PARKS, PATHWAYS AND RECREATION COMMISSION
MINUTES
Eagle City Hall, 660 E. Civic Lane
November 21, 2019 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:39 P.M.
2. ROLL CALL: BAUN, BLAINE, CROCKETT, HEILMAN, MARSHALL, MINCH, STIRRAT
Absent – BAUN, MARSHALL
3. APPROVAL OF MINUTES:
A. Minutes of October 17, 2019
Crockett moved to approve the minutes of October 17, 2019, as written. Seconded by Blaine.
ALL AYES… MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. MAYORS BRIEFING:
None
6. TRAIL SUPERINTENDENT REPORT:
Steve Noyes stated that Lori Whittaker along with BREN (Boise River Enhancement Network) and the Land
Trust of the Treasure Valley, worked together cleaning up weeds and planting Woods’ Rose to improve the
habitat since acquiring the Woods Ponds.
Steve Noyes stated that 3 new traffic counters have been placed on the greenbelt which are located at the
Garden City border, the South Channel, and Highway 44.
Commissioner Minch is concerned about the management of pathway signage that is placed by certain HOA’s
listing allowable hours and usage and disallowable usage on the pathways. Will there be standards for
management and maintenance. Steve Noyes stated that it’s within the City of Eagle’s rights to require them
to use MUTCD Standards or city provided signage. Whatever is in the Development Agreement.
General Discussion
Charlie Baun entered the meeting at 5:49pm
7. RECREATION SUPERINTENDENT REPORT:
Brandon Johnson announced a new part time employee within the department and her name is Bella
Randazzo. She will be assisting Parks and Recreation with opening and closing the Eagle Landing for classes
and events. The new activity guide is out, and much appreciation goes to Jess Bradley for the complete
redesign. In addition, Brandon Johnson and Ellen Matilla have been meeting with the animal control
committee that was established by the Mayor to help understand the contract between Idaho Humane Society
and the City of Eagle.
Commissioner Minch stated that the Pamela Baker Park restrooms look to be complete. When will they open,
and will they be open year-round. Brandon Johnson stated that he was not part of that project, but Eric
Ziegenfuss inspected the project and said there are a few minor issues, but they should be open by the end of
the year and will be open year-round. Commissioner Minch asked who will maintain the restrooms. Brandon
Johnson stated that the Public Works Department will manage them.
Commissioner Blaine asked in regard to the partnership that is being formed with West Ada for facility space,
has there been any thought about reaching out to some of the organizations that are utilizing that space.

Brandon Johnson stated that the Parks Department has not reached out yet but it’s a great idea and will discuss
it with Paige Martin.
General Discussion
Vice Chairman Stirrat asked when we borrow gym space from the schools, does the city pay. Brandon
Johnson stated we do not pay.

9. NEW BUSINESS:
Jael Prin presented the end of year market report.
Commissioner Baun asked if the Parks Department had talked with any of the downtown business owners
about having a vendor station at the Saturday Market. Jael Prin stated she has not talked with anyone and the
business owners have not reached out.
10. PPRC LIAISON ASSIGNMENT REPORT:
Council Member Pittman wanted to make aware that it is Military Appreciation Month and personally thank
those that have served and their families. Congratulations to City Councilman elect Baun for the win.
