Minutes
1. CALL TO ORDER: Meeting called to order at 6:00 P.M.
2. ROLL CALL: Present: WRIGHT, GUERBER, JOHNSON, and MCLAUGHLIN. Absent:
SMITH. A quorum is present.
ALL CONSENTAGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of September 16, 2019.
B. Findin s of Fact and Conclusions of Law for CPA-01-19/A-02-19/RZ-05-19/CU-04-
19/PPUD-03-19/PP-05-19 — Whitehurst Planned Unit Development — Mustang 35. LLC:
Mustang 35, LLC, represented by Mark Butler with Land Consultants, Inc., is requesting a
comprehensive plan text amendment, annexation, rezone from RUT (Rural -Urban Transition
— Ada County designation) to R -1 -DA -P (Residential with a development agreement — PUD)
and R -4 -DA -P (Residential with a development agreement — PUD), conditional use permit,
preliminary development plan, and preliminary plat approvals for Whitehurst Subdivision, an
88 -lot (77 -buildable, 9 -common, 2-shared/common driveways) residential planned unit
development. The 30.06 -acre site is located at the terminus of West Breanna Drive north of
Flint Estates Subdivision.
Johnson moves to approve the consent agenda items as written. Seconded by McLaughlin.
ALL AYES... MOTION CARRIES.

PUBLIC HEARINGS: NONE.
NEW BUSINESS: NONE.
REPORTS:
A. Commission: Commissioner Guerber provides an update regarding last week's joint meeting
with the City Council and Ada County Commissioner Lachiando. Discussion amongst the
Commission and City Planner, Mike Williams, regarding the area of impact and the
comprehensive plan. Commissioner Johnson informs the Commission that she has accepted a
nomination to the Development Impact Fee Advisory Committee (DIFAC). Johnson will be
absent from the first meeting in November. Commissioner Wright inquires about the next
steps for Whitehurst Subdivision, and the status of the gravel pit on Highway 55.
Commissioner Guerber inquires about public opinion regarding West Park.
B. City Attorney: None.
C. Staff: City Planner, Mike Williams, informs that Commission that there will be
Comprehensive Plan Amendment and Zoning Ordinance Amendment hearings in the near
future. and provides an overview of the October 8th City Council meeting agenda.
