1. CALL TO ORDER: Mayor calls the meeting to order at 5:05 p.m.
2. ROLL CALL: BASTIAN, SEDLACEK, GUERBER, NORDSTROM (by
conference call). All present. A quorum is present.
3. EXECUTIVE SESSION: 5:00 - 6:30 *Note: Executive Session is/or City ('
Council only.
A. Personnel-1.C. 967-2345 (a) (b)
Bastian moves to go into Executive Session for the discussion of Acquisition of
Private Property and Personnel- I.C. ~67-2345 (a) (b). Seconded by Guerber.

Council discusses the Acquisition of Private Property and Personnel issues.
Council Member Guerber leaves the Executive Session at 6:00 p.m.
Council leaves Executive Session at 6:15 p.m.
Sedlacek moves to approve and authorize the Mayor to sign the Confidentiality
Agreement for Acquisition of Private Property negotiations. Seconded by Bastian.

Mayor calls a recess at 6: 17 p.m.
Mayor reconvenes the meeting at 6:30 p.m.
Mayor welcomes the ACHD Commissioners and Staff.
Council Member Guerber is in attendance.
4. DISCUSSION ITEMS:
A. Discussion on status of Floatinl!: Feather Road improvements from Eal!:le Road to
Edl!:ewood Ln.
*lf30% of ACHD's budget comes from property taxes, what % of that 30%
comes from the City of Eagle? Please provide the percentage amount and
hard dollar figures for the current year and for the previous 5 years.
*How much money has been expended in Eagle? Please provide figures for
the current year and previous 5 years.
*What is the estimated cost for the proposed improvements for Floating
Feather Road from Eagle Road to Edgewood Lane? Please provide cost
estimates for 2003 vs. 2009.

General discussion on projects that ACHD has done in Eagle over the last five years and
the cost. Discussion on the cost of maintenance of the roads in the City of Eagle.
Discussion on the amount of Eagle Property taxes that ACHD has received over the last
five years.
Discussion on the improvements to Floating Feather Road. Cost estimate is $1,490,000,
design in 2006, right-of-way 2007 and construction 2009.
B. Update on the Park & Ride Lots.
Mayor introduces the issue.
The Ballantyne Park & Ride is slated for completion in late November.
We are waiting for the lease to be signed on the Riverside Lot.
General discussion.
C. Discussion rel!:ardinl!: the functional classification of Eal!:le Road north of State
Hil!:hway 44 to confirm that it is l!:oinl!: to be a Minor Arterial.
Mayor introduces the issue.
That section is a minor arterial that stops at Beacon Light. North of Beacon Light is a
collector.
D. Discussion rel!:ardinl!: the potential of a northern foothills roadway connection
from State Hil!:hway 16 to Cartwril!:ht Road as a requirement of the Suncor
Development.
Mayor introduces the issue.
This is actually something that you should be working with Compass on to designate
arterials.
General discussion.
E. Discussion of the Beacon Lil!:ht Road - Purple Sal!:e corridor.
Mayor introduces the issue.
In the Compass version there is a designation for connectivity with an eye toward the
future. General discussion.
F. Discussion rel!:ardinl!: the extension of Linder Road as a Minor Arterial as a 3
lane or 5 lane roadway extendinl!: from Chinden to Beacon Lil!:ht.
Mayor introduces the issue.
This is designated for a 5 lane roadway on the TIP. General discussion.
Discussion on the Three Cities River Crossing. We got about 3M from the Federal
Government. There will be a public meeting in January/February. Work is still being
done on the alignment.
General discussion on development in the foothills and the impact and area roads and
future designated roads.
