Special Meeting Minutes
May 9, 2006
1. CALL TO ORDER: Mayor calls the meeting to order at 6:00 p.m.
2. ROLL CALL: BASTIAN, GUERBER, NORDSTROM, BANDY. All present. A
quorum is present.
3. DISCUSSION: Discussion on the Boise River and impact of river flows within the
City of Eagle.
Mayor introduces the issue.
Benny Choy, Officer in the American Society of Home Inspectors, distributes information
to the Council in regards to residential flooding, and discusses the same. Discussion on
water entering the crawl space and what should be done when water is in the crawl space.
The crawl space needs to be opened up so ventilation can pass through. Sand bags should
not be put next to the foundation. Mold under the right conditions can start to grow in a
day. Another concern is moisture in the structure of a resident. Leave vents open to
promote circulation and when the water recedes pump the water out. If the moisture is
taken away the mold will not grow and will dry out. General discussion.
Fire Chief Dan Friend, we are monitoring the river daily and we also monitor who picks
up sand bags. The river is high and it is flowing the way it is supposed to. General
discussion.
Mayor: Discusses the structure at the head of Eagle Island that was put constructed in
1960. Parts of this structure is still in the water. Discussion on the flow of gravel along
the river. This structure is still being used by irrigators and they have the rights to the
structure. General discussion.
General discussion on flood issues.
4. ADJOURNMENT:
Bastian moves to adjourn. Seconded by Guerber. ALL AYE: MOTION
