The above-entitled design review application came before the Eagle Design Review Board for their action
on July 13, 2006. The Board continued the item to July 27, 2006, and made their decision at that time.
The Design Review Board having heard and taken oral and written testimony, and having duly considered
the matter, makes the following Findings of Fact and Conclusions of Law;
FINDINGS OF FACT:
A. PROJECT SUMMARY:
St. Luke's Regional Medical Center, represented by Thomas Zabala, AlA, with ZGA Architects
and Planners, is requesting design review approval of a master sign plan for the St. Luke's
Regional Medical Center. The site is located on the southwest comer of East State Street and
Horseshoe Bend Road at 3101 East State Street.

A, COMPREHENSIVE PLAN PROVISIONS, WHICH ARE OF SPECIAL CONCERN REGARDING
THIS PROPOSAL:
Chapter 12 - Community Design
12,3 Entry Corridors
Entryway corridors are arterial roadways that introduce both visitors and residents to Eagle
City entryways include State Highways 44 (State Street and Alternate Route) and 55 (Eagle
Road), These entrances with their landscaping) or lack thereof), commercial signage and
building character provide the first, and oftentimes the most lasting impressions of the entire
community, The City of Eagle has the responsibility to guide development and
redevelopment that occurs along these entryway corridors,
Design review procedures should guide future development and redevelopment of existing
uses, Depending on land uses and buildings, more extensive landscaping and fewer points
of access may be required, The design review process will afford the opportunity to address
the special features of each property and facility in a manner that will best address the
overall intent of enhancing Eagle's entryways, Eagle's entrance corridors may take on the
look of berms built adjacent to the Banbury and Lexington Hill Subdivisions,

12.4 Implementation Strategies

creative and distinctive, compatible with its surroundings, and an integral component of
the style and character of the building to which it relates,
B, ZONING CODE PROVISIONS WHICH ARE OF SPECIAL CONCERN REGARDING THIS
PROPOSAL:

The general theme of the Design Review Overlay District is to specify desirable building and
landscape architectural styles and materials to create a sustainable and pleasing environment
for residents and visitors alike, The architectural designs, materials, and graphics set forth in
this article are complied to create a theme unique to the area called "Eagle Architecture",

Signage for any project shall provide for business identification and minimize clutter and
confusion on and off the site,

Signs are to provide effective and necessary business identification systems adapted to the
building design,

The size, location, design, color, texture, lighting, landscaping, and hours of operations of all
permanent signs and outdoor advertising structures or features to insure that any such
proposals do not detract from the function of, or design of, buildings, structures, surrounding
properties, neighborhoods, or streets,

DIRECTIONAL SIGN: A sign which foremost contains words such as "entrance", "enter",
"exit", "in", "out", or other similar words or a sign containing arrows or characters indicating
traffic directions and used either in conjunction with such words or separately, This sign shall
not include business identification,

Sign materials and overall appearance shall compliment the building architecture and colors as
determined by the Design Review Board,
. Eagle City Code Section 8-2A-8(C)(5)(d)
A freestanding single tenant building, not in a shopping center, shall be permitted to construct,
erect and maintain one monument sign per street that it abuts to identify the business to which it
pertains. The exposed surface of any such sign shall not exceed fifty (50) square feet per
exposed surface except that the exposed surface of any such sign within forty feet (40') of a
building shall not exceed six feet (6') in height and thirty (30) square feet per exposed surface,

Directional Signs: Directional signs for an individual business or within the boundaries of a
shopping center are permitted only with the approval of the design review board. Directional
signs shall be designed as monument style signs and shall be three feet (3') high maximum,
Business identification is prohibited on directional signs,

The design review board must find that any illuminated sign permitted under the specific
regulations within this chapter is designed such that brightness levels are controlled to assure a
soft, subtle effective light in accordance with other city regulations intended to create and
maintain the Eagle Architecture theme, Illumination types, styles, and practices not listed
herein shall be prohibited unless otherwise deemed by the Design Review Board and City
Council to be consistent with the Eagle Architecture theme,

Landscaping: Landscaping shall be provided at the base of all directional signs and monument
signs, The amount required shall be three (3) times the size of the largest exposed surface,
. Eagle City Code Section 8-2A-8(K)(1)
No signs shall be erected or maintained in any district as established by the Zoning Ordinance
except those signs specifically enumerated in this Chapter. The number and area of signs as
outlined in this Chapter are intended to be maximum standards which do not necessarily
ensure architectural compatibility, Therefore, in addition to the enumerated standards,
consideration shall be given to a sign's relationship to the overall appearance of the subject
property as well as the surrounding community, Compatible design, simplicity and sign
effectiveness are to be used in establishing guidelines for sign approval.
. Eagle City Code Section 8-4-4-2(A)(7)
Metal halide lighting shall be permitted with the following additional conditions:
a, Light wattage shall be a maximum of 320 watts,
b. The light fixture shall be no higher than seventeen feet (17'),
c, The design review board shall make the following findings prior to approving metal
halide lighting:
(1) The lighting shall be harmonious with and in accordance with the general
objectives, or with any specific objective of chapter 2, article A of this title;
(2) The lighting shall be installed, operated, and maintained to be harmonious and
appropriate in appearance with the existing and intended character of the general
vicinity and will not change the essential character of the same area; and
(3) The lighting will not be disturbing to existing or future neighboring uses,
C. DISCUSSION:
. This site is located along State Street which is an entry corridor that introduces both visitors and
residents to Eagle, It is Eagle's goal to leave everyone with a favorable impression of the
community as one drives through this corridor, as this area defines the design standards for the rest
of the city. Therefore, site building, and landscape design is reviewed carefully through this
corridor to help enhance Eagle's image, Signage is also one of the development features that is
carefully reviewed, It is recognized that signage shall provide for business identification, but
needs to minimize clutter and confusion on and off the site,
The applicant is requesting approval to construct three (3) monument signs on State Street and one
monument sign on Horseshoe Bend Road, The applicant indicated that they are trying to create an
entry statement for the City of Eagle by constructing a monument sign with landscaping on the
southwest comer of State Street and Horseshoe Bend Road, similar to the "Welcome to Eagle"

sign located on the northwest corner of State Street and Horseshoe Bend Road, Per Eagle City
Code, a freestanding single tenant building, not in a shopping center, is permitted to construct,
erect and maintain one monument sign per street that it abuts to identify the business to which it
pertains, In keeping with the provisions of the Comprehensive Plan, the applicant should be
required to provide a revised site and landscape plan showing a total of two (2) monument signs
on the perimeter of this development, one along State Street and one along Horseshoe Bend Road,
The revised site and landscape plan should be reviewed and approved by staff and one member of
the Design Review Board prior to the City issuing a sign permit for this site,
. The applicant is proposing eleven (11) 5' 7" high by 5' wide directional signs throughout the
parking lot of this site. Although Eagle City Code does not address how many directional signs
that can be constructed within a development. it is staff's opinion that eleven (II) directional signs
are a bit excessive, The height of these directional signs do not meet the 3' maximum height
allowed within Eagle City Code, These signs also have more text then "entrance", "enter", "exit",
"in", "out" and have business identification on them, Staff recognizes that this site a hospital that
provides urgent care and thinks that the applicant should be permitted to have additional text
beyond "entrance", "enter", "exit", "in", "out", however, staff is concerned by the size of the
directional signs as well as the total number proposed, Staff defers comment regarding the size
and quantity of directional signs to the Design Review Board,
. The applicant is proposing to use ground mounted metal halide light fixtures to illuminate the
monument signs proposed along State Street and Horseshoe Bend Road, The applicant is
proposing to use high pressure sodium light fixtures for the parking lot lights and street lights,
which complies with Eagle City Code, Per Eagle City Code, metal halide lighting is permitted,
however, the Design Review Board must make the following findings prior to approving metal
halide lighting:
(I) The lighting shall be harmonious with and in accordance with the general objectives, or
with any specific objective of chapter 2. al1icle A of this title;
(2) The lighting shall be installed, operated, and maintained to be harmonious and appropriate
in appearance with the existing and intended character of the general vicinity and will not
change the essential character of the same area; and
(3) The lighting will not be disturbing to existing or future neighboring uses.
In keeping with the overall appearance that the City of Eagle is trying to achieve and
complementing what is already being proposed on this site, the applicant should be required to
provide a detailed cut sheet of a light fixture that uses a high pressure sodium light luminaries to
illuminate the perimeter monument signs, The revised detailed cut sheet should be reviewed and
approved by staff prior to the City issuing a sign permit for this site,
. Staff defers comment regarding design and color of all proposed signs to the Design Review
Board,
STAFF RECOMMENDATION PROVIDED WITHIN THE REPORT:
Based upon the information provided to staff to date, staff recommends approval with the site
specific conditions of approval and the standard conditions of approval provided within the staff
report,

A, A meeting was held on the application before the Design Review Board on July 13, 2006. The
application was continued to July 27, 2006, at which time the Board made their decision.

STANDARD CONDITIONS OF APPROVAL:
I. A building permit/zoning permit shall be required prior to construction of any sign which is not
attached to a building with an active building permit.
2, Approval shall expire without notice to the applicant on the date of expiration of this Design Review,
as stipulated in Eagle City Code (one year from the Design Review Board approval date),

3, The Americans with Disabilities Act, Uniform Building Code, Eagle City Code, and all applicable
County, State and Federal Codes and Regulations shall be complied with, All design and construction
shall be in accordance with all applicable City of Eagle Codes unless specifically approved by the
Commission and/or Council.
4, New plans which incorporate any required changes shall be submitted for staff approval. Staff may
elect to take those plans to the Design Review Board and/or the Planning and Zoning Commission for
review and approval.
5, Any changes to the plans and specifications upon which this approval is based, other than those
required by the above conditions, will require submittal of an application for modification and
approval of that application prior to commencing any change.
6, Any change by the applicant in the planned use of the property which is the subject of this application,
shall require the applicant to comply with all rules, regulations, ordinances, plans, or other regulatory
and legal restrictions in force at the time the applicant or its successors in interest advises the City of
Eagle of its intent to change the planned use of the subject property unless a waiver/variance of said
requirements or other legal relief is granted pursuant to the law in effect at the time the change in use is
sought.
7. Any modification of the approved design review plans must be approved prior to
construction/installation of such changes, Failure to do so may result in the requirement to modify the
project to comply with the approved design review and/or result in the inability to issue a certificate of
completion for this project.
CONCLUSIONS OF LAW:
I. The application for this item was received by the City of Eagle on June 7, 2006,
2, The Board reviewed the particular facts and circumstances of this proposed design review application
(DR-56-06) with regard to the Eagle City Code Title 8, Chapter 2, Article A, DR Design Review
Overlay District, and based upon the information provided with the conditions required herein,
concludes that the proposed design review application is in accordance with the Eagle City Code and
the Eagle Comprehensive Plan,
