building. The site is located on the west side of North Eagle Road approximately 600-

E. DR-41-04 - Master Si2n Plan for a Multi-tenant Office Buildin2 - Dave Buich: Dave

Subdivision - Rocky Rid2e Construction: Rocky Ridge Construction, represented by
Doug Russell with The Land Group, is requesting design review approval of the common
area landscaping and a 4,372-square foot club house within The Shores Subdivision. The
site is located west of Eagle Road at 707, 781, 799, 807, 844, and 1201 West South

Inc., is requesting design review approval to construct a building wall sign for the New
Horizon Child Care facility. The site is located on the north side of East State Street

I. DR-Ill-O4 - Common Area Landscapin2 within Tan21erose Subdivision - Michael
Homan: Michael Homan, represented by Phil Hull with The Land Group, is requesting
design review approval of the common area landscaping within Tanglerose Subdivision.
The site is located on the south side of Beacon Light Road approximately 1 ,600-feet west

J. DR-1l2-04 - Modification to Existin2 Monument Si2n at the Ea21e Church of the
Nazarene: The Eagle Church of the Nazarene, represented by John Oord, is requesting
design review approval to modify the monument sign at the Eagle Church of the
Nazarene. The site is located on the south side of West State Street approximately 3,350-
feet west of Eagle Road at 1001 West State Street. (WEV)
K. Appointment of David Aspitarte to the Ea21e Plannin2 & Zonin2 Commission. The
Mayor is requesting Council confirmation of the appointment of Mr. Aspitarte to fill a
three year term on the Commission. (NM)
L. Appointment of Jason Pierce to the Ea21e Plannin2 & Zonin2 Commission: The
Mayor is requesting Council confirmation of the appointment of Mr. Pierce to fulfill the
remainder of a vacate term that will expire in October 2006. (NM)
M. Findin2s of Fact and Conclusions of Law for FPUD-6-04 & FP-8-04 - Final
Development Plan and Final Plat for Banbury Meadows PUD Subdivision No.6 -
Banbury Meadows LLC: Banbury Meadows, LLC, represented by Roy Johnson, is
requesting final development plan and final plat approval for Banbury Meadows
Subdivision Phase 6, a 23-lot (23-buildable) residential subdivision. This 7.74-acre
(approx.) phase of Banbury Meadows PUD is located on the west side of Eagle Road
approximately Y2-mile north of Chinden Blvd. The site is within the Eagle City Limits.

Subdivision - David Guthrie: David Guthrie with Pacific Security Companies, Inc.,

A. CPA-I-04 - Comprehensive Plan Amendment from Residential Two to Mixed Use-
La2una Pointe. LLC: Laguna Pointe, LLC, represented by Land Consultants, Inc., is
requesting a Comprehensive Plan Amendment to change the land use designation on the
Comprehensive Plan Land Use Map from Residential Two (up to two dwelling units per acre)
to Mixed Use. The 9.3 I-acre site is located on the east side of Eagle Road, at 2260 South
Eagle Road. An annexation application previously submitted to the City for review included
this property, a 9.3 I-acre portion of the approximately l17-acre site. This item was continued
from the December 14, 2004 meeting. The applicant is requesting this item be continued to
the January 25, 2005 meeting. (WEV)
B. RZ-2-03 MOD - Rezone from RUT and A-R to MU-DA - Coast 2 Coast LLC.: Coast 2
Coast LLC, represented by Land Consultants Inc., is requesting a rezone from RUT (Rural
Urban Transition - Ada County designation) and A-R (Agricultural-Residential-up to one
dwelling unit per five acres) to MU-DA (Mixed Use with Development Agreement) and, a
modification to the development agreement previously approved by the City affecting 9.31-
acres of the overalll17-acre Laguna Pointe PUD site. The site is located on the east side of
Eagle Road, at 2260 South Eagle Road. This item was continued from the December 14, 2004

to consider the ratification of a Lease/ Purchase Agreement (Agreement), between Ada
