Civic Lane October 17, 2019 5:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:30 P.M. 2. ROLL CALL: BAUN, BLAINE, CROCKETT, HEILMAN, MARSHALL, MINCH, STIRRAT 3. APPROVAL OF MINUTES: A. Minutes of July and September 2019 Baun moved to approve the minutes of July 18, 2019 as written. Seconded by Crockett. ALL AYES ... MOTION CARRIES. Baun moved to approve the minutes of September 19, 2019 as written. Seconded by Stirrat. ALL AYES... MOTION CARRIES. 4. PUBLIC COMMENT: None 5. TRAIL SUPERINTENDENT REPORT: Steve Noyes provided updates regarding the park and trails pathway signs. Rob Hollerman organized a volunteer day with approximately 55 kids that completed the wildflower planting carried over from "Day of Caring" at Ada/Eagle Bike Park. The Pamela Baker Park restroom is nearing completion. Steve Noyes stated that the flood damage repairs are under way with sites 3, 4 and 11. Mace Road sidewalk improvements received bids that came back to high. It was estimated at $25,000 with 1 bid at $85,000. Eagle Island State Park connection was discussed with the attorney and they have decided to deed the property instead of giving the City of Eagle an easement. Steve Noyes recently met with the BLM and stated they have 1800 acres and the City of Eagle has an MOU for future development. An immediate need is with the illegal recreational shooting and to improve the entry on Hartley Rd. Vice Chairman Stirrat asked with regard to the project currently being discussed with improving the roads, who would be paying for this expense. Steve Noyes stated that the City of Eagle will be asking BLM to fund that project. Vice Chairman Stirrat expressed concern for the mixture of horses and shooting and suggests when development occurs to separate the areas. Steve Noyes stated that when the development begins, the shooting area will be removed entirely. Commissioner Bann asked if the City of Eagle is placing signs on BLM land stating no shooting. Steve Noyes stated yes, the City of Eagle is placing signs with approval from the BLM. Commissioner Minch stated that if biking south on the pathway of the Pipeline Trail and coming up to Mace Rd., there is a tight turn and ditch and would like to request some warning signs be placed in that area. Steve Noyes will assess the area and see what can be done. Commissioner Baun inquired about the RC Cars at the Eagle Bike Park and the funding to complete the park. Steve Noyes stated he currently has a project with HECO Engineering to design ADA access to the drivers tower and will be sent out for bids this winter. Commissioner Heilman asked with shooting near the Hartley access area, will the facilities for shooting be limited to signage of where you can and cannot shoot or will there be a shooting range. RECREATION SUPERINTENDENT REPORT: Brandon Johnson provided an update on administrative goals, upcoming classes and events. Brandon Johnson would like to have a consolidated document with park rules and to start a discussion on potentials such as flying drones and electronic scooters in the parks. The Eagle Landing is moving forward with hopes of opening soon with inquiries from the public to rent the community center. Brandon Johnson asked the commission what they consider "Success" for the Parks and Recreation Department. Commissioner Blaine considers success is going to begin in how you measure it. Chairman Marshall stated that it's time to build a master plan for Parks and Recreation to determine what the community wants and needs. It's not easy to measure success until the benchmark is known. Charlie Bann left the meeting at 6:45pm 7. UNFINISHED BUSINESS: None 8. NEW BUSINESS: Commissioner Minch suggested a GIS presentation. 9. PPRC LIAISON ASSIGNMENT REPORT: Council Member Pittman made a comment in reference to Commissioner Baun and open spaces. 10.
