaker is absent; Semanko is present on a speakerphone. A quorum is present.
3. PLEDGE OF ALLEGIANCE: Nancy Merrilllleads the Pledge of Allegiance.
4. PUBLIC COMMENT: Nancy Merrill, you just heard in Pre-Council comments from John
on the River Trails. There is an opportunity to join together to get funding and grants. The first
step would be survey and then engineering. We, the Parks and Pathway Committee, are right on
with this.
Mark Butler, You may know that lease rates throughout the Treasurer Valley have gone down.
Most Commercial space around the City Hall Building is going for half. I just wanted to bring
that to your attention.
5. CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless the Mayor, a
Councilmember, member of City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent Agenda
will be placed on the Regular Agenda in a sequence determined by the City Council.
. Any item on the Consent Agenda which contains written Conditions of Approval
from the City of Eagle City Staff, Planning & Zoning Commission, or Design
Review Board shall be adopted as part of the City Council's Consent Agenda
approval motion unless specifically stated otherwise.

with Golden West Advertising, is requesting design review approval of the
master sign plan for Castlebury West Business Park monument signage,
including signage for Oasis medical Center and Castlebury Dental. The site is
located on the northwest corner of Chinden Boulevard and Meridian Road.

C. Open Container Permit: Food Services of America is requesting an open
container permit to be used on August 8, 2009 at Guerber Park from 6:00 p.m. to
10:00 p.m. All standard conditions of approval shall apply. (SKB)

City.

A. Resolution 09-19: A Resolution Of The Eagl1e City Council, Eagle, Ada County, Idaho
Repealing The 2007 Comprehensive Plan And Adopting The 2009 Eagle Comprehensive Plan
And Associated Amendments; Affirming That Prescribed Notice And Hearing Requirements
Were Met In Accordance With Title 67, Chapter 65, Idaho Code; And Providing An Effective
Date. (NBS)
Mayor introduces the issue.
Planner Baird-Spencer: Provides Council an overview of the Resolution. All of these
applications have been to a public hearing and approved by the Council. General discussion.
Semanko moves to continue Resolution 09-19 to the August 11,2009 City Council meeting.

7. UNFINISHED BUSINESS:
A. DR-12-09 - Expansion to the Wood river Cellars to include Open-Air Amphitheater-
NJN II, Inc.: NJN II, Inc., represented by Billy Ray Strite with BRS Architects, is requesting
design review approval to construct a 50,000-square foot open-air amphitheater at the Woodriver

Cellars event center. The 21.2-acre site is located on the west side of State Highway 16
approximately 1,600-feet north of Beacon Light Road at 3705 North Emmett Highway.(WEV)
This item was continuedfrom the July 7, 2009 meeting. Staff is requesting this item be
remanded.

9. NEW BUSINESS:
A. Ordinance 628 (commonlv referred to as Pembrook-Moffat): An Ordinance Annexing
Certain Real Property Situated In The Unincorporated Area Of Ada County, Idaho, And
Contiguous To The Corporate Limits Of The City Of Eagle, To The City Of Eagle, Idaho;
Changing The Zoning Classification Of Said Real Property Described Herein From Rut (Rural-
Urban Transition) To A-R-Da (Agricultural-Residential With A Development Agreement);
Amending The Zoning Map Of The City Of Eagle To Reflect Said Change; Directing That
Copies Of This Ordinance Be Filed As Provided By Law; And Providing An Effective Date.

Public Works Director Echeita: Provides Council an overview of the draft. This is for stray
dogs. If a resident drops the dog offthey pay the $30.00 fee. Ifthe City drops the dog off the
City pays the fee. An owner needs to pay all fees and charges when they pick up the dog from
the Idaho Humane Society. General discussion.
Jackson-Heim moves to authorize Staff to work with the Attorney in accordance with the
terms of this letter agreement and that the Mayor be authorized to sign it without any

10. DISCUSSION OF 2009-2010 BUDGET GOALS.

Pathway has proven that
it's worthy of commitment
Along a stretch of the Boise River near
Star, a section of Greenbelt 2.0 is in the
works.
When it's finished, the I25 -mile Star Riv-
er Walk probably will be an unpaved and
isolated path — and not easily accessed by
the walkers, in-line skaters and cyclists who
use the Greenbelt from Eagle to Lucky Peak
But even if you never use the Star River
Walk you should be glad that it's there.
It symbolizes a first step on a path to
something bigger the Greenbelt that Trea-
sure Valley residents have imagined for
decades.
Stretchinga Greenbelt 63 miles — from
Lucky Peak to the Snake River — will only
happen one piece at a time. But if you know
the history of the Greenbelt, you already
knew that. After all. work on the Boise
Greenbelt began in the 1960s.
Will it take another 40 years to build on
this suci.C., adding new multiple -use
Greenbelt trails for parents who push in -
(ants in strollers, far amateur ornithologists
hoping to see a wintering bald eagle, for cy-
clists who commute to Downtown Boise?
Will we really have to wait four more
decades?
Maybe not.
The first time around. we had to change
our way of thinking. to build a preservation
ethic and a political will_ Things are differ-
ent now.
Our community will never again view the
Boise River as it was seen 40 years ago. as a
natural drainpipe to serve nearby industries
such as meat -packing and concrete plants.
We now put our river to work serving a
higher purpose We have seen for ourselves
that when people are given a urban oasis —
restorative and recreational —they will use
it. The Greenbelt is now as ingrained in our

END Of THE UNE The Boise River Greenbelt comes to an abrupt stop near Ballantyne Road in Eagle.
minds as it is on our maps. This river we
now value has become one of our most
cherished values.
We also have seen that river preservation
is good business — supporting everything
from midsummer tube rentals to riverside
restaurants to high-end residential develop-
ment. The cam we gave our river is re-
turned, with dividends.
So in Eagle. the city's comprehensive plan
requires Greenbelt expansion to be a com-

ponent in any riverside development west
of Ballantyne Road, where the path now
comes to an abrupt end. Star is considering
putting thesame concept into an ordinance.
During a downturn in the building sector
after two decades of rapid growth cities
have an opportunity to get this right. They
can make sun that the Greenbelt is a part of
future development. and in an upfront man-
ner.
This isn't an impediment to future

It's good planning.
This should be a no-brainer. Is there a
better way for private development to pro-
vide a community amenity and to enhance a
Valleywide public asset?
Is there a better issue to bring local elect-
ed leaders together,
On Aug. 12, Valley mayors are expected to
sign a joint agreement committing to the
idea of a 63 -mile trail system stretching
through nine cities from Boise to Parma.
These city leaders don't always agree about
Land use or air quality. road projects or pub-
lic transportation. But it is significant that
they can agree about the importance of a
shared resource such as the Boise River.
Larger things can grow out of one agree-
ment Or out of one stretch of nature path
sandwiched between Star and the Boise
River.
