Velodrome Project Update: Robert Grubb with Wright Brothers, The Building Company. Rob Grubb, Wright Brothers, provides Council an update on the Velodrome project. I would like to do a wrap of the project and make a few comments on the project. Displays overheads and distributes packets to the Council and discusses the same. Presents a short slide show. PUBLIC COMMENT: Patricia Minkiewicz I want to thank the Mayor and City Council for answering my question about when Christmas Lights go downtown. I will contact the Chamber of Commerce on the topic as well. I didn't get a response to my e-mail 18 days ago in regards to if public testimony could be continued to a later date when it runs late past II :30 or midnight. I want to thank the City Hall on implementing communication. Discussion on the Art's Commission and the City Newsletter. What the City has done in responding to communication has been outstanding. Mayor opens the Public Hearing Patricia Minkiewicz, Deerfield Court, this is the first time I have heard this presentation. I am very happy to hear that there is only entrance. I'm concerned about traffic backing up, will there be a signal light. Chris Graham, 278 S. Nescourt, I am a neighbor to the property. I have been in support of the project as a resident. I would ask for your understanding in regards to the buffer. Van Elg, there are 4 specific conditions and we do not have any problem with those conditions. The right-of-way dedication of fine. We have a cross access agreement in place with Zamzows. ACHD points out that they struggled with this one and there seems to be a need it is #17 on their list and eventually there may be one there. The two issues that we have concerns are with parking and drainage. Council Member Shoushtarian is present at the meeting at 9:43 p.m. Kevin McCarthy, as far as the concerns that were expressed we agree. Discussion on the drainage. A public hearinl!: to consider fee increases for dumpster services. The proposed fee schedule will exceed prior fees by more than 105%. The fee increase is directly related to the increase of fees by Ada County Landfill. (SKB) E.1. Resolution No. 08-31: A resolution of the City of Eagle, Idaho, adopting a fee increase in the Eagle garbage collection service fee; and providing for effective date. Mayor introduces the issue. Rachel Klein, Allied Waste, I think you have the rates and these are passed through rates so there is no change to Allied Waste and the City's Franchise Fees. These are Ada County Landfill disposal fees. General discussion. Dave Neil, Ada County, this is an enterprise fund and the money cannot be used by County for any other purposes. The new landfill is a state of the art facility and it is very expensive. Discussion on the 5 year plan and a 25% increase. The increase this year is 10% and there will be an increase next year. This is not just downtown it is everywhere. There are a lot of the businesses that are either going out of business or will be going out of business after the first of the year. City Clerk Bergmann: As I tried to tell you before, I have had Case lie transfer over the budget amounts to the new year, there is a problem with it and it is not balancing out. We are also out of balance from the expenditures that were paid in October for the last fiscal year. I will be glad to provide you one but it will not be correct. I am trying to get it correct, the beginning balances are off so it will throw off the financial part. If you want to see the one that is not correct I will be glad to get it to you. The purpose of the joint coordination meeting on December 2nd is to: • Provide an overview of our Baseline Scenario including history and analysis • Seek guidance on: o The number of lanes on specific roadway segments o Policy for inclusion in the Final Report concerning the future of state facilities and their funding • Provide summary of steps taken toward the Extraordinary Impact Fee assessment • Discuss remaining tasks and provide information about the proposed December 22, 2008 adoption Facts and Findings The study area boundaries are SH16 to the west, SH55 to the east, county line to the north, and Beacon Light to the south. This study is needed due to multiple proposals for planned communities and the potential for additional development in the area. The study analysis predicted traffic conditions and identified transportation needs for the future roadway network. This effort includes the initial assessment of an extraordinary impact fee area and identification of projects. Steps in the study include: • Review of approved land use plans • Identify environmental conditions • Gather input during Public Involvement Open House Meetings • Coordinate with land use, transportation and local agencies • Identify transportation system alternatives and evaluate their impacts • Determining a preferred transportation system alternative • Conduct detailed traffic analysis Baseline Scenario Using a multi -jurisdictional coordination effort, ten network alternatives were identified. Ranking criteria were defined and applied to the network alternatives. Alternative #4 and Alternative #7 best met the criteria and were presented at the October 15th Joint meeting with Ada County, ACHD and City of Eagle. During the Joint Coordination Meeting, the project team received the following direction: • Alternative 4 (Attachment #X) is recommended as the Preferred Network for further analysis. • The future connection of Willow Creek will have measures for reducing traffic speed and volumes. • This future connection of Willow Creek will be represented as shown in the Eagle Comprehensive Plan and a future alignment study will occur as development warrants. The preferred network is based on traffic analyses and the City of Eagle and Ada County Comprehensive Plans. Once the preferred network was selected, analysis included determination of the number of lanes for each roadway segment. Public Involvement Public Involvement Open House Meetings were held on August 14th, October 2nd, and November 13th to receive public input on potential roadway networks, future roadway and intersection needs, and other important considerations unique to the area. Attached is the summary from the November 13th PIM. Scenario Analysis Attached is a map with the projected number of lanes and intersection. ACHD modeled these with both COMPASS and ACHD models which makes slightly different assumptions. Differences between the two models were minimal. Projected lane configurations only differ for three segments. This Baseline Scenario assumes all necessary improvements to the state facilities are made as the Northwest Foothills develop. The proposed lane configurations assume completion of improvements to State Highway 16, State Highway 55, State Highway 44, US 20/26, and the Three Cities River Crossing. An additional scenario was analyzed to determine impacts to the ACHD system if ITD facilities are not improved beyond the current condition. Two additional scenarios with partial improvement to the State system were analyzed for discussion purposes. The resulting information is included for your discussion. A representation of this information is attached. ITD does not have any of these improvements currently funded. If ITD is unable to improve the state system, the following policy options may be considered: • Expand the ACHD network of roads to accommodate the proposed growth. • Limit development application approval in the Northwest Foothills or reconsider planning densities. • Fund state facilities and determine an avenue of help from local agencies that will fund these improvements Decision Point #2: Recommendation on Policy Options to include in Final Report What is the best way to address funding of state infrastructure and illustrate this issue in the final report? Extraordinary Impact Fee Zone The study will assess the area for a possible Extraordinary Impact Fee Overlay District. This effort will address the potential traffic impacts and necessary system improvements. Reasons for proposing an Extraordinary impact fee area • Requires growth to pay their proportionate share of needed network/system improvements • Establish a geographic area for collection of fees to fund these needed improvements • Ensure that adequate public facilities are built based on impact from development Next Steps Activities anticipated to occur from now until December 22, 2008 include: • Complete detailed traffic analysis (intersection configuration still being defined) • Complete defining boundaries of Extraordinary Impact Fee District and identify needed projects • Preparation of the final study report • Approval and adoption of the Final Plan Study Adoption is on ACHD Commission agenda on December 22, 2008. ***** " N Qwest ficolUUi(k Transportation Study DRAFT Northwest Foothills Transportation Study Summary of November 13, 2008 Public Meeting Comments On November 13, 2008 the public was invited to attend the final Public Meeting for the Ada County Highway District (ACHD) Northwest Foothills Transportation Study. ACHD invited the public to review analysis of the preferred network alternative and gather public input and feedback on the findings. Alternative 4, which is currently proceeding as the preferred network alternative, received majority support by the public during the previous open house. This alternative was also acknowledged for continued analysis by the Eagle Council and mayor, the Ada County Commissioners, and the ACHD Commission. At this open house, detailed information on the preferred network alternative was presented to the public, including the proposed infrastructure to support future traffic volumes. The public was shown proposed future lane and intersection configurations as well as anticipated operations at specific intersections in the study area. Input from the public was elicited to gain a better understanding of areas of greatest concern. This document summarizes public input from the November open house derived from comment sheets provided at the meeting and individual comments submitted after the meeting. The open house was held: • Thursday, November 13, 2008 from 5:OOpm to 8:OOpm Eagle Christian Church, 7000 W. State St. 53 people signed in • 11 comment sheets were submitted at the open house • 8 additional sets of comments were received by ACHD after the open house comment period by November 24, 2008. None of these comments used the comment sheet provided to the public. In most cases, these comments were assessed separately to provide clear answers to the yes/no questions provided on the comment forms. What will be considered? ACHD will utilize the Draft Livable Street Design Guide which outlines how transportation systems fit into the communities which they serve. Town Center Collector The local jurisdiction can be expected to help define streetscape standards. Rural Arterial Guidelines for street typologies are not final design requirements, but provide a basis for expectations for future construction of roads Rural Road Streets can accommodate community needs such as pathways and pedestrian options. Streets can interact with the natural environment. Landscaping treatments on future roads depend largely on construction funding and future maintenance costs. The streets depicted in these photos may not represent actual design of streets in the foothills. The roadway cross-sections will be determined by the City of Eagle and ACHD through the Transportation and Land Use Integration Plan (TLIP) process. Q At -grade intersections are proposed on SH -16. Intersection signalization and/or upgrade to grade separated interchanges will be evaluated as development occurs. State Highway 55 O The local road network interface with SH -55 is currently being studied. O On SH -55, no signalized intersections are anticipated north of Beacon Light Rd. Signalization could be allowed for a maximum of 5 years while interchanges are being designed and constructed. O Dry Creek Road is planned to be restricted to right -in access only from SH -55 and would be connected to Brookside Lane.
