Ordinance - 1996 - 283 - Amend Title 8; Building Design Objectives - 12/19/1996ORDINANCE NO. 283 AN ORDINANCE OF THE CITY OF EAGLE, ADA COUNTY IDAHO, ENACTING NEW PARAGRAPHS "e, f and g" TO BUILDING DESIGN OBJECTIVES, EAGLE CITY CODE SECTION 8 -2A -6(A)(6) , WHICH DEFINES MATERIALS ON ALL EXTERIOR WALLS VISIBLE TO THE PUBLIC; ROOFS, EAVES, AND CANOPIES; COLORS; ADDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, The City of Eagle proposes to establish specific criteria for building design objectives currently not explicitly set forth in the Eagle City Code. THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF EAGLE, IDAHO, as follows: Section 1: That new paragraphs "e, f and g" be added to Section 6(A)(6) in Chapter 2A of Title 8 of the Eagle City Code, and the same hereby is enacted to read as follows: e. Materials: The following criteria shall apply to all exterior walls which are visible to the public: 1. Materials permitted: Wood board and bat, logs, brick, cedar or redwood, rough -sawn or milled board or concrete. 2. Materials permitted, with review: Rock and stone, stucco, horizontal wood drop siding, cedar shingles, concrete, and metal siding. Metal siding shall be anodized, shall have a concealed fastener system, shall have a silicon polyester finish or equivalent, and shall include special design treatments to enhance its appearance. These treatments may include brick or masonry wainscot treatments along exterior walls and accent colored metals. 3. Materials not allowed: Plywood sidings (except board -and -bat pattern). Metal siding is prohibited on the portion of any building facing a road. This includes sections within the front facade that may be perpendicular to the road but within the face of the building oriented towards the road. A waiver of this section on metal siding may be allowed where the applicant shows that the metal is architecturally compatible with surrounding buildings; is architecturally compatible with other nonmetal buildings in the City; and is attractively landscaped, designed, and Page 1 of 3 H:\MAYOR\DES REV.283 situated, to eliminate the stark utilitarian look intended to be prevented by this paragraph. 4. In addition to the metal siding prohibition listed in Section 8-2A- 6(A)(6)(e)(3), metal siding shall be prohibited in the DDA, TDA, CEDA Design Review Overlay District Areas. f. Roofs, Eaves and Canopies: 1. Materials may be wood shakes or shingles, or asphalt or composition shingles with appropriate colors. 2. Metal with standing or batten/rib seams will be permitted with review. 3. Flat roofs may be acceptable but the surface should be covered with gravel or other nonreflective material. 4. Deep eaves, overhangs, canopies and other architectural features that provide shelter from the elements in winter and shade in summer will be incorporated in the building wherever feasible. g. Colors: 1. Earthen tones are encouraged. 2. Flat or low -gloss finishes are encouraged. 3. Roof -top heating and air conditioning equipment, large vent stacks and similar features, if essential, will be painted so as to be nonreflective and, will be screened from view. 4. Exposed metal flashing or trim will be anodized or painted to blend with the exterior colors of the building. Page 2 of 3 H:\MAYOR\DES REV.283 Section 2: The provisions of this ordinance are hereby declared to be severable and if any provision of this act or the application of such provision to any person or circumstance is declared invalid for any reason, such declaration shall not affect the validity of remaining portions of this ordinance. Section 3: This ordinance shall take effect and be in force from and after its passage, approval, and publication as required by law. In lieu of publication of the entire ordinance, a summary thereof in compliance with Section 50-901A, Idaho Code, may be published. DATED this 19 day of December, 1996.
