MINUTES
The Design Review Board met in regular session January 23, 2020, Brasher
presiding.
1. CALL TO ORDER: Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, SAYER, BAER,
GERMANO, KOCI, DUPERAULT. ABSENT: GRUBB. A quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of January 9, 2020.
B. Finding of Fact and Conclusions of Law for DR-64-19—Common Area
Landscaping within Snoqualmie River Subdivision Nos. 4 and 5 and Pool House
within Snoqualmie River Subdivision No. 1 —North Corridor, LLC: North
Corridor, LLC, represented by Jaime Snyder with T-O Engineers, is requesting design
review approval of the common area landscaping within Snoqualmie River
Subdivision Nos. 4 and 5 and pool house within Snoqualmie River Subdivision No. 1.
The 37.56-acre site is located on the west side of North Palmer Lane approximately
800-feet south of West Floating Feather and north of Snoqualmie River Subdivision
Nos. 1 and 2.
C. Finding of Fact and Conclusions of Law for DR-83-19—Common Area
Landscaping, Pavilion, Pool, and Pool House within Lanewood North
Subdivision SCS Brighton, LLC: SCS Brighton, Inc., represented by Kody
Daffer, is requesting design review approval of the common area landscaping,
pavilion (416-square feet), pool, and pool house (924-square feet) within Lanewood
North Subdivision. The 81.16-acre site is located between North Lanewood Road and
North Linder Road approximately 1,100-feet south of West Beacon Light Road at
2810 North Lanewood Road and 2553 North Linder Road.
D. Finding of Fact and Conclusions of Law for DR-84-19—Two Subdivision Entry
Monument Signs for Lanewood North Subdivision SCS Brighton, LLC: SCS
Brighton, Inc., represented by Kody Daffer, is requesting design review approval of
two (2) subdivision entry monument signs for Lanewood North Subdivision. The
81.16-acre site is located between North Lanewood Road and North Linder Road
approximately 1,100-feet south of West Beacon Light Road at 2810 North Lanewood
Road and 2553 North Linder Road.

4. UNFINISHED BUSINESS:
A. ACTION ITEM' DR-14-95 MOD2—Change of Use from Commercial
Wholesaling/Warehousing and Storage to Office—James R. McCauley: James R.
McCauley represented by James Gipson with James Gipson Architecture, is requesting
design review approval to change the use of a portion of the existing building from
commercial wholesaling/warehousing and storage to office. The 2.94-acre site is located
on the south of East State Street approximately 50-feet east of the intersection of South
Academy Avenue and East State Street at 1341 and 1345 East State Street.This item was
continued from the January 9, 2020 meeting.
Jim McCauley, 2611 W. State Street, owner of building at 1341 E. State Street and 1345
E. State Street addresses the Board. Ben McCallister, 25286 Magnolia Brook Way,
Middleton, Idaho addresses the Board. City Planner Gero reviews the application. Board
discussion.
Brasher moves to approve DR-14-95 MOD2—Change of Use from Commercial
Wholesaling/Warehousing and Storage to Office—James R. McCauley with the site
specific and standard conditions of approval as written with the following
modifications to the site specifics:
Site specific condition #2: Strike.
Site specific condition #3: Strike.
Site specific condition #4: Strike.
Site specific condition #5: Strike and replace with this requirement has been met with
the landscape plan dated 1/23/2020.
Site specific condition #6: Strike.
Site specific condition #7: Strike and state that this requirement has been met with an
alternative compliance on the landscape plan date stamped 1/23/2020.
Strike site specific conditions #8 and #9.
Strike site specific condition #10 and replace with the applicant shall provide a revised
landscape plan with the trash enclosure indicating a vinyl fencing and metal gates to be
reviewed by staff.
Strike site specific condition #11 and replace with the applicant shall provide revised
landscaping plan indicting shrubs planted along the south property line on the
property at address 1345 E State Street, to be reviewed by staff and two members of
the Design Review Board.
Strike site specific condition #12: Indicate the landscape plan date stamped 1/23/20
provides alternative compliance.

indicating the accurate placement of the ridge and show proper scale of the existing
wall and proposed trellis, to be reviewed by staff and one member of the Design
Review Board.
Site specific condition #28: The applicant shall provide a letter agreeing to repair the
damaged and or missing gutters and downspouts on the existing building. Seconded

5. NEW BUSINESS:
A. ACTION ITEM: DR-85-19—Common Area Landscaping within Wild Rose
Subdivision—Marty K. Camberlango: Marty K. Camberlango is requesting design
review approval of the common area landscaping within Wild Rose Subdivision. The
3.3-acre site is located on the south side of East Hill Road approximately 535-feet
east of the intersection of North Edgewood Lane and East Hill Road.
Marty Camberlango, 1110 N. Five Mile Rd, Boise reviews the application. City Planner
Gero reviews the application. Board discussion.
Brasher moves to approve DR-85-19—Common Area Landscaping within Wild Rose
Subdivision with the site specific and standard conditions of approval as written with
the following modifications:
Strike and replace site specific condition #2: The Design Review Board unanimously
approves of the landscape plan date stamped 1/23/2020, showing the berm along Hill
Road.
Site specific condition #3: Strike, replace with the Design Review Board unanimously
approves of the landscape drawings date stamped 1/23/2020 indicating the open style
fencing.
Site specific condition #11: Applicant shall provide a revised landscape plan indicating
the material selected for the planter boxes. The Design Review Board suggests
selecting durable artificial wood such as Trex decking, or pressure treated wood, at the
applicants' choice. To be reviewed by staff and one member of the Design Review
Board.
Site specific condition #12: The applicant shall provide revised landscape plans
indicating locations for the BBQ, built in BBQ's at a safe distance away from tree
canopies, to be reviewed by staff and one member of the Design Review Board.

Site specific condition #13: The applicant shall provide revised landscape plan
indicating that the landscaping shall be serviced by an automated irrigation system.
Site Specific condition #14: The applicant shall provide a revised landscape plan
indicating the location of parking along the private road, parking may or may not be
striped, up to applicant's choice. Seconded by Sayer. ALL AYE...MOTION
CARRIES.
B. ACTION ITEM' DR-89-19—Bank with Drive-Up Service for Chase Bank within
Eagle Island Marketplace—Lazy P Legacy Corp: Lazy P Legacy Corp.,
represented by Brian Garret with OA+D, is requesting design review approval for a
3,293-square foot bank with drive-up service for Chase Bank. The 1.03-acre site is
located on the north side of West Chinden Boulevard approximately 285-feet east of
North Linder Road at 1500 West Chinden Boulevard within the Eagle Island
Marketplace (Lot 4, Block 1, Lazy P Subdivision).
Brian Garret, 210 N. 6th St., Boise reviews the application. City Planner Gero reviews the
application. Board discussion.
Brasher moves to approve DR-89-19—Bank with Drive-Up Service for Chase Bank
within Eagle Island Marketplace with the site specific and standard conditions of
approval as written,with the following modifications:
Site specific condition #3: At the end of that we'll add a sentence that the planting
utilized for screening shall be a minimum of 40 inches tall at time of planting. The
plantings used for screenings shall be extended further to the east from what is shown
now so that the lights from the cars are screened as they turn away from the drive
aisle.
Site specific condition #11: Applicant shall provide revised elevations of the drive thru
canopy showing greater detail at the base of the columns such as other materials
utilized in the design of the building, at the owner's choice or applicant's choice. To be
reviewed by staff and two members of the Design Review Board.
Statement: The Design Review Board unanimously agrees that the metal siding is
appropriate architecturally for the building and surroundings.
Seconded by Koci. ALL AYE...MOTION CARRIES.
C. ACTION ITEM.' DR-92-19—Three Building Wall Signs, Four Directional Sins,
and One Monument Sign for Chase Bank—Chase Bank: Chase Bank,
represented by Kelsey Schauer with Signtech Electrical Advertising, Inc., is
requesting design review approval for three building wall signs, four directional
signs, one clearance bar, and one monument sign. The 1.03-acre site is located on the
north side of West Chinden Boulevard approximately 285-feet east of North Linder
Road at 1500 West Chinden Boulevard within the Eagle Island Marketplace (Lot 4,
Block 1, Lazy P Subdivision).
Adam Cyrus, API, corporate architect for Chase, 8300 N. Haden, Scottsdale, AZ reviews
the application. City planner Gero reviews the application. Board discussion.

Brasher moves to approve 1)R-92-19 —Three Building Wall Signs, Four Directional

Site specific condition # 6: Applicant shall provide revised elevations of crash bar
signage, showing the anchor bolts concealed by a pedestal using materials from the
building design such as the stone or metal panel, to be reviewed by staff and one
member of the Design Review Board.
Site specific condition #7: Applicant shall provide color elevations of monument sign
indicating material and colors of each component, to be reviewed by staff and one
member of the Design Review Board.
Seconded by Koci. ALL AYE...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Chair and vice-chair nominations. Baer nominates Brasher
for Chair, seconded by Sayer. All Aye...Motion Carries (Brasher recuses himself
from the vote). Discussion. Baer nominates Grubb for Vice-Chair. Seconded by

Dear Design Review Board :
In response to the Design Review Board discussion on January 9, 2020,we have prepared and
submit revised drawings illustrating our application, as follows
The parking along the South property border is removed, and the area is to be left gravel.
The parking count becomes 150 spaces, still sufficient to meet ordinance requirements.
We have removed planting of trees at the Southwest corner of the property. This area is
in an easement to Drainage District 2, which limits development in this area, allowing no trees.
Trees have been added to the planting screen along the West property boundary.
A revised design and location for the trash enclosure is shown, at the South side of the
building, on an existing paved area, not generally visible from any public right of way.
The existing landscaping along State Street is more accurately represented,with tree
species indicated on the Plant List.
The existing picnic table in the landscaped area along State Street is shown.
An historic lamppost is shown to be located along State Street; the specific location and
design are to be confirmed as a condition of approval.
The existing utility pole and line along State Street are to be removed, the utility to be
placed underground.
Additional windows with awnings are shown on the building facing State Street.
The design of the proposed awnings is shown.
The planting areas along the East side of the building are more accurately shown.
The existing cobblestones placed along State Street by ACID will be removed, and the
area sodded.
The existing tall mechanical units along the West side of the building are to be painted to
match the building; bollards are to remain. Fencing and/or planting is not feasible at these
areas.
Anew vinyl fence is proposed at the North end of the West parking area, adjacent to the
rear of the neighboring residential property. This area is presently paved.
Cut sheets and full information on exterior lighting will be provided by the January 23,
202Q meeting.
The landscape design will be completed by a licensed landscape architect, as requested.
The grading design and the construction detail of the parking area will be provided as
requested.
