The height of any such sign, including the base to which it is attached, shall not exceed fifteen feet (15'). The surface area of any such sign shall not exceed one hundred (100) square feet per exposed surface, including any reader board sign or surface. Any freestanding single tenant building within a shopping center shall be permitted a monument sign. The height of any such sign, including the base to which it is attached, shall not exceed six feet (6'). The exposed surface of any such sign shall not exceed thirty (30) square feet per exposed surface. A double faced monument sign is permitted. Page 3 of 12 K\Planning DeptlEagle Applications\Dr\2007IDR-81-07 Eagle Island Cross mstr sign plan drf.doc The minimum distance between any monument sign within a shopping center shall be one hundred feet (100'). Eagle City Code Section 8-2A-8(K)(1) No signs shall be erected or maintained in any district as established by the Zoning Ordinance except those signs specifically enumerated in this Chapter. The number and area of signs as outlined in this Chapter are intended to be maximum standards which do not necessarily ensure architectural compatibility. Therefore, in addition to the enumerated standards, consideration shall be given to a sign's relationship to the overall appearance of the subject property as well as the surrounding community. Compatible design, simplicity and sign effectiveness are to be used in establishing guidelines for sign approval. C. DISCUSSION: . The applicant has shown on the site plan (date stamped by the City on December 6,2007), the specific areas where monument signs will be permitted within Eagle Island Crossing. . Staff recommends the following changes to the applicant's document titled "Eagle Island Crossing Master Sign Plan December 2007", with strike thru text to be deleted and underlined text to be added so as to be in compliance with Eagle City Code. Boise, IdaHo 83711 (208) 315 2982. COHtaet Leslie Brown fer tenaHt sigH eriteria and design serviees. . Per Eagle City Code, a shopping center is allowed one monument sign per street that it abuts to identity the shopping center. The height of any such signs, including the base to which it is attached, shall not exceed fifteen feet (15') and six feet (6'). Per Eagle City Code, the applicant could construct a fifteen foot (15') high monument sign on State Highway 44 and a six foot (6') high monument sign along the north/south public road within this development. The applicant is requesting approval to construct two (2) eight foot (8') high tenant monument signs along the State Page 6 of 12 K:\Planning DeptlEagle Applications\Dr\2007\DR-81-07 Eagle Island Cross mstr sign plan drf.doc Highway 44 frontage and no monument signs along the north/south public road within this development (with the exception of the Arts West monument sign). The applicant would like to give up having a six foot (6') high monument sign on the north/south public road and a fifteen foot (15') high monument sign on State Highway 44 for two (2) eight foot (8') high multi-tenant monument signs on State Highway 44. Per the master sign plan criteria for this development (Eagle Island Crossing), only the tenants located in the buildings that do not have frontage along State Highway 44 (see Exhibit B) will be permitted to have signage on the multi-tenant monument sign. Tenant will be required to have written approval from the subdivisions managing entity to place signage on the multi-tenant monument sign. Staff defers comment to the Design Review Board regarding two (2) eight foot (8') high multi-tenant monument signs along State Highway 44. . Sheet L2.4, date stamped by the City on December 6, 2007, shows the monument sign for Building "N" to be located just north of the sidewalk at the northwest corner of the north/south public road and the driveway to the parking lot located to the west of Building "N". Per the master sign plan criteria for Eagle Island Crossing, no monument signs are permitted along the north/south public road (with the exception of the Arts West monument sign). Staff recognizes that the design of Building "N" does not provide areas for building wall signage and that perhaps a monument sign would be solution to providing signage for this building. Staff recommended that if a monument sign was to be used to provide signage for this building that the monument sign be located close to the south elevation of the building, not along the north/south public road. The applicant should be required to provide a revised site and landscape plan showing the location of the monument sign for Building "N", located within fifteen to twenty feet (15' - 20') of the building near the southwest comer of the building. The revised site and landscape plan should be reviewed and approved by staff prior to the City issuing a sign permit for this development. No monument signs are permitted on the north/south public road. . During the pre application meetings on November 30, and December 4,2007, staff indicated that textured and painted steel was not an acceptable material to be used in the construction of the monument signs. Staff suggested working with the architect to provide elements of the building fayades in the construction of the monument signs. The monument sign elevations date stamped by the City on December 6, 2007, indicate that the signs are to be constructed of square tube and sheet metal to be textured and painted to match the buildings. Pursuant to past action by the Eagle Design Review Board, textured and painted sheet metal has not been permitted. The applicant should be required to provide revised elevations of the monument signs showing materials to be used on the fayade of the buildings to be used in the construction of the monument signs. Revised elevations of the monument signs should be reviewed and approved by the Design Review Board prior to the City issuing a sign permit for this development. . For clarification, staff used the monument sign elevation plans date stamped by the City on December 6,2007, (created by Young Electric Sign Company) in calculating the size and area for each sign not the monument sign elevations shown on the landscape plans (Sheets L2.2, L2.3, and L2.4). The elevation plans created by Young Electric Sign Company show the face of the monument sign stopping at the inside of each of the columns located at each end of the monument sign, while the monument signs shown on the landscape plans show the face of the sign extending over the columns. . Sheet L2.0, date stamped by the City on December 6,2007, does not clearly indicate the right-of- way line for State Highway 44. The applicant should be required to provide a revised site/landscape plan showing the location of the entry monument signs and multi-tenant monument signs in relation to the public right-of-way of State Highway 44. The revised site/landscape plan should be reviewed and approved by staff prior to the City issuing a sign permit. Should the monument signs be located in the public right-of-way, the applicant should provide a license Page 7 of 12 K:\Planning Dept\Eagle Applications\Dr\2007\DR-gl~07 Eagle Island Cross mstr sign plan drfdoc agreement from ITD/ ACHD allowing the installation of any of the monument signs with associated landscaping within the public rights-of-way to be reviewed and approved by staff prior to the City issuing a sign permit.
