Joint Meeting Minutes
May 30, 2006
1. CALL TO ORDER: Mayor Merrill calls the meeting to order at 5:09 p.m.
2. ROLL CALL:
City Council: Present: GUERBER, NORDSTROM, BANDY. Absent: BASTIAN. A
quorum is present.
Planning & Zoning Commission: Absent: PIERCE, JACOBS, ZASTROW. Present:
ASPITARTE, LIEN. A quorum is present.
3. CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless the Mayor,
a Councilmember, member of City Staff, or a citizen requests an item to be
removed from the Consent Agenda for discussion. Items removed from the
Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the City Council.
. Any item on the Consent Agenda which contains written Conditions of
Approval from the City of Eagle City Staff, Planning & Zoning Commission,
or Design Review Board shall be adopted as part of the City Council's
Consent Agenda approval motion unless specifically stated otherwise.
A. Open Container Permit: daVinci's is requesting an open container
permit for June 10,2006 from 9:00 a.m. to 9:00 p.m. on 151 Street. (SKB)
B. Noise waiver reauest: Eagle Arts Commission is requesting a noise
waiver as allowed in Eagle City Code 4-9-6D, for June 9, 2006 to extend
the hours to 10:30 p.m. to accommodate the Eagle Fun Days kick-off
festivities. (SKB)
Guerber moves to add an open container permit for Busters to the consent agenda
as item 3C. Seconded by Nordstrom. ALL AYE...MOTION CARRIES.
Guerber moves to approve the Consent Agenda. Seconded by Nordstrom. ALL
AYES: MOTION CARRIES............
4. Discussion of PUD Standards.
Mayor introduces the item.
Aspitarte arrives at 5: 16 p.m.
City Planner Baird Spencer reviews the balancing of density, lot size and open space.
Review of current city code requirements and the gross density vs. net density
requirements. Our current Comprehensive Plan utilizes gross density. Passive open
space vs. active open space.
Discussion.

5. Discussion of Flood Plain Development.
Discussion regarding flood plain development between Council, Commissioners and City
Staff.
Discussion of transition near the High School and the foothills area.
6. ADJOURNMENT:
Hearing no further business, the Council meeting adjourned.
