Minutes - 2005 - City Council - 05/31/2005 - Special t/ THE CITY OF EAGLE CITY COUNCIL Special Meeting May 31, 2005 5:30 P.M. 1. 2. CALL TO ORDER: ROLL CALL: BASTIAN, SEDLACEK, GUERBER, NORDSTROM. Bastian is absent. Bastian arrives at 5 :40 p.m. Sedlacek moves to amend the agenda as follows: 3A. Open Container Permit for River Rock Alehouse: Todd Lancourt with River Rock Alehouse is requesting an open container permit to be used June 10th from 4:00 p.m. - 11 :00 p.m. and June 11 th from 11 :00 a.m. - 11 :00 p.m., in the parking lot in front of the Alehouse (228 E. Plaza St.) They have submitted appropriate fees and documentation from the Sheriff's Office. 3B. Open Container Permit for John L. Scott Real Estate: John L. Scott Real Estate is requesting an open container permit to be used July 19th from 2:00 p.m. - 9:00 p.m. at Merrill Park. They have submitted appropriate fees and documentation from the Sheriff's Office. 3C. Open Container Permit for Ea£!le Rodeo Inc.: Tracy Baggerly with Eagle Rodeo Inc. is requesting an open container permit to be used June 9-11 from 5:30 p.m. to midnight at the rodeo site (behind Rocky Mountain Fitness). They have submitted appropriate fees and documentation from the Sheriff's Office. 3D. Ordinance No. 519 (Senora Creek): An Ordinance Annexing Certain Real Property Situated In The Unincorporated Area Of Ada County, Idaho, And Contiguous To The Corporate Limits Of The City Of Eagle, To The City Of Eagle, Idaho; Establishing The Zoning Classification Of Said Real Property Described Herein; Amending The Zoning Map Of The City Of Eagle To Reflect Said Changes; Directing That Copies Of This Ordinance Be Filed As Provided By Law; And Providing An Effective Date. Sedlacek moves, pursuant to Idaho Code, Section 50-902, that the rule requiring Ordinances to be read on three different days with one reading to be in full be dispensed with, and that Ordinance # 519 be considered after being read once by title only. Sedlacek reads Ordinance # 519 by title only. Seconded by Guerber. Discussion. ALL AYE...MOTION CARRIES. Sedlacek moves that Ordinance # 519 be adopted. Seconded by Guerber. D R-48-05 - Ea£!le City Hall- City of Ea£!le: The City of Eagle, represented by Craig Hildebrand with Hawkins - Smith, is requesting design review approval to construct a 12,762-square foot City Hall facility. The site is located north of the East Civic Lane between the Post Office and the City Library approximately 400-feet north of State Street at 660 East Civic Lane (Lots 6 and 7, Block 1, of Aquila Subdivision). (WEV) Sedlacek moves to approve DR-48-0S - Eagle City Hall. Seconded by Guerber. ALL A YE...MOTION CARRIES. REPORTS: A. Eagle Fire Department: - Mark Rabdau, Assistant Chief B. Ada County Sheriffs Office - Lt. Dana Borgquist C. Eagle Park & Pathway Development Committee - Chuck Ferguson D. Eagle Arts Commission - Linda Goldman & Crane Johnson E. Eagle Chamber of Commerce - Teri Bath F. Eagle Historical Commission - Diane Scott G. Eagle Sewer District - Lynn Moser H. Design Review Board I. Planning & Zoning Commission Chuck Ferguson reports on park and pathway development in regard to the Dry Creek path. Hill Road Park opening. Guerber reports on grant money being taken away by the Federal Government. Crane Johnson and Linda Goldman report on Arts commission programs, etc. They ask the council for approval to use Eagle Magazine for advertising, council approves. Thomas Aikens dedication reviewed by Linda Goldman, this is scheduled for July. Eagle Island State Park for 4th of July event. Teri Bath with the Chamber discusses chamber activities and economic development for the City. Lee, with the Chamber discusses EDC and asks for council input. Weldon Fischer with the historical commission reviews progress and history on the ensign valve installation. Diane Scott reviews historical commission programs, etc. Scavenger Hunt enjoyed by school children. Goals of historic commission. Lynn Moser with the Sewer District reviews master plan and asks council to attend sewer board meeting next week (June 13th) to review this plan. Waste water resources. 4. Dana Borgquist gives the Ada County Sheriff report for lan, Feb and March. Mark Rabdau, gives the Fire Depdept. report. Sharon Floegel discusses Design Review Board issues, applications coming in, City Hall. Phil Bandy, Planning & Zoning chairman reviews P&Z issues, work load level, upcoming development. Cliff Marks would like to have more communication with the school district. Mayor reports on building department numbers for current year. 5 minute break at 7:30 p.m. Reconvenes at 7:35 p.m. 5. DISCUSSION ITEMS: A. Development Guidelines Presentation: (WEV) City staff, Nichoel-Baird Spencer discusses development in Eagle. Open fencing, wider planter strips, building envelopes are items that council would like explored. Standards for apartments, condos, patio homes, duplexes, etc. Useable open space for recreational opportunities. Front on housing vs. no front on housing. Building heights on larger lots. B. Discussion of Water Meetin£!. (NM) Mayor discussion on water issues. Set up local water meeting. 6. ADJOURNMENT: Sedlacek moves to adjourn at 9:25 p.m.. Seconded by Gureber.
