Special Meeting Minutes
March 15, 2005

1. CALL TO ORDER: Mayor calls the meeting to order at 5:30 p.m.
2. ROLL CALL: BASTIAN, SEDLACEK, GUERBER, NORDSTROM. All present.
A quorum is present.
Mayor: We need to have an Executive Session on personnel.
Nordstrom moves to go into Executive Session for the discussion of personnel.
Seconded by Sedlacek. Bastian: AYE; Sedlacek: AYE; Guerber: AYE; Nordstrom:
AYE: ALL AYES: MOTION CARRIES......................
Council discusses personnel
Council leaves Executive Session at 5:45 p.m.
3. Openin2 of RFP's for new City Hall facility.
Mayor introduces the issue. We have complete proposals from Hansen-Rice, Inc. and
Hawkins-Smith. We will schedule interviews for next Tuesday, March 22, 2005.
General Council discussion.
Council discussion on ITD access roads and access to the alternate route.
Council discussion on the new city hall proposals.
Mayor calls a recess at 6: 15 p.m.
Mayor reconvenes the meeting at 6:30 p.m.
Mayor welcomes ACHD Commissioners Carol McKee, Rebecca Arnold, Dave Bivens,
John Franden and staff members.
Michael Lower and Karen Dorty, Blue Print for Good Growth.
4. Joint Discussion between Ea2le City Council and Ada County Hi2hway District
Commissioners:
Discussion Items:
a. Review of time line for Floating Feather Road improvements.
Mayor introduces the issue.
The terrible patch job on Floating Feather Road will be taken care of this week.
Discussion on the widening of Floating Feather Road. The design should be completed
this fall and the following year the remaining right-of-way will be acquired. The
scheduled project construction is 2008/2009.
Discussion on an alignment study of Floating Feather Road which could begin this fiscal
year or for sure next fiscal year.
Further discussion on the timeline for the improvements of Floating Feather Road.

Discussion on the improvements and new alignment for Hill Road.
Neither Hill Road or Floating Feather Road projects can use impact fee funds.
projects will be paid for out of general funds. General discussion.
Further discussion on the impact fee zones and the use of impact fees.
Discussion on development in the foothills.
b. Extension of Aikens Street to Second Street.
These
Mayor introduces the issue.
The extension of Aikens has come up in conjunction with development applications. As
development concurs the City of Eagle could require the developers to make that
connection. If the roadway is not included with the development applications ACHD
would have a hard time require the developer to build the road.
General discussion on the extension of Aikens Street.
c. Update on Three Cities River Crossing.
Mayor introduces the issue.
ACHD provides an update on the project. General discussion.
d. Update on Blueprint for Good Growth.
Mayor introduces the issue.
Discussion on how the process is working and is not working.
Discussion on completing Phase I and what will be done in Phase II.
Discussion on community growth and financing infrastructure.
Discussion on the time line for the Blueprint for Good Growth.
Discussion on Hill Road Park and getting the power across the road to the Park.
e. Impact Fees. Previously discussed.
5. ADJOURNMENT:
Steve moves to adjourn. Seconded by Bastian. ALL AYE: MOTION CARRIES...
