The above-entitled design review application came before the Eagle Design Review Board for their action
on June 10, 2004. The Eagle Design Review Board having heard and taken oral and written testimony,
and having duly considered the matter, makes the following Findings of Fact and Conclusions of Law;
FINDINGS OF FACT:
A. PROJECT SUMMARY:
Perry Eliason, represented by Stephen Teed with Stephen Teed Architects, is requesting design
review approval to construct a 6,838-square foot limited industrial facility. The site is located
south of East State Street and north of McGrath Road, approximately nO-feet east of Edgewood
Lane at 1800 McGrath Road.
B. APPLICATION SUBMITTAL:
The City of Eagle received the application for this item on May 6, 2004.
C. NOTICE OF AGENCIES' REVIEW:
Requests for agencies' reviews were transmitted on May 13, 2004, in accordance with the
requirements of the Eagle City Code.

foot wide driveway is proposed to be located on the north side of this site approximately 1l0-feet
west of the east property line providing access to East State Street.

L. LANDSCAPING DESIGN:
Retention of Existing Trees and Preservation Methods: There are four (4) existing trees on this
site. The applicant is proposing to retain three (3) of the trees.
Tree Replacement Calculations: The applicant is proposing to remove a twenty eight inch (28")
caliper tree from this site. Per Eagle City Code, the applicant is required to provide twenty eight
inches (28") of tree replacement caliper on-site. Per the City Foresters letter dated May 27, 2004,
the twenty eight inch (28") caliper tree has a value of $4,563.00.
Proposed Tree Mix (Species & Number): To be reviewed by the Design Review Board
Street Trees: The applicant is proposing to install street trees along East State Street and McGrath
Road, spaced twenty feet (20') on center.
Maintenance Provisions and Proposed Irrigation Methods: Automatic irrigation required.

a. Perimeter Landscaping:
Continuous landscaping is proposed around the perimeter of the entire parking lot
of this site.
b. Interior Landscaping: 5% interior landscaping is required, 10% is proposed.
M. TRASH ENCLOSURES:
One 8 I-square foot trash enclosure is proposed to be located along the north side of the site
located adjacent to the west side of the drive aisle entry on East State Street. The enclosure is
proposed to be constructed of concrete panels with embossing and the gates are to be 2" tube steel
with mesh on back to screen the dumpster.
N. MECHANICAL UNITS:
The applicant is proposing to use ground mounted mechanical units. The ground mounted
mechanical units are proposed to be located on the east side of the building and screened with
landscaping.
O. OUTDOOR LIGHTING:
A site and parking lot light plan showing location, height, and wattage is required to be reviewed
and approved by the Design Review Board prior to issuance of any building permits.
P. SIGNAGE:
No signs are proposed with this application. A separate design review application (DR-6I-04) has
been submitted and is required for the approval of any signs for this site. The sign plan application
shall be reviewed and approved prior to the City issuing a zoning certificate for this site.

A preliminary approval letter from Eagle Sewer District has been received by the City. A water
service approval has not been received to date. Approval of the water company having jurisdiction

Eagle City Code Section 8-2A-6(B)(1)(k)
Metal: metal siding shall be anodized, shall have a concealed fastener system, shall have a
silicon polyester finish or equivalent, and shall include special design treatments to enhance its
appearance. These treatments may include brick or masonry wainscot treatments along exterior
walls and accent colored metals.
Metal siding is prohibited on the portion of any building facing a road. This includes sections
within the front facade that may be perpendicular to the road but within the face of the
building oriented towards the road.
A waiver of this subsection B Ik on metal siding may be allowed where the applicant shows
that the metal is architecturally compatible with surrounding buildings; is architecturally
compatible with other nonmetal buildings in the city; and is attractively landscaped, designed,
and situated, to eliminate the stark utilitarian look intended to be prevented by this subsection.
In addition to the metal siding prohibition listed in this subsection B I k, metal siding shall be
prohibited in the DDA, TDA, CEDA design review overlay district areas.

Eagle City Code Section 8-2A-7(B)(4)
If only a portion of a property is being developed, and if the city does not require
improvements on the entire property, improvements to landscape shall continue a minimum of
twenty five feet (25') (on site) beyond the proposed development.

Eagle City Code Section 8-2A-7(C)(I)
Retention Of Existing Trees: Existing trees shall be retained unless removal is approved in
writing by the city. Where trees are approved by the city to be removed from the project site
(or from abutting right of way) replacement with an acceptable species is required as follows:

Damage During Construction: Existing trees or shrubs that are retained shall be protected from
damage to bark, branches, or roots during construction. Construction or excavation occurring
within the drip line of any public or private retained tree or shrub may severely damage the
tree or shrub. Any severely damaged tree or shrub shall be replaced in accordance with
subsection CI of this section.

To conceal outdoor storage areas, trash receptacles, exposed equipment associated with any
commercial or industrial activity, and off street loading when adjacent to or in view from a

The landscaped strip shall be ten feet (10') wide minimum and planted with one shade tree and
ten (10) shrubs for every thirty five feet (35') of street frontage. Two (2) ornamental or two (2)
evergreen trees may be substituted for one shade tree.

Plan Preparation: Preparing a landscape plan requires special skills. Landscaping involves
more than a simple arrangement of plants with irrigation; plants are not haphazardly placed in
a way that fills up leftover space. Landscape plans should reflect a theme so that site elements
are artfully and technically organized in a way that conveys meaning, coherence, and spatial
organization. Landscaping should enhance the physical environment as well as the project's
aesthetic character. Therefore, landscape plans to be submitted for approval shall be prepared
by a landscape architect, landscape designer, qualified nurseryman, or someone
knowledgeable in the field of landscape design.
Eagle City Code Section 8-4-4-2(A)(2)

Any lights used to illuminate a site shall be arranged to reflect the light away from the
adjoining property.
Eagle City Code Section 8-4-4-2(A)(3)

Except as noted in subsection A4 of this section, all site lighting shall be recessed or shielded
to direct all light downward and the source of the light (including the lamp and any nonopaque
materiaVlens covering the lamp) shall not be directly visible by a person of average height
standing on the property line of any public right of way, or any private street, or on the
property line of any residentially zoned parcel of land or parcel of land used for residential
purposes.

Metal halide lighting shall be permitted with the following additional conditions:
a. Light wattage shall be a maximum of 320 watts.
b. The light fixture shall be no higher than seventeen feet (17').
c. The design review board shall make the following findings prior to approving metal
halide lighting:
(I) The lighting shall be harmonious with and in accordance with the general
objectives, or with any specific objective of chapter 2, article A of this title;
(2) The lighting shall be installed, operated, and maintained to be harmonious and
appropriate in appearance with the existing and intended character of the general
vicinity and will not change the essential character of the same area; and
(3) The lighting will not be disturbing to existing or future neighboring uses.
d. Historic style light pole fixtures designed such that the portion of the fixture housing the
light bulb is exposed as a design element of the light fixture (such as is shown in
chapter 2, article A, exhibit A-9 of this title) shall not be permitted to have metal halide
lighting.

C. DISCUSSION:

The applicant is proposing to use metal siding within the gable areas of the building (located on
the north and south building elevations), on the upper seven and one half feet (7 W) of the west
building elevation, and on the entire eastern building elevation. Per Eagle City Code, metal siding
is prohibited on the portion of any building facing a road, including sections within the front
façade that may be perpendicular to the road but within the face of the building oriented towards
the road. The applicant should be required to provide revised building elevations showing the
material in the gable areas of the building (located on the north and south building elevations) and
the material located on the west and east building elevations to be something other than metal (i.e.:
synthetic board and bat siding, masonry, stucco, etc.). The revised building elevations should be
reviewed and approved by the Design Review Board prior to the City issuing a zoning certificate
for this site.
The applicant is proposing to develop the eastern one hundred and fifty eight (158) linear feet of
this site. Per Eagle City Code, if only a portion of a property is being developed, and if the City
does not require improvements on the entire property, improvements to landscape shall continue a
minimum of twenty five feet (25') (on site) beyond the proposed development. The applicant
should be required to provide a revised landscape plan showing the landscaping to continue twenty
five feet (25') beyond the proposed development. The revised landscape plan should be reviewed
and approved by staff and one member of the Design Review Board prior to the City issuing a
zoning certificate for this site.

There are five (5) existing trees on this site of which the applicant is proposing to retain four (4).
The applicant is proposing to remove a twenty eight inch (28") caliper tree located approximately
forty two (42) linear feet north and ninety five (95) linear feet west of the south and east properties
respectively. Per Eagle City Code, the applicant is required to provide twenty eight inches (28") of
replacement tree caliper on-site. However, if the size of the site does not permit the inclusion of
twenty eight inches (28") of additional tree caliper, the applicant may make a monetary
contribution to the City Tree Fund. Per the letter submitted by Keith Adkins, City Forester, dated
May 27, 2004, the twenty eight inch (28") caliper tree that is being removed has a value of
$4,563.00. The applicant should be required to provide a revised landscape plan showing twenty
eight inches (28") of additional tree caliper on-site or provide a monetary contribution to the City
Tree Fund in the amount of $4,563.00. The monetary amount of $4,563.00 should be submitted to
the City or a revised landscape plan should be reviewed and approved by staff and one member of
the Design Review Board prior to the City issuing a zoning certificate.

The applicant is proposing to construct the trash enclosure abutting the north property line and
eighty feet (80') west of the east property line. Six (6) Crimson Pygmy Barberry shrubs are
proposed around the base of the trash enclosure. Per Eagle City Code, to conceal outdoor trash
receptacles when adjacent to or in view from a residential activity or public street right of way, a
five foot (5') wide by six foot (6') high landscaped buffer is required. The landscape buffer area is
required to be comprised of, but not limited to, a mix of evergreen and deciduous trees, shrubs,
and ground cover in which evergreen plant materials comprise a minimum of sixty percent (60%)
of the total plant material used. The applicant should be required to provide a revised landscape
plan showing a five foot (5') wide by six foot (6') high landscape buffed around the base of the
trash enclosure, all of which should be located on-site. The revised landscape plan should be
reviewed and approved by staff and one member of the Design Review Board prior to the City
issuing a zoning certificate for this site.
The applicant is proposing four (4) Newport Plum trees and one (1) Serbian Spruce tree, spaced
twenty feet (20') on center, north of the proposed sidewalk adjacent to McGrath Street. Eight (8)
Sweetgum trees, spaced twenty feet (20') on center, are proposed north of the sidewalk adjacent to
East State Street. Per Eagle City Code, a landscape strip a minimum of ten foot (10') wide is
required to be planted with one (1) shade tree and ten (10) shrubs for every thirty five feet (35') of
street frontage. Two (2) ornamental or two (2) evergreen trees may be substituted for one (I)
shade tree. The applicant should be required to provide a revised landscape plan showing a ten
foot (10') wide landscape strip planted with one (1) shade tree and ten (10) shrubs for every thirty
five feet (35') of street frontage. The street trees should be placed on both the north and south
sides of the sidewalks abutting McGrath Road and East State Street. The revised landscape plan
should be reviewed and approved by staff and one member of the Design Review Board prior to
the City issuing a zoning certificate for this site.

The applicant has provided detailed cut sheets of the exterior lighting to be used on the building;
however, the location of the light fixtures has not been specified. One of the light fixtures
proposed to be used on the exterior of the building, die-cast wall-paks, is proposed to be 400-watt
metal halide and has an exposed lens. Per Eagle City Code, any lights used to illuminate a site
shall be arranged to reflect the light away from the adjoining property and the lamp or lens may
not be directly visible by a person of average height standing on the property line of any public
right of way, or any private street, or on the property line of any residentially zoned parcel of land
or parcel of land used for residential purposes. In addition, metal halide light fixtures are
specifically required to be approved by the Design Review Board. The applicant should be
required to provide a detailed cut sheet of a wall mounted light fixture showing the style, wattage,
height, and luminarie to be used in the light fixture. The lamp and lens should not visible from the
property line per Eagle City Code. The detailed cut sheet should be reviewed and approved by
staff and one member of the Design Review Board prior to the City issuing a zoning certificate for
this site.

The applicant has indicated on Sheets I and 2, date stamped by the City on May 6, 2004, that the
drive aisle on the west side of the parking spaces located adjacent to the west building elevation is
to be twenty feet (20') wide. The drive aisle on the south side of the building has been shown to
be fourteen feet (14') wide. Per Eagle City Code, the drive aisle width for 900 parking is required
to be a minimum of twenty four feet (24'). The applicant should be required to provide a revised
site and landscape plan showing the drive aisles within the parking lot of this development are a
minimum of twenty four feet (24') wide. The revised site and landscape plan should be reviewed
and approved by staff and one member of the Design Review Board prior to the City issuing a
zoning certificate for this site.
The applicant has indicated on Sheets I and 2 , date stamped by the City on May 6, 2004, that

eleven (11) parking spaces are to be constructed with this site. Per Eagle City Code, one (I)
parking space per seven hundred and fifty (750) square feet of gross floor area used for industrial
purposes is required, while one (1) parking space per three hundred (300) square feet of gross floor
area of office or sales area is required. The applicant should be required to provide a revised site
and landscape plan showing a minimum of fifteen (15) parking spaces are to be constructed with
this development. The revised site and landscape plans should be reviewed and approved by staff
and one member of the Design Review Board prior to the City issuing a zoning certificate for this
site.

Staff defers comment regarding building design and colors to the Design Review Board.
ST AFF RECOMMENDATION PROVIDED WITHIN THE REPORT:
Based upon the information provided to staff to date, staff recommends approval with the site
specific conditions of approval and the standard conditions of approval provided within the staff
report.
PUBLIC MEETING OF THE BOARD:
A. A meeting was held on the application before the Design Review Board on June 10, 2004, at which
time the Board made their decision.
B. Oral testimony in opposition to this proposal was presented to the Design Review Board by no one.
C. Oral testimony in favor of this proposal was presented to the Design Review Board by no one (not
including the applicant/representative).
BOARD DECISION:
The Board voted 6 to 0 (Grubb absent) to approve DR-60-04 for a design review application to
construct a limited industrial building for Pro Concrete Art for Perry Eliason, with the following
staff recommended site specific conditions of approval and standard conditions of approval with
text shown with strike thru to be deleted by the Board and text shown with underline to be added
by the Board.
SITE SPECIFIC CONDITIONS OF APPROVAL:
I. The metal siding: proposed on the north. south, and west building elevations as shown on the elevation
plan date stamped by the City on May 6, 2004, is approved. The applicant shall provide alternative
colors for the metal roof and siding. A darker color shall be considered for the metal roof while a
lighter color shall be considered for the metal walls so as to blend with the color of the concrete walls.
The revised colors shall be reviewed and approved by staff and two (2) members of the Design Review

constructed with this development. The revised site and landscape plans shall be reviewed and
approved by staff and one member of the Design Review Board prior to the City issuing a zoning
certificate for this site.
9. All cable, electrical, and telephone service systems and associated poles shall be installed
underground.
10. Provide a license agreement from ACHD allowing the installation of landscaping located within the
public rights-of-way prior to the City issuing a zoning certificate for this site.
11. The applicant shall be required to comply with any applicable conditions placed on this application by
the City Engineer.
12. Submit payment to the City for all Engineering fees incurred for reviewing this project prior to
issuance of a building permit.
13. No signs are proposed with this application. A separate design review application (DR-6I-04) has been
submitted for the approval of a sign plan for this building. The sign plan shall be reviewed and
approved prior to the City issuing a zoning certificate for this site.
14. The overhead doors proposed on the north and east building elevations shall be painted to match the
color of the building.
15. Provide a revised site and landscape plan showing a five foot (5') wide meanderin~ sidewalk to be
located along East State Street. The revised site and landscape plans shall be reviewed and approved
by staff and one member of the Design Review Board prior to the City issuing a zoning certificate for
this site.
16. Provide a revised landscape plan showing a clear delineation between the planter beds and the lawn
areas. Additional plant material and variety shall be provided throughout the site. with particular
attention to the plant material proposed around the waterfall. The revised landscape plan shall be
reviewed and approved by staff and one member of the Design Review Board prior to the City issuing
a zoning: certificate for this site.

17. Provide a revised elevation plan showing the southern building facade wrapping: around the comer of
the buildinl! to the east building elevation a minimum of one panel length (approximately fourteen feet
(14'») and terminating at a column. The revised building elevation shall be reviewed and approved by
staff and one member of the Design Review Board prior to the City issuing a zoning certificate for this
site.
STANDARD CONDITIONS OF APPROVAL:
1. The applicant shall comply with all requirements of the Ada County Highway District and/or the Idaho
Transportation Department, including but not limited to approval of the drainage system, curbs,
gutters, streets and sidewalks. A letter of approval from the highway district having jurisdiction shall
be submitted to the City prior to issuance of any building permits or Certificate of Occupancy,
whichever occurs first.
2. Idaho Department of Health & Welfare approval of the sewer and water facilities is required prior
issuance of any building permits or Certificate of Occupancy, whichever occurs first.
3. All permits from Central District Health, Eagle Sewer District & Eagle Fire District shall be secured
prior to issuance of building permit or Certificate of Occupancy, whichever occurs first.
4. Written approval of all well water for any shared or commercial well shall be obtained from the Idaho
Department of Water Resources shall be submitted to the City prior to issuance of any building permits
or Certificate of Occupancy, whichever occurs first.
5. Unless septic tanks are permitted, wet line sewers will be required and the applicant will be required to
furnish the City Engineer with a letter from the sewer entity serving the property, accepting the project
for service, prior to issuance of any building permits or Certificate of Occupancy, whichever occurs
first.
6. The applicant shall submit a letter from the appropriate drainage entity approving the drainage system
and/or accepting said drainage; or submit a letter from a registered professional engineer certifying that
all drainage shall be retained on-site prior to issuance of any building permits or Certificate of
Occupancy, whichever occurs first. A copy of the construction drawing(s) shall be submitted with the
letter.
7. The applicant shall submit plans and calculations prepared by a registered professional engineer to
handle the satisfactory disposal of all storm drainage on the applicant's site. Drainage system plans
shall be submitted to the City Engineer for review and approval prior to issuance of any building
permits or Certificate of Occupancy, whichever occurs first.
The plans shall show how swales, or drain piping, will be developed in the drainage easements. The
approved drainage system shall be constructed, or a performance bond shall be submitted to the City
Clerk, prior to issuance of any building permits or Certificate of Occupancy. whichever occurs first.
The lot shall be so graded that all runoff runs either over the curb, or to the drainage easement and no
runoff shall cross any lot line onto another lot except within a drainage easement.
All design and calculations shall meet the requirements of Ada County Highway District. Construction
of the storm drain disposal system shall be complete before an occupancy permit is issued.
8. No ditch, pipe or other structure or canal, for irrigation water or irrigation waste water owned by an
organized irrigatïon district, canal company, ditch association, or other irrigation entity, shall be
obstructed, routed, coyered or changed in any way unless such obstruction, rerouting, covering or
changing has first been approved in writing by the entity. A Registered Engineer shall certify that any
ditch rerouting, piping, covering or otherwise changing the existing irrigation or waste ditch (I) has
been made in such a manner that the flow of water will not be impeded or increased beyond carrying
capacity of the downstream ditch; (2) will not otherwise injure any person or persons using or

interested in such ditch or their property; and (3) satisfied the Idaho Standards for Public Works
Construction. A copy of such written approval and certification shall be filed with the construction
drawing and submitted to the City prior to issuance of any building permits or Certificate of
Occupancy, whichever occurs first.
9. Street light plans shall be submitted and approved as to the location, height and wattage to the City
Engineer (if applicable) prior to issuance of any building permits or Certificate of Occupancy,
whichever occurs first. All construction shall comply with the City's specifications and standards.
The applicant shall provide a recorded easement, acceptable to the City Engineer, for the purpose of
installing and maintaining street light fixtures, conduit and wiring lying outside any dedicated public
right-of-way, prior to issuance of any building permits or Certificate of Occupancy, whichever occurs
first.
The applicant shall pay applicable street light inspection fees prior to Certificate of Occupancy.
10. Parking lot light plan shall be submitted and approved as to the location, height and wattage by the
City Engineer. All construction shall comply with the City's specifications and standards.
Lighting is required in the parking area and shall be properly illuminated to avoid accidents. Any
lights used to illuminate the parking lot shall be so arranged as to reflect the light away from the
adjoining property.
11. The parking area shall be paved and shall be maintained in good condition without holes and free of all
dust, trash, weeds and other debris.
12. One set of building plans, for any non single-family residential use, shall be submitted to the Eagle
Fire Department for approval. An approval letter from the Eagle Fire Department shall be submitted
to the City prior to issuance of any building permits or Certificate of Occupancy, whichever occurs
first. The letter shall include the following comments and minimum requirements, and any other items
of concern as may be determined by the Eagle Fire Department officials:
a. "The applicant has made arrangements to comply with all requirements of the Fire Department. "
b. The fire hydrant locations shall be reviewed and be approved in writing by the Eagle Fire
Department prior to the City Engineer signing the final plat.
c. Minimum flow per hydrant shall be 1,000 gallons per minute for one and two family dwellings,
1,500 gallons per minute for dwellings having a fIfe area in excess of 3,600 square feet, and 1,500
gallons per minute for non-residential uses (i.e.; Commercial, Industrial, Schools, etc.). Flow rates
shall inspected in accordance with all agencies having jurisdiction, and shall be verified in writing
by the Eagle Fire Department prior to issuance of any building permits or certificate of Occupancy,
whichever occurs first.
d. The proposed fIfe protection system shall be reviewed and approved by the Eagle Fire Department
prior to issuance of a building permit or Certificate of Occupancy, whichever occurs first.
13. Any recreation area, greenbelt area or pathway area along the Boise River, Dry Creek or any other area
designated by the City Council or Eagle City Pathway/Greenbelt Committee for a path or walkway
shall be approved in writing by the Eagle City Pathway/Greenbelt Committee prior to issuance of a
building permit or Certificate of Occupancy, whichever occurs first.
14. Conservation, recreation and river access easements (if applicable) shall be approved by the Eagle City
Pathway/Greenbelt Committee and shall be shown on the final plat prior to issuance of a building
permit or Certificate of Occupancy, whichever occurs first.
15. The applicant shall comply with the provisions of the Eagle City Code, pertaining to floodplain and
river protection regulations (if applicable) prior to issuance of a building permit or Certificate of
Occupancy, whichever occurs fIrst.

16. The applicant shall obtain written approval of the development relative to the effects of the Boise
River Flood Plain (if applicable) from the Corps. of Engineers prior to issuance of a building permit or
Certificate of Occupancy, whichever occurs first.
17. The applicant shall obtain approval of the development relative to its effects on wetlands or other
natural waterways (if applicable) from the Corps. of Engineers and the Idaho Department of Water
Resources and/or any other agency having jurisdiction prior to issuance of a building permit or
Certificate of Occupancy, whichever occurs first.
18. Basements in the flood plain are prohibited.
19. The Americans with Disabilities Act, Uniform Building Code, Eagle City Code, and all applicable
County, State and Federal Codes and Regulations shall be complied with. All design and construction
shall be in accordance with all applicable City of Eagle Codes unless specifically approved by the
Commission and/or Council.
20. New plans, which incorporate any required changes, shall be submitted for staff approval. Staff may
elect to take those plans to the Design Review Board and/or the Planning and Zoning Commission for
review and approval.
21. Any changes to the plans and specifications upon which this approval is based, other than those
required by the above conditions, will require submittal of an application for modification and
approval of that application prior to commencing any change.
22. Any modification of the approved design review plans, including, but not limited to building design,
location and details, landscaping, parking, and circulation, must be approved prior to construction/
installation of such changes. Failure to do so may result in the requirement to modify the project to
comply with the approved design review and/or result in the inability to issue a final approval for
occupancy of this project.
23. Any change by the applicant in the planned use of the property which is the subject of this application,
shall require the applicant to comply with all rules, regulations, ordinances, plans, or other regulatory
and legal restrictions in force at the time the applicant or its successors in interest advises the City of
Eagle of its intent to change the planned use of the subject property unless a waiver/variance of said
requirements or other legal relief is granted pursuant to the law in effect at the time the change in use is
sought.
24. Approval of any Design Review shall expire without notice to the applicant on the date of expiration
of the Design Review if construction has not started prior to that date. as stipulated in Eagle City Code
(one year from the Design Review Board approval date).
25. All ground-mounted accent lighting fixtures and monument sign lighting fixtures shall be screened
from view with the use of landscaping (top of the fixture shall be no higher than the surrounding
landscaping). The light source itself shall otherwise be screened as provided for within Eagle City
Code.
26. The City's actions on the application does not grant the applicant any appropriation of water or
interference with existing water rights. The applicant indemnifies and holds the City harmless for any
and all water rights, claims in any way associated with this application.
CONCLUSIONS OF LAW:
I. The application for this item was received by the City of Eagle on May 6, 2004.
2. Requests for agencies' reviews were transmitted on May 13, 2004, in accordance with the
requirements of the Eagle City Code.

the Eagle Comprehensive Plan.
4. The Board recommends approval of the metal siding proposed on all elevations of the building based
on the metal siding being a essential part of the building design and that it is not a large expanse of
