CITY OF EAGLE RESOLUTION NO. 4-93 A RESOLUTION OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, REPEALING ANY AND ALL EXISTING COMPREHENSIVE PLANS AND LAND USE DESIGNATION MAPS, AND ADOPTING THE 1993 COMPREHENSIVE PLAN AND LAND USE DESIGNATION MAP; AFFIRMING THAT PRESCRIBED NOTICE AND HEARING REQUIREMENTS WERE MET IN ACCORDANCE WITH TITLE 67, CHAPTER 65, IDAHO CODE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, public hearings were held by the Planning and Zoning Commission on August 17, 1992 and March 1, 1993, and by the City Council on September 22, 1992 and April 27, 1993, in accordance with the notice and hearing procedures as set forth in 67-6509, Idaho Code, and WHEREAS, the City Council adopted the 1993 Eagle Comprehensive Plan and Land Use Designation Map on May 11, 1993, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EAGLE, IDAHO, that: Section 1: Any and all existing Comprehensive Plans and Land Use Designation Maps are hereby repealed, and the 1993 Comprehensive Plan and Land Use Designation Map as recommended by the Planning and Zoning Commission and approved by the City Council are hereby adopted in their entirety as THE COMPREHENSIVE PLAN for the City of Eagle, Idaho, as specifically set forth in Exhibit A, attached hereto and incorporated herein by reference as set forth in full. section 2: Public hearings were held by the Planning and Zoning Commission and by the City Council in accordance with the notice and hearing procedures as set forth in 67-6509, Idaho Code. CITY O.F EA(i;Q Ad~tY' a 0 By ~ Mayor (SEAL) 1993 EAGLE COMPREHENSNE PLAN The following are recommendations of the Mayor on revisions to the March 15, 1993, draft of the Eagle Comprehensive Plan as proposed to the City Council by the Eagle Planning and Zoning Commission: Re: The Written Portion of the Comprehensive Plan ~ On page 14, item 10, eliminate "the proposed" in the phrase "the proposed Willow Wood Drive" at the end of the second line (as recomm,;nded by Planning and Zoning). ~ On page 22, item 9, add "and transition" to the "buffer zone" reference so it reads "9. Buffer and transition zones shall be deveL ...(etc)." · On page 24, line six of the Rural Transitional section, change net density to gross (as recommended by Planning and Zoning). ~ On page 24, change the section of Very Low Density Residential beginning on line four to read "residential densities of one dwJlling unit or fewer per two gross acres." ~ On page 25, change the last line of the section on Low Density Residential to read: "Appropriate residential densities are 2 dwelling units or fewer per gross acre." j On page 25, change the last line of the section on Medium Density Residential to read: "Appropriate residential densities are 4 dwelli~ units or fewer per gross acre." V. .On page 25, changing the last line of the section on High Density Residential to read: "Appropriate residential densities are up to 25 dwelling units per gross acre." . On page 25, eliminate the last line in the Industrial section (as recommended by Planning and Zoning). . On page 26, item 7, change "within the City" to "within the City's Central Business District." (as defined by item 5). Page 2/Recommendations /. On page 26, item 8, change the second word "promote" to "encourage. " /. On page 27, change item 15 to read: "To encourage industrial. development generally on the south side of State Street. Such development shall be limited to light industry, technical parks and other compatible industrial uses." / · On page 27, change line six of item 22 beginning with the word "Density" to read: "Density shall be calculated on a gross basis by dividing the number of acres in the plat by the proposed number of dwelling units." ~ On page 27, example 1 of items 22 should read: "The overall density range of a parcel with a Low Density Residential classification may be two or fewer dwelling units per gross acre. A parcel consisting of ten gross acres could ... (etc)." ~ On page 28, example 2 of item 22 should read: "The overall density of a parcel with a Very Low Density Residential classification may be one dwelling unit or fewer per two gross acres. A parcel consisting of twenty gross acres could accommodate up to 10 units. A 7Unit ..( etc)." . (etc)." , ( · On page 30, paragraph 2, line six should read: "City of Eagle in 1980, urban development will, be more effectively..." · On page 35, add an additional section regarding air quality that says: AIR QUALITY Quality of the air in Eagle is dependent upon decisions made on a national, statewide and countywide level, as well as by the City. Page 3/Recommendations POLICY & GOALS: 1. To ensure that the City shall conform to all applicable Federal, State and local air quality regulations. 2. To integrate all modes of travel including automobiles, trucks, buses, vans, bicycles and pedestrians to support air quality improvement measures. 3. To encourage development and use of mass transit forms of transportation. 4. To encourage development of pathways and use of non- motorized forms of transportation. 5. To establish and enhance areas of tree growth by creating an urban forest that will help reduce air pollution. Re: The Land Use Designation Map · Change the Rural Transitional designation to "lor fewer dwelling units per 5 acres" · Change the Very Low Density Residential designation to "lor fewer dwelling units per 2 acres" JIlT. · Change the Low Density Residential designation to "2 or fewer dwelling units per acre" · Change the Medium Density Residential designation to "4 or fewer dwelling units per acre". - · Change the High Density Residential/Limited Professional Office designation to "Up to 25 dwelling units per acre" and add /Limited Commercial to the designation; · Add golf courses to the Public/Semi-Public designation and include the Foxtail Golf Course north of Highway 20-26 (Chinden) and east of Under Road on the map. Page 4/Recommendations ~ · Designate the Industrial (blue) area north of Hill Road as Medium Density Residential. · Change the High Density/Professional/Commercial (purple) area south of Hill Road and west of the existing Highway 55 to Medium Density Residential. · Designate Industrial (blue) area south of State Street (in the Monroc area) as Medium Density Residential. · Add additional area between State Street and the future Eagle Alternate Route west of Edgewood Lane to the current High Density Residential/Limited Professional Office/Umited Commercial (purple) designation (so it includes areas like Merrill's and Fabco.) · Designate the area south of Dry Creek and below the existing bluff between Eagle Road and the Lexington Hills subdivision as Low Density Residential (thereby identifying a transition area from the Medium Density of Lexington Hills to the Very Low Density north of Dry Creek). . Except for the existing Medium Density Residential designation (orange) of the Kunkler farm land below Downing Downs, designate all the area between State Street, Floating Feather, Meridian Road and Dry Creek as Low Density Residential. · Designate the area between State Street and the future Eagle Alternate Route west of the Riverview Drive subdivision as Medium Density Residential. . Designate the area between State Street and the Boise River and west of the future Eagle Alternate Route to Under Road as Low Density Residential but with Special Areas recognition. .. . Designate a quarter-mile wide corridor north of State Street between Meridian Road and Linder Road as Low Density Residential. . Include the entire area between the north and south forks of the Boise River and ~as_ of Eagle Road as Medium Density Residential. Page 5/Recommendations · Remove the area at the map's southeast corner that will soon be transferred to the City of Boise from the Eagle Area of Impact map (per Fall Creek subdivision planning).
