Special Joint Meeting Minutes
January 13, 2004
1. CALL TO ORDER: Mayor calls the meeting to order at 5:30 p.m.
--2:ît0LL CALL: City Council: BASTIAN, SEDLACEK, GUERBER, NORDSTROM.
All present. A quorum is present.
P&Z Commission: LIEN, BANDY, DECKERS, CROOK, GLA V ACH. All present. A
quorum is present.
3. PUBLIC HEARINGS:
A. CP A-4-03 - Comprehensive Plan Text Amendment - City of Eagle: The City of Eagle
is proposing to amend text within the comprehensive plan to provide specific direction
for density calculations, to further define density, gross density, net density, and cluster
developments, and to provide criteria by which applications within the area of impact are
to be evaluated. (WEV)
Mayor introduces the issue and opens the Public Hearing.
Zoning Administrator Vaughan: Provides some background information and the
reasoning behind the proposed amended text to the comprehensive plan. General
discussion.
Council, P&Z Commission and Zoning Administrator discuss the proposed changes.
Mayor opens up the meeting to public comment on CP A-4-03 - Comprehensive Plan Text
Amendment and ZOA-6-03 - Zoning Ordinance Amendment.
Mayor swears in Jim Jewett.
Jim Jewett, 408 S. Eagle Road, I agree that we need to move forward. Discusses Ada
County's comprehensive plan and the proposed changes to Eagle's comprehensive plan. I
would like to see a workshop held with the Council and P&Z so more of the public has
input. I would not like to see the Council and P&Z rush to judgment. General
discussion.
Mayor swears in Jane Suggs.
Jane Suggs, 200 Louisa Street, Boise, I am not comfortable with the process and some of
the language proposed tonight. Discussion on the proper notices for the public hearing.
Mayor: Ijust received a note from our City Attorney and staff that they don't have any
information that they have sent a notice to the proper entities so at this time I am going to
suggest to the Council that we discontinue this public hearing at this time and that staff
re-notice the public hearing. General discussion.
Bastian moves to remand CPA-4-03 - Comprehensive Plan Text Amendment - City
of Eagle and ZOA-6-03 - Zoning Ordinance Amendment - City of Eagle to staff for
rescheduling the special meeting and appropriately notify all entities required.
Seconded by Deckers. ALL AYES: MOTION CARRIES........................

B. ZOA-6-03 - Zoning Ordinance Amendment - City of Eagle: The City of Eagle is
proposing to amend Eagle City Code Title 8 "Zoning", Chapter 8 "Area of City Impact",
to establish additional criteria for the development of subdivisions and to prohibit cluster
developments within the city area of impact. (WEV)
Remanded to staff by Council motion above.
