The criteria on the MU Zone is very restrictive on residential development and with this there would not be the opportunity to do a Winding Creek Development. Mayor swears in Joe Kunz Joe Kunz, I am the new Government Affairs person for the BCA. This ordinance amendment has come along way from when it was first proposed. We hope this is workable as it goes forward. One of our main concerns is in the PUD and in regard to trail ways and pathways being a 10' wide requirement. SUBJECT: Vizcaya Subdivision Pipe Oversizing DATE: May 14, 2007 CONCLUSIONS AND RECOMMENDATIONS e/- 1. The Vizcaya subdivision can be adequately served by an 8 -inch water line. 2. The water system model indicates that a 12 -inch water line is required in the Vizcaya subdivision to provide sufficient capacity for future growth. 3. I estimate that it will cost the developer $35,000 to increase 2,920 feet of pipe from 8 inches to 12 inches. 4. I recommend that the City of Eagle provide the developer an allowance of $35,000 for oversizing the water line from 8 inches to 12 inches. 5. I recommend that the City of Eagle credit the outstanding STL fee of $24,000 and pay the developer the balance of $11,000 from the STL account. DISCUSSION The Vizcaya subdivision is a proposed 32 -unit development located on Beacon Light Road between Edgewood Road and Eagle Road. Water service will be obtained by connecting a new water line to an existing 8 -inch water line serving the Brookwood development. The new water line will extend from its connection point on East Covey Run Court through the Vizcaya subdivision to its terminus on Beacon Light Road. A copy of the subdivision plat showing the locations of the existing and proposed water lines is attached. The City of Eagle Water Master Plan (Plan) was amended in November, 2005, and was adopted by the Eagle City Council. The Plan contains guidelines for creating a water system grid to accommodate new development in the Eagle Area of City Impact (AOI). The proposed grid calls for the following: Mayor and Council Vizcaya Pipe Oversizing Page 2 of 3 May 14, 2007 • 16 -inch diameter trunk lines in existing and proposed major travel routes; • 12 -inch diameter manifold lines connecting the trunk lines to existing and proposed water supply and storage facilities; and • 8 -inch laterals connecting new developments to the manifold or trunk lines. The proposed Vizcaya subdivision can be served adequately with an 8 -inch water line. However, the Plan guidelines and the water system computer model call for a 16 -inch trunk line in Beacon Light Road to connect the new East Hills Tank with the water storage tanks and wells that are proposed on the west side of the AOI. The proposed water line in the Vizcaya subdivision is in the area where the model indicates a 12 -inch manifold should be installed because it will ultimately provide a loop that will connect the Brookwood and Lexington wells with the Beacon Light trunk line. A Supply Trunk Line (STL) fee was enacted by City Council resolution 05-13A to impose, among other provisions, reasonable fees to cover costs associated with increased demands that new developments impose on existing City water facilities. The STL funds can also be used to construct new facilities as part of new developments. Pipe oversizing falls into this category. I asked the developer to provide me with a quote for his cost for oversizing the water line from 8 inches to 12 inches. A copy of the contractor's estimate is attached. As a check, I contacted equipment and material suppliers to obtain a second opinion on the price difference between 8 -inch and 12 -inch pipe and appurtenant materials. The bid price that I obtained for 8 -inch pipe is $6.04 per foot and for 12 -inch pipe is $13.32 per foot for a price differential of $7.28 per foot. In my discussion with the developer, he indicated that 12 -inch pipe is more difficult to handle because 8 -inch pipe can be carried by one laborer while 12 -inch pipe needs either two laborers or a backhoe/excavator to install. My experience is that contractors use the same number of laborers and equipment for their pipelaying crews whether the pipe is 6 -inch or 16 -inch or anything in between. Obviously, 12 -inch pipe is 4 inches larger in diameter, which requires more bedding material, but my experience indicates that the width of the trench will not change when increasing the size of the pipe from 8 to 12 inches. Assuming a 4 -foot trench and an additional 4 inches of depth, the increased bedding volume per foot is 1.33 cubic feet or 0.05 cubic yard. The length of pipe that will be oversized is 2,920 feet which translates to 146 additional cubic yards of bedding material. Assuming the carrying capacity of a dump truck is 16 cubic yards, the oversizing will require approximately 9 additional deliveries of bedding material. Mayor and Council Vizcaya Pipe Oversizing Page 3 of 3 May 14, 2007 Delivery charges are difficult to quantify, but I will make some worst-case assumptions. Assuming the cost of running a dump truck is $200 per hour for the truck, driver and fuel and a round trip takes 1.5 hours, the delivery charges equal $2,700 which equates to $0.92 per foot of delivered additional bedding material. I obtained a cost for pipe bedding material of $7.25 per cubic yard, which calculates out to $0.36 in additional bedding cost per foot of pipe length. Adding this to the delivery charge of $0.92 per foot brings my bedding material estimate to $1.28 per foot for increasing the pipe diameter from 8 inches to 12 inches. Adding this to the material cost of $7.28 per foot equals a total cost of $8.56 per foot. I rounded this to $8.55 for my calculation. I requested that the developer provide me with an itemized cost estimate for increasing the size of the valves and fittings. He gave me a lump sum cost of $10,000. From the design plans that were approved by Holladay, I counted approximately 25 valves and fittings on the reach of pipe that will be oversized. In gross numbers, this equates to approximately $200 per fitting. Based on my experience, this is in the ballpark for the cost difference between 8 -inch and 12 -inch valves and fittings so 1 accepted this figure. A summary of my analysis is presented in the following table. The MOA for the Vizcaya subdivision includes an outstanding STL fee of $24,000. This balance can be credited to the cost of oversizing which leaves a balance due of $11,000.
