Special Meeting Minutes
August 7, 2007
I. CALL TO ORDER: Mayor Merrill calls the meeting to order at 6:35 p.m.
2. ROLL CALL: BASTIAN, GUERBER, NORDSTROM, BANDY. All present. A quorum
is present
3. PLEDGE OF ALLEGIANCE Mike Mongelli, Building Official, lead the Pledge of
Allegiance.
4. EXECUTIVE SESSION:
A. Personnel: I.c. S 67-2345 (a)
Bastian moves to go into Executive Session for the discussion of Personnel: I,C. ~ 67-2345
(a). Seconded by Nordstrom. Bastian: AYE; Guerber: AYE; Nordstrom: AYE; Bandy:
AYE: ALL AYES: MOTION CARRIES.......................
Council went into Executive Session at 6:40 p.m.
Council discusses personnel issues.
Council left Executive Session at 6:55 p.m.
5. Cost Sharin!! A!!reement for Plannin!! Assistance between the U.S. Armv COrDS of
En!!ineers and The City of Ea!!le. ACHD. Ada County and Flood District No. 10. (NM)
Mayor introduces the issue.
General discussion.
Bastian moves to approve the Cost Sharing Agreement for Planning Assistance between the
U.S. Army Corps of Engineers and The City of Eagle, ACHD, Ada County and Flood
District No. 10 and that our financial commit to this agreement is a matching funds not to
exceed $40,000 and authorize the Mayor to sign the agreement. Seconded by Guerber.
Bastian: AYE; Guerber: AYE; Nordstrom: AYE; Bandy: AYE; ALL AYES: MOTION
CARRIES.................... .
Guerber moves to change the agenda to move Item #7 before Item #6 so we can go ahead
with the budget discussion before the Staff Reports. Seconded by Nordstrom. ALL AYES:

Bastian moves to amend the agenda and put as Item #6 a Release and Settlement
Agreement with Dave Milan. Seconded by Nordstrom. ALL AYES: MOTION
CARRIES..... ...........
6. Release and Settlement Agreement with Dave Milan.
Bastian moves to approve a Release and Settlement Agreement as provided to us this
evening by Legal Council and we authorize the Mayor to sign the Agreement. This is the
Release and Settlement Agreement with the resignation of David J. Milan from the City of
Eagle as the Public Works Director. Seconded by Nordstrom. Bastian: AYE; Guerber:
AYE; Nordstrom: AYE; Bandy: AYE; ALL AYES: MOTION CARRIES.....................

7. BUDGET DISCUSSION:
General discussion on the FY 07/08 Proposed Budget.
Discussion on Property Tax Revenue.
Discussion on the parking lot at the Senior Citizen Center.
Discussion on funding for the Senior Citizen Center.
Discussion on wages and benefits.
Discussion on the budget for the Arts Commission and the Historic Commission.
Discussion on the Library Budget.
Bandy moves to go into Executive Session for the discussion of personnel, I.C. 67-2345(b).
