COUNCIL AGENDA: 5:00 p.m. [no public hearings will be heard prior to 7:30 p.m.]
1. CALL TO ORDER: Council Member Guerber calls the meeting to order at 5:02 p.m.
2. ROLL CALL: BASTIAN, SEDLACEK, GUERBER, NORDSTROM. Bastian is absent but
will join the meeting later. A quorum is present.
3. EXECUTIVE SESSION:
A. Pending or Threatened litigation: I.C. §67-2345(f)
Nordstrom moves to go into Executive Session for the discussion of pending or threatened

4. COMMITTEE REPORTS:
Sedlacek moves to rearrange the Committee Reports by moving the Sewer District to the
first report. Seconded by Guerber. ALL AYES: MOTION CARRIES................
A. Sewer District: Lynn Moser, Eagle Sewer District General Manager, discusses the City of
Boise's Waste Water Educational Center. Discussion on the potential in several years of having
a shortage of professional waste water treatment operators. Introduces Randy Lake the new
Assistant Superintendent. General discussion.
B. Grant Consultant - Jim Birdsall: Jim discusses the next phase of development of Hill Road
Park and the grant application through the State Idaho through their Land and Water
Conservation Fund program. The application would focus on playground activities and picnic
activities which are in the park plan. We are focusing the effort to get a restroom, picnic area,
and playground in the next phase. I have been working the architects on activities for the grant.
The next phase would cost $400,000 - $450,000. We have a chance of bringing in $150,000 in
grant funds. Grant funds could not be used until after July 1,2005 and the cost would cover two
fiscal years. General discussion.
Council concurs that the matching funds under the Grant are in the budget.
C. Sam Jones, Community Youth Coordinator/AmeriCorps: Sam discusses the work he has done
on the Youth Advisory Council and the Juvenile Justice Council. 1 have been meeting almost
weekly on getting the computer lab up and running. General discussion.
D. Ada County Sheriff's Office: Lt. Dana Borgquist: Lt. Borgquist distributes the monthly
report for October, November and December. Discussion on putting a patch on the officers
uniforms that would identify them as being with the City of Eagle. The Sheriff's Office will pay
for all of the patches and etc. on the uniforms. Council concurs to proceed with the patches that
will say City of Eagle Police. Lt. Borgquist presents a power point presentation on the monthly
report. General discussion. Discussion on the current graffiti issues within the City. Further
discussion on the power point presentation.

E. City Forester: Keith Atkins: Keith distributes a Quarterly Report to the Council and
discusses the same. I have spent a lot of time on compliance issues. General discussion on
encouraging bio-diversity and changing the tree caliper allowed in the City Code. Keith is to
discuss bio-diversity and changing the tree caliper under City Code to the Design Review Board.
F. Code Enforcement Officer: Tom Wilson: Discusses his quarterly report for October,
November & December. Some of the cases on hold are for tree planting which can not be done
until the spring. Discussion on the clean up of the Weaver property. Discussion on the
landscaping at Oakley Subdivision which is one of the issues on hold until the spring. The gate
problem at Eagle Elementary has been resolved. Reports on the East Neighborhood Association
meeting. General discussion.
G. Facilities Manager - Mick McCurry: Discussion on Hill Road Park. The trees are planted,
the backstop is up, and half of the pathway is paved.
Discussion on the United Water 16" line and the City fire flows. United Water is looking for the
City to pay a hook up cost to the 16" line. Susan Buxton, Vern Brewer and 1 met and we feel that
the City should pay $5,000 for the hook up cost. General discussion.
Discussion on the City Hall water leakage and the mold issue. We have spent $1,800 on getting
the water out and drying out the crawl space. The cost of removal of the mold and etc. is
approximately $20,000. In addition there are several recommendations that need to be done to
prevent this from happening again. General discussion.
I have prepared a report listing maintenance needs for the parks and pathways for 2005,
distributes the report to the Council and discusses the same. General discussion.
H. Chamber of Commerce: Teri Bath, President of Chamber of Commerce. Discussion on
Customer Appreciation Days February 12th. We would like to put a banner sign across Eagle
Road. We would also like to put sandwich board/directional signs on the corners the day of the
event. We will have 72 booths this year.
Eagle Fun Days will start on June 10th, a Thursday night. We will have the bike race, the
parade, and strong man competition.
Thanks the Council for permission to use the Eagle Arch on their letterheads.
The Chamber is going to do a survey on changing State Street to Main Street. General
discussion. General discussion.
Council would like the Chamber to prepare some information on new business.
General discussion on the Boise Chamber of Commerce.
General discussion on industries and commercial development coming into the area.
I. Arts Commission: Linda Butler distributes to Council a Memo on the Arts Commission
projects and discusses the same.
Quilt Project for Eagle Academy discussion. Council concurs with this project.
Thomas Aikens Public Art Project. We are planning an outdoor dedication possibly in May. 1
am working the family members who would like to have a family reunion in conjunction with the
dedication. Discussion the fundraiser on April 2, 2005. Council concurs with price and feels
that one tabletop size bronze of the Aikens statue would be the best.
Last Thursday Winter Series general discussion.
Missoula Children's Theater discussion.
Guerber moves to approve the additional funding in the Arts Commission proposals.

K. Eagle Fire Department: Mark Rabdau presents a power point presentation on the activities of
the Fire Department. We run more than 1,000 runs a year. Discussion on the Fire Prevention
Bureau. Discussion on Fire Act Grant. Discussion on Homeland Security issues.

6. PUBLIC COMMENT: Kim Hansen, I live in Meridian and I am actually here in
representation for Verna Reinbold who is trying to refinance her home and she needs to have a
rebuild letter from the City of Eagle. It is my understanding that the City does not issue rebuild
letters. Other cities in the area issue rebuild letters. General discussion. Council concurs that
staff and legal council should look into the matter of rebuild letters and meet with the parties and
report back to the Council.

These Islands belong to ACHD and the City would need to have an agreement with ACHD
before the City does any work on the islands.
Further discussion on the City updating and maintaining the entry islands of a subdivision that
does not have an active homeowner's association.

La!!una Pointe. LLC: Laguna Pointe, LLC, represented by Land Consultants, Inc., is requesting
a Comprehensive Plan Amendment to change the land use designation on the Comprehensive
Plan Land Use Map from Residential Two (up to two dwelling units per acre) to Mixed Use. The
9 .31-acre site is located on the east side of Eagle Road, at 2260 South Eagle Road. An
annexation application previously submitted to the City for review included this property, a 9.31-

B. RZ-2-03 MOD - Rezone from RUT and A-R to MU-DA - Coast 2 Coast LLc.: Coast 2
Coast LLC, represented by Land Consultants Inc., is requesting a rezone from RUT (Rural Urban
Transition - Ada County designation) and A-R (Agricultural-Residential-up to one dwelling unit
per five acres) to MU-DA (Mixed Use with Development Agreement) and, a modification to the
development agreement previously approved by the City affecting 9.3 I-acres of the overall 117-
acre Laguna Pointe PUD site. The site is located on the east side of Eagle Road, at 2260 South

Study/Capital Improvement Plan:. A public hearing is for the adoption offees in association
with the Five Year Interval Supplement and Amendments to Eagle's Development Impact Fee
Study/Capital Improvement Plan.
Council President Bastian introduces the issue.
Ken Rice, Holladay Engineering, provides an overview of the Five Year Interval Supplement and
Amendments to Eagle's Development Impact Fee Study/Capital Improvement Plan. The City is
obligated to review the plan every five years and we are coming to the end of that five year
period. The City has developed parks so we have some hard numbers of what the building costs

were. Eagle has done a lot in developing parks and acquiring park land. Discussion on the
recommended new impact fees and adding three other base fees for Multi>800 and Hotel Room.

Council discussion on the Quarterly Committee Reports. Council would like staff to report
monthly on Pre-Council and have outside agencies on the Quarterly Committee Reports and
establish a time limit.
Sedlacek: Reports on the Economic Development Committee. The new Chairman is Lee
Schrack, he is the Marketing Director for Land America Transnation Title. The first meeting is
January 20th. Discussion on marketing ideas. Lee wants to have a more structured meeting.
Discussion on the fiscal year end financial report.
The Chamber of Commerce is wondering if the City would be willing to have one committee to
do the Fun Day Parade and the Eagle Country Christmas Parade. General discussion.
Bastian: Discussion on the Substation being the City of Eagle police department and Lt. Dana
Borgquist is to be called the Police Chief. The Detective is very capable and efficient.
Reports on the Library Board meeting. The Board recognized Ron Baker for the excellent job he
has done as Director of the Library. General discussion.
Reports on the Design Review meeting. They do an excellent job.
Discussion on the water issues with the Chase family. The City Attorney is waiting for an
opinion from Water Resources.
Guerber: Air Quality meeting is tomorrow.
Nordstrom: There is a meeting on February 4th with the Industrial Development Corporation to
have a fact finding session to find out with our options are in regards to revenue bonds. General
discussion.
City Clerk Report: A joint meeting is scheduled for January 31 st. Council concurs to have the
joint meeting with P&Z.
The IRS mileage for 2005 is 40.5 cents a mile. Council concurs to adopt this rate.
Customer Appreciation Day: we have requested a booth with power and the check for $250 was
in the claims presented tonight.
Discussion on network maintenance.
We need to upgrade the computer used in the Council Chambers to accommodate the new
updates in LaserFishe. I would like to buy a computer comparable to the new Dell computers

that staff has. The money would come out of the budget line item for New City Hall Equipment.

Jeff Lowe: I have included in your packet information on the ITD/Eagle Road Corridor project.

Zoning Administrators Report: I want to discuss our non-conforming sign section of the Code.

Discussion on the challenge with the number of Design Review Applications submitted each
month. I am trying to get a better understanding of specific staff time, how much time we are
using and where. A full level of Design Review Application takes any where from 8-10 hours on
the short side and possibly longer if complication. We have new applications each month. There
are two meetings a month and the second meeting is generally reserved for continued items. This
last time we had 19 applications. I would like to see if you would support doing an 8 application
cutoff per period, a month. We would accept the first 8 applications that are complete. General
discussion. Council concurs that the way to resolve the issue is to add more staff and to limit the
number of applications accepted per month. Discussion on hiring additional staff will be held
during the budget process for FY05/06.
Discussion on increasing fees for land use applications. General discussion. We will probably
bring a proposal to you for an increase.
City Engineer Report: Next week we should be bring the Water Master Plan to you for your
review. We would like to have this circulated in house before we do a final plan. We have
developed a handbook for the Western Area oflmpact. General discussion.
Discussion on the City Water Ordinance and the possibility that this could become a issue with
the Legislature.

We are planning a fundraiser for this project on April 2, 2005. Howard and Dottie
Goldman have offered their home as our location for the event. We plan to have
a live auction for a tabletop size bronze of the statue, and a silent auction for
items donated from the community. We will serve food and refreshments. The
ticket price to attend will be $100 per person ($20 per person will cover the
food/beverage cost).
We plan to mail invitations to all the members of the Chamber of Commerce, and
to many local residents. I am working with several business people to comprise
a comprehensive list of prospects. We would like to have your input on this list.

Last Thursday is a fine art event, allowing local and out of town artist to display &
sell their work. We would like to continue this event during the winter season
indoors at Rembrandt's Coffee House. We would co-sponsor this event with
Drop Leaf Gallery (located inside Rembrandt's). Local and nationally recognized
artists will be featured. The Art Walk in January will include: The Artisan,
Handmade/Ceramic Expressions, Drop Leaf Gallery, and other businesses will
be contacted for February and March.

Grant includes: Fabric, thread, batting, preparation, classroom
instruction, quilting expenses for two quilts
This proposal is for a quilt project with the students at Eagle
Academy. The two finished quilts will be displayed at Eagle
Academy ��, and then donated tom to a! organization rh rite
Academy then donateda local orcharity.
Previous quilts made by Eagle students have been donated
to Habitat for Humanity and Ronald McDonald house. Since
the students at Eagle Academy are older, an important civic
citizenship lesson will be to include them in the research and
decision of which local charity or family will receive the
quilts.
This hands-on quilt project incorporates history, math and
art skills as the students learn how to create a traditional
American quilt. The classes will begin in January of 2005
and the quilts will be completed by the end of May. I will
coordinate all classes with the principal of Eagle Academy,
Jeff Stands.
About the teacher: Crane Johnson has quilted for over 30 years and
is past president of the Boise Basin Quilt Guild. She teaches both
children and adults in local quilt shops and at national quilt
conferences. Her work has appeared in the international juried
exhibitions Quilt National and Visions San Diego and in national
venues including the American Quitters Society show in Paducah,
Kentucky, Quitter's Heritage Celebration in Lancaster, Pennsylvania,
Vermont Guilt Festival and the Great Pacific Northwest Ouilt Show in

Sgt. Alan Olsen - October
Let me begin by stating how pleased I am to be working in the City of Eagle. I look
forward to meeting the citizens of Eagle and visiting the area businesses to see how the
needs of the community may best be met.
Some of the opportunities to meet that objective have been while:
• Deputy McDaniel and I met with many concerned citizens residing on Winged Foot
Street and arranged a neighborhood meeting. There was a good neighborhood turn
out. Hopefully solutions were found to issues such as late night noise, parties and
juvenile drinking.
• I met with each deputy to discuss individual needs and goals. I accompanied each
deputy on patrol car ride-alongs.
• I met with CID regarding the development of a better crime mapping system which
will enable Eagle deputies to better identify crime trends in the city of Eagle.
• I attended a city council meeting.
• I conducted foot patrol in the Eagle City Market.
• I attended an assembly at Eagle High School to view the "Every 15 Minute" video, a
film created by and starring several Eagle High School and Eagle Academy students
in an effort to heighten awareness and curb teen drinking and driving.
• I attended a planning meeting for the Country Christmas Parade.
• I conducted bike patrol in the city.
• I met with several persons at the Eagle City Hall.
• I assisted in training new Patrol dog for the Ada County Sheriffs Office.
• I assisted in the arrest of a Farm & City burglary suspect.
Sergeant Olsen -November
• I rode with Deputy Jon McDaniel during two separate Patrol shifts. Jon is a great
resource and helped me make numerous contacts with the citizens of Eagle.
• I met with the Eagle Lions Club. I was the guest speaker, I introduced myself to the
Eagle Lions Club members and discussed issues facing the city of Eagle.

• I attended a Chamber of Commerce luncheon with Deputy Jon McDaniel.
• I met with the city of Eagle Code Enforcement Officer, Tom Wilson, to discuss his
role and how we at the Eagle Sheriff's Office and he can best work together.
• I presented a Safety Speech to a group of students at the New Horizon Day Care.
They watched the Eddie Eagle Gun Safety video. We then had time for questions
and answers.
• I met with members of the Eagle Country Christmas Planning committee to discuss
plans for this year's parade.
• I attended a four-hour Leadership and Development course. Information was
dispensed regarding the use of journals, discipline, mentoring and coaching. The
Leadership and Development Course was conducted by an attorney who specializes
in Employee Law.
Sergeant Alan Olsen — December
• December started off pretty well, beginning with the addition of SRO (School
Resource Officer) Detective Fowler to the Eagle Team. Detective Fowler has been
assigned to Eagle High School.
On December 2nd, I met with Fowler at his office and discussed his role as the
Eagle SRO and as an integral part of the Ada County Sheriff's Office Eagle Team.
• December 3rd was my first attempt at coordinating the Country Christmas Holiday
Parade as it worked its way through downtown Eagle.
We utilized the services of twelve deputies including: several Reserve Deputies, two
Bike Patrol deputies and Deputy Bowman as the Motor Unit. We stationed one
Reserve officer at the Chevron Station located on south Eagle Rd. The remainder of
officers conducted Foot Patrol throughout downtown Eagle. Deputy Terisa Howell's
participation was a huge help making this event such a success.
• I attended an 8- hour block of training with Patrol that was conducted at P.O.S.T.
• I also attended a Sergeant's meeting at the Sheriff's Office at Barrister.
• I'm fortunate that I am able to have a flexible schedule which allows me to conduct
Bike Patrols every other week or so and am also able to work a Swing shift at -least
once a week so that I may work more closely with the Swing -shift and Night Patrol
officers.
Gold Team
Deputy Todd Jolliffe- October
• Normal subdivision patrol. Worked with other Eagle deputies to find the graffiti
bandits.
• Attended one week of SWAT School.
• Stopped by Eagle Academy to maintain a police presence and good relations.
• Extensive off-duty labor for the GOP. Only time will tell if it was for the good.
Deputy Todd Jolliffe - November
• Normal Patrol were conducted which consisted mostly of driving through
neighborhoods and talking with town folk.
• I attended ERT Training.
• Deputy Travis Ruby and I conducted Foot Patrol in the downtown core. While there
we stopped in local businesses and introduced ourselves to the area business
owners and shopkeepers. We also introduced them to the new check program
offered by the Ada County Prosecutors Office. We also discussed holiday security
issues that often occur with the marked increase in business.
• Due to the recent armed robbery in Boise, I've been driving by Eagle area banks to
let them know we are watching over them.
• Deputy Schuster and I were instrumental in saving a horse that had become badly
tangled in en electric fence during a rainstorm. It was close to death and barely
breathing when we arrived and came to its rescue. It was an out of the ordinary call
for a law enforcement officer, but it was gratifying work performed while protecting
and serving the community of Eagle.
Deputy Todd Jolliffe - December
• During the month of December I attended the "Breakfast of Champions" at Eagle
Hills Elementary. I distributed stickers and pencils to award recipients.
• I attended ERT training (Emergency Response Training) to prepare in the event
there are active shooters in a school environment. This training was conducted at
Eagle High School.
• I participated in an Emergency Response Training (ERT) call -out referencing a
barricaded / suicidal subject in Meridian.
• I delivered Christmas presents to needy Meridian School District students

• I accompanied Eagle Academy Students to the Ronald McDonald House where we
moved, sorted and boxed donated food items.
Deputy Travis Ruby- October
• I began my career with the Ada County Sheriff's Office in August of 2000 as a Jail
Technician. I promoted the following year to Commissioned Deputy assigned to work
the Jail. I was a trainer and a mem ber of the Special Response Team. I transferred
to the Field Services Division in July of 2003. I earned the Outstanding Achievement
Award at the completion of my POST Training.
• I transferred to work in the City of Eagle on October 17,2004. This month I have
focused on two main goals: 1) learning the location of the various subdivisions and
2) introducing myself to the community. I focus much of my time in the sub -divisions.
• I also completed an interview with Michelle Krish for Channel 2 News. I explained
that Halloween would be celebrated on October 30, 2004 in Eagle. I discussed
issues that included preparation for the holiday, the fact that there would be no
added cost to the citizens of Eagle, and explained that several holidays are
celebrated on Saturday or Monday if the actual holiday falls on a Sunday.
Deputy Travis Ruby - November
• I had the opportunity to attend the Immediate Action Team (IAT) training provided by
Government Training Institute.
This three-day course focused on responding to Active Shooter scenarios. The
training will enable us to locate active shooters inside various types of buildings. This
three-day, twenty-four hour course ended with an active shooter scenario at the
Veteran's Hospital in Boise.
We incorporated the skills and tactics we just learned by working in conjunction with
the Ada County Sheriff's Office Emergency Response Team.
• I partnered with several businesses this month. Deputy Neumann and I visited
Rembrandt's Coffee House shortly after they opened and provided a security
analysis.
• I worked with both the Chamber of Commerce and Eagle City Hall to create a
master list of all businesses that operate in Eagle. With the aid of that list, Deputy
Jolliffe and I began walking to several stores and explained the Fraudulent Check
Enforcement Program provided by the Ada County Prosecutor's Office.
This program will help businesses recover their losses much quicker and frees up
more time for Patrol Deputies.
• Deputy Jolliffe and I also discussed safety during this busy shopping season. We
intend to contact as many businesses as possible this holiday season.
• I also had the opportunity to meet with several children in Eagle.

My first opportunity was a presentation for two Cub Scout Packs. They met with me
at the Eagle Sub Station where I explained what I do on Patrol. The Cub Scouts had
several questions about my car and the tools that I carry.
• One week later I met with the three-year olds that attend New Horizon Child Care.
Their weekly lesson was 'The Police Officer is My Friend.'
Deputy Travis Ruby — December
• This month I had the opportunity to ride the bicycle often. I started my bicycle patrol
at the Eagle Country Christmas Parade and Festivities. I also rode in the
neighborhoods as children walked and rode their own bicycles home. I had the
opportunity to discuss bicycle safety with several children and parents.
I also rode the bicycle in the downtown area and contacted several businesses
regarding holiday safety. Along with riding downtown, I also rode near the river. I
wanted to start learning where people might hide or run when the weather starts to
warm up.
• I contacted several residents and builders in communities that are under
construction. I discussed construction site theft prevention with the builders. I
solicited feed back from residents on any problems they might have in their
neighborhoods. I offered suggestions on resolutions and offered any assistance
necessary to help remedy problems.
• Due to a critical incident in Boise and an Emergency Response Team callout in
Meridian, I had the opportunity to assist Detective Bartlett with a Special Project on
December 18. I assisted making one arrest and subsequent interview.
• This month I attended training on the history and importance of Drill and Ceremony.
We discussed the reason why drill is still used today even though it is not a practical
tactic. Obedience to orders is critical in a successful resolution to a critical incident.
Deputy Jeremiah Neumann- October
• I conducted Directed Patrol on Highway 44 and Highway 55. There have been
multiple DUI, warrant and miscellaneous arrests made.
• I conducted Burglary Suppression Patrol through subdivisions.
• I located stolen property on Stierman. Case turned over to detectives. Suspect Mack
Myers was recently arrested by Deputy Dewey and me.
• I continue to make contact with several confidential informants and am watching
area drug houses. There has been very little activity lately.
• I have been visiting businesses and conducting small security briefs in their stores.
• I am continually conducting extensive Foot Patrol in Eagle's Downtown Core during
the evening and late into the night. I am working to prevent commercial burglaries

from occurring in the Eagle area, as other areas of the Treasure Valley have recently
been targeted.
Deputy Jeremiah Neumann -November
• I conducted Directed Patrol on Highway 44 and Highway 55. Multiple DUI,

• I have been visiting Eagle businesses and conducting small security briefs within

• I have continually been conducting extensive Foot Patrol in Eagle's Downtown
Core during the evening and late into the night. I have been working to eliminate
the recent commercial burglaries from occurring in the Eagle area.
• I have worked in conjunction with Detective Bartlett to solve several Felony
cases.
• I have recently been advised of several new narcotics related homes in the area.
I have been conducting Targeted Patrol in those locations. The information
provided by the informant has so far as been reliable.

Deputy Jeremiah Neumann- December
• December was a very busy month for me. I am continuing my directive patrol on
both Highway 44 and Highway 55. The primary focus of this directive patrol is to
encourage safe driving habits and enforce violations of Idaho State Code. This
directive patrol also enabled me to make several DUI and warrant arrests.
• I have been making an effort since I have been assigned to Eagle to focus on the
various homes selling narcotics in the Eagle area. This effort has given me many
felony and misdemeanor drug arrests. This has also helped to push some
narcotics activity out of the Eagle area. As one recent narcotic user told me,
"Neumann I moved out of Eagle because I was tired of you arresting me." I have
received positive feedback from several narcotics detectives for the progress
made.
• Deputy Dewey and I have been paired as the Gold Team night coverage in Eagle
for the last few months. This has proven to be a positive force in eliminating
property crime in the City of Eagle. Our primary focus has been both high profile
patrols through problem areas and low profile covert foot patrol in Eagle's
Downtown core and various subdivisions in Eagle. We spent a large amount of
time walking through Eagle Hills Subdivision, Island Woods, Lexington Hills, and
Two Rivers Subdivision. Our effectiveness has acquired us the nickname of
Strike Force from our co-workers.

• During these foot patrols we made many contacts with juvenile and adult
suspects. These contacts often resulted in either an arrest or a field interview.
The end being that property crime in Eagle is dramatically down. One of our
tactics we employed was to use a single patrol car and respond to an area as a
two-man unit. We would then have one of us on foot and the other in the vehicle
allowing us to have both a high profile approach and a low profile approach. This
proved several times to be a very effective tactic.
• I worked on New Years Eve. On this night I came into contact with a homeless
man who was very down on his luck due to his circumstances in life. I spent a
considerable amount of time with him; he was suicidal and very determined to
end things for himself. After speaking with him for a while I transported him to
Saint Lukes West where he received the medical treatment he very much
needed. I then contacted Intermountain Hospital and was able to place him on a
24-hour mental hold, which would give him some physiological care.
• December was a very busy month as far as calls and incidents. Many times
Eagle Deputies relied on the County Area Deputies to assist with higher priority
calls. All contacts and incidents dealt with were resolved with good customer
satisfaction.
Deputy John Dewey - October
• I have been conducting nightly burglary suppression in new construction areas and
in subdivisions.
• I have continued to conduct heavy extra patrols in subdivisions throughout Eagle.
• I have continued to perform nightly security checks at all the city parks and local
business parks and plazas.
• Deputy Neumann and I have been conducting extensive foot patrols in the
downtown core area of Eagle.
• We've also conducted a few foot patrols in problem subdivisions (Eagle Hills/Winged
Foot).
• I have been conducting directed patrols (radar) for traffic problem areas.
• Deputy Neumann and I arrested 2 wanted felons, Mack Meyers and Mark
Gundmonson. Both had been eluding police for several weeks in Eagle.
• I attended SWAT training twice in October.

• Eagle has been extremely quiet at night and burglaries are down! I've worked on
stopping more suspicious/aggressive drivers at night, making informative contacts
and arrests.
• I have continued security checks and extra patrols in the subdivisions and have
been very aggressive in subs that have new construction.
• I have teamed up with swing shift Deputies to work foot patrols in the downtown core
and special neighborhood projects (people who need police attention).
• I participated in two SWAT training sessions in November, one of which was testing
for a new position on the team.
Deputy John Dewey — December
• Crime is still down in Eagle in December!!! We did have several issues with juveniles
during the school break, mostly Christmas light vandalism and parties.
• Deputy Neumann and I caught several juveniles vandalizing Eagle City Christmas
lights.. We turned the juveniles over to their parents and their info over to the city for
reimbursement of the damaged lights.
• Continued with burglary suppression in subdivisions with new construction. We
conducted several covert operations that involved several hours of planning and
determination by Deputy Neumann and myself.
• Nightly security checks in subdivisions and city parks.
• Nightly foot patrols in downtown core area. Also contacting night clerks at all the
area convenience stores.
• Conducted several directed patrols on Hwy 55, 44 and Eagle Rd making multiple
traffic stops for speed and other moving violations.
• Attended SWAT training during the month of December.
Red Team
Deputy Jon McDanieI- October
• I was able to get an evidence locker donated by Marcus at the Eagle Post Office.
This retired mailbox will allow Eagle Deputies to secure evidence here instead of
always having to go to Barrister.
• Winged Foot Place, in the Eagle Hills area, has been experiencing a large number
of complaints and calls for service. I met with Chad Richey, Kevin Leukenga, and

other residents and it was decided to have a community meeting. I distributed
meeting information flyers to all residents of Winged Foot.
On 10/27/04 we had our meeting and had 21 residents attend. We were able to clear
up some of the hurt feelings some of the residents had with each other.
Communication was restored between the parties. It was agreed upon by all
residents, (including the problem house) that strict enforcement of all laws is what is
needed. All residents were given tips on what we are looking for and how to call
dispatch. The whole Eagle Team is now giving special attention to this section of
Eagle.
• I have begun to converse with insurance companies in Eagle and asking them to
distribute crime prevention pamphlets to new clients (I am half way through the
project).
• I answered questions and met the public while representing the Ada County Sheriff's
Office Eagle Substation at the Annual Eagle Fire Station Open House.
• I met with "The Family Table" staff. They are currently housing 8 juveniles and have
had no reports of crime this month.
Deputy John McDanieI - November
• I continued to monitor calls for service at Winged Foot Place. Since the last
community meeting, which was conducted last month, there have been only two
calls for service on the block. This reflects a marked decrease in calls generated
from this area.
• I made contact with neighbors who did not attend the community meeting and
informed them of the group decisions their neighbors had made. There is now zero
tolerance for all violations.
• I checked in with the staff of "The Family Table" group, home per their conditional
use permit. They are currently housing eight children and have had no calls for
service or had any problems in the home.
• The Eagle Post Office has reported 12 false alarms during the past two months. I
requested a print out for each false alarm from the Dispatch center and met with
Marcus, the Postmaster, to discuss the problem. Marcus consulted the Security
Company that services the Eagle Post Office, and they were able to resolve the
problem. We have not had any call-backs since.
• I met with several additional local insurance companies located in Eagle and
delivered the new Crime Prevention Pamphlets to new Eagle residents. I will have
contacted all of the insurance offices by the end of next month.
• I performed Bike Patrol during the lunch and afternoon hours and made several
business and citizen contacts.

Deputy John McDaniel- December
• I met with a couple of residents of Sister's Villa and saw that there was a need for
another formal meeting between the residents and the Sheriffs Office. I last
attended a question and answer session when they had just opened. They were only
at 30% occupancy at that time. They are currently at 100% occupancy and
leadership positions have been established among the residents. I will meet with the
group in January and will report the outcome.
• I attended Eagle Academy's Academic Assembly in support of the students that are
successfully working through their challenges.
• I worked on an extra -duty drug and warrant task force on 12/18/04. Two arrests
were made and several more drug-related contacts.
We also confirmed registration information on sex -offenders by making contact at
their homes.
• I met with Alan Adams at his home on Parkinson. Alan wanted to further discuss
Neighborhood Watch issues and he updated me on his efforts to rid his
neighborhood of crime. Alan has been a great partner to the Sheriff's Office.
• I met with Althea Duggins at Treasure Valley (a frozen food distributor) which is
located at 439 Shore Drive. Treasure Valley just opened last month and they have
leased the entire upper floor of the office located across the pond from Merrill Park. I
explained to Althea how we want to partner with her to maintain the high quality of
life in Eagle.
• I visited with the staff at the Family Table group home as required by their
conditional use permit. They are currently housing nine juveniles and have not had

• This was my first month back in Eagle after being gone for three years. I am very
pleased to be back on this team.
• I attended a 5 -day basic SWAT school at the Government Training Institute. I have
also attended two 1 -day SWAT training sessions.
• I currently am working as a Police Training Officer and have been assigned a
trainee, Deputy Jared Lloyd.
• During the month I was dispatched to a gas drive -off at the Chevron at Beacon Light.
The clerk was able to provide a vehicle description and a partial license plate
number. With this information I contacted the DMV and requested a license plate
check on similar vehicles that fit the description given by the clerk. A match was
made and I contacted the vehicle owner who agreed to return to the Chevron and

meet with the manager. It was concluded that an error by the gas pump credit card
reader was t blame for the error.
• This was the first time I have used this DMV resource to help find a suspect vehicle.
The manager was very thankful for my assistance.
• On 10-30-04 I spoke with a victim of a domestic battery who had concerns about the
suspect returning to her residence. I gave her a Domestic Violence phone and
charger. I discussed with her the possibility of changing her locks.
Deputy John Harris - November
• November has been a busy month for my trainee, Jared Lloyd and me. Here are a
couple of highlights.
• On November 9th Deputy Lloyd and I were asked to teach a safety class to the
students of the Eagle Wing preschool. While there we discussed bicycle safety and
the importance of wearing seatbelts. We also showed the Eddie Eagle Gun Safety
video, which is appropriate for their age group.
• Later that day I received a phone call from a victim who had reported her car stolen
on 11/09/04. She advised that the suspects had just called her and had stated that
they had her car and she could retrieve it from the Holy Apostles Church located on
Chinden Boulevard.
I then contacted Sergeant Olsen and Detective Bartlett and alerted them to the
situation. A plan was quickly put together in which Detective Bartlett would wait in
the church parking lot until the suspects arrived. Once they arrived, he would radio
us. The plan was successful and we were able to make two arrests. The male
suspect had two knives on his person and a small amount of amphetamines were
found in his car (3.5 grams)
Detective Bartlett and the use of his unmarked car are great resources for the Eagle
Team and can be used very effectively.
• On November 25th I was dispatched to a disoriented subject who was located at the
Eagle Albertsons store. I met with an 86 year old male who could not remember
where he lived. I was able to find a power bill in his vehicle, which listed his address
as the High Valley RV Park. His closest relative lives in Arizona. I did not feel that
leaving him at home alone was the right thing to do so I made arrangements to place
him in the Sun Health facility until his son could arrive and care for him. I drove the
subject's vehicle from the Albertsons to the RV Park and secured it and his trailer.
The keys were left with the Park Manager.
• On November 26th Deputies Gutierrez, Lloyd and I were dispatched to a property
check on North Trail Creek Way, in Eagle. The homeowners were on vacation in
California and their daughter was watching their home while they were gone.

The homeowners 23 year-old son was also staying in the house. He has a past
history of drug use and poor decision making. His sister noticed that there were
other people staying in the house, which was against the wishes of her parents.
The 23 year-old male was on Felony probation and we obtained the assistance of a
Probation and Parole Agent before contacting the son. A search of the residence
turned up amphetamines (1.4 grams). The son was arrested on Felony Possession
of a controlled substance and an Agents Warrant. A female that was found in the
residence was arrested on a Felony Forgery Warrant.
• I attended a Police Training Officer meeting on November 18th and SWAT training
on October 19th.
Deputy John Harris — December
• I participated in the Shop With a Cop program at the Wal-Mart on Overland. I was
paired with a nine-year old boy and we spent some time together and shopped for
some toys.
• Detective Bartlett put together an overtime shift for the Red Patrol Team. Our goal
was to attempt to sever 20 outstanding warrants on Eagle citizens and to check on
registered sex offenders. Two hours into the shift I was called away to participate in
a SWAT operation in Meridian that involved a barricaded subject.
• A citizen visited the Eagle Substation with information regarding a suspect that
Detective Bartlett was looking for. Detective Bartlett was contacted at home and he
requested that my trainee, Jared Lloyd, and I observe the suspect's house and
attempt to stop him if he was to leave. The suspect did leave and we stopped his
vehicle on State Street. The suspect was arrested and confessed to committing 5
Felony crimes.
Deputy Luis Gutierrez - November
• On top of the normal security checks and extra patrols of the city's parks, new
construction sites and other areas that need extra attention, I devoted extra time to
area abandoned vehicles. Not only tagging and then calling the owners but also
informing them of Eagle's city ordinance making it illegal to park you car on the side
of the road for sale and then asking them to tell at least 10 other people that they
know about the ordinance.
• Due to the holiday season, many area residents go on extended vacations leaving
their homes vulnerable not only to the elements but also to vandals and burglars. I
spent extra time conducting security checks at those properties that have requested
vacation watch while they're out of town.
• I also had the opportunity to play fireman by helping to put out a fire that started in
the garage of an area home. A motorcycle was left running in the garage and
caught the garage wall on fire.

• I was able to hold the flames at bay with a garden hose until the Fire Department
arrived and put so much water in and on the house (which caused more damage
than the fire did). This caused the Fire Department employees to complain that they
finally had a real house fire and when they showed up, I already had done their job.
•-)
• A large bar fight broke out at the Kit Kat Klub just outside of Meridian causing
responding officers to request additional assistance. I responded and ended up
getting in the middle of a less lethal, police dog and Taser deployments, which
resulted in the arrest of the 6 people that had been fighting. GOOD TIMES!
• It was a rather slow Thanksgiving holiday weekend. Making it slow for us, but good
for the public...
Deputy Luis Gutierrez - December
• On top of the normal security checks and extra patrols of the city's parks, new
construction sites and other areas that need extra attention, I spent some extra time
to help out a victim of domestic violence on Fruitwood PI.
• Due to the holiday season, many area residents are still out of town on vacation or
just trying to get somewhere a little warmer. I spent extra time conducting security
checks at those properties that have requested vacation watch while they're out of
town.
• I finished the follow up investigation and information gathering on the suspect who
ran into one of the city's light poles near the Subway. Mr. Palmer swears his
insurance company will gladly be paying to replace the pole.
• I spent 3 days at a high-risk raid planning and execution school to help with my
duties as a scout on the SWAT team. The class was a wonderful gauge to show that
our team is right on line with other tactical teams of large metropolitan areas.
• I gave a presentation to a local Boy Scout troop at the substation. I gave the kids
basic information and answered many of the questions they had about what police
officers do for them and the community. I gave them a tour of the office, my patrol
car and then let them see and "try out" some of my SWAT equipment. The kids and
their parents both appeared to have a great time.
• I also participated in our "Special Project". Along with my teammates we served a
few outstanding warrants and continued an ongoing investigation on a few areas
that may be involved in the manufacture, or sale of narcotics. The project was a
success, and we were able to gather more information that may lead to further
arrests in the future.
• Again, it was a rather slow Christmas. Making it boring for us, but good for the
public...

• I conducted extra patrol in the late evening hours, early morning hours.
• I conducted burglary suppression in surrounding neighborhoods.
Deputy Jake Vogt - November
• I arrested three people on a traffic stop out of the McGrath/State area. They had a
bunch of Cocaine and Methamphetamine packaged to sell. Two of the suspects
were charged with Possession with Intent to Deliver and the other was charged with
Possession of a Controlled Substance.
• Other than that it was business as usual with calls for service, routine patrols and
extra patrols etc
Deputy Jake Vogt - December
• I assisted in a Special Project involving doper houses and warrants etc.
• I continued to conduct extra patrol and traffic stops at 558 Conover and 1980
Dunyon.
• I made DUI arrests.
• I conducted extra patrols of neighborhoods and construction sites.
• I continued to answer calls for service and normal graveyard stuff.
Detective Steve Bartlett -October
• Eagle Detective Division was very busy this month. We were able to file numerous
arrest warrants on cases from frauds to Aggravated Assault. We are now in the
process of handling an embezzlement case that will net approximately $280,000.00.
• We are also creating an extra duty and enforcement team in an effort to reduce the
number of burglaries and vandalism that occur within our city.
• We had one after hours call -out this month on the 31st, for a battery that occurred
behind the Regal Eagle.

• On the 26th, we received information regarding the burglaries at Farm City in Eagle.
We were able to locate the suspect (James Prud'Home), track him and conduct an
interview which resulted in a full confession.
• During this month we also worked numerous bomb threats against the Hilton Garden
Inn. We were able to follow up and find the suspect living in Florida. The Eagle
Detective Unit along with the ATF filled for a warrant and they traveled to Florida to
arrest and interview. This was a great cooperation between Eagle and the Federal
Agencies.
Detective Steve Bartlett - November
• November has been a fairly steady month. We were able to close several cases and
also get out of the office to participate in different surveillance activities.
• Cases of note are:
We are working a substantial embezzlement case in excess of $150,000.00. We
were able to travel across the state and set up a recording system to allow us to
record the suspect talking about his actions in the crime. We are hoping to close this
case with an arrest by early December.
• An arrest warrant came out for Virginia Morin, the cashier at Home Depot who was
using stolen credit cards to purchase Gift Cards. I placed a call to her , requesting
that she turn herself in. She did so and was arrested on 11/19/04.
• We are also promoting the Check Enforcement Program. This program allows
business owners to establish a check loss system that is easy to use and self-
sufficient. Patrol officers will be visiting businesses in the city of Eagle and explaining
the system to them. If anyone has any questions feel free to call detectives.
Detective Steve Bartlett- December
• December was a great month from the Detective Division. We were able to close out
several cases and had a chance to participate with Patrol.
• Areas of Notice:
• We arrested Adam L. Hoag for Driving without Privileges. With the assistance of
Patrol, I maintained a close watch on his residence and was able to get Hoag
stopped on a traffic charge. I then brought Hoag to my office where he confessed to
committing 5 burglaries in Eagle and a Bank Theft in Garden City. Charges were
routed to the Prosecutor's Office.
• On December 18, 2004 I organized a Special Project involving Narcotic Detectives,
the Red Patrol Team, Lt. Borgquist and myself. We attempted service at all eleven
residences where we had a listed person with an outstanding warrant for their arrest.
We also made contact at the residences of the listed sexual offenders in Eagle to
confirm they are living at their correct listed address.
We then participated in surveillance and contacted several houses regarding
narcotic interests.
• Between December 21 -23, 2004 I was able to attend a Death and Homicide school
at the county building. The class was conducted by the Public Agency Training
Council and was listed as a 24-hour class. This class was very beneficial and has
allowed me to create a training program for our Patrol Division in Eagle.
S.T.E.P. Deputy Marc Bowman- October
(Select Traffic Enforcement Patrol)
• I completed work on the "Every Fifteen Minute" project with Eagle High School and
the Eagle Academy.
• I worked with Eagle High Administration to develop a diversion project for aggressive
teen drivers.
• I worked with ACHD to resolve a parking problem at Aikens and Eagle Rd.
• I conducted extra patrol on HWY 44, 55 and Floating Feather for speeders.
S.T.E.P. Deputy Marc Bowman - November
• There continues to be a parking problem on Aikens Street. So address the situation,
signs were put up by ACHD and extra patrol issued 5 city ordinance citations to
parking violators.
• I conducted directed Patrols at Hill and Horse Shoe Bend, HWY 55 and Floating
Feather
• I conducted Seat Belt Enforcement Patrol for the month Twelve citations were
issued
• I am currently working with Frank Harper, the Eagle High School security person, to
create a seat belt check station at Eagle High.
S.T.E.P. Deputy Marc Bowman - December
• For the month of December I worked several directed patrols in the following areas:

• Sgt. Olsen received a speeding complaint in reference to a location on Eagle Road
in front of the Elementary School on Mission. I organized a group directive with two
other members of the Ada County STEP team, resulting in 31 traffic stops,10
citations, 21 written warnings and 1 seat belt violation.
• I helped with the Eagle Holiday Country Christmas teddy bear drive and parade.
