ROLL CALL: BAUN, BLAINE, CROCKETT, HEILMAN, MARSHALL, MINCH, STIRRAT Absent – HEILMAN, MARSHALL, MINCH 3. APPROVAL OF MINUTES: A. Minutes of July 18, 2019 Minutes to be moved to the October meeting due to not having a quorum that was present during the July meeting per Baun. 4. PUBLIC COMMENT: None 5. MAYORS BRIEFING: None 6. TRAIL SUPERINTENDENT REPORT: Steve Noyes provided an update on the M3 Report stating that the sale fell through. Regarding the FEMA repairs, there was one contractor that provided a bid which came out to $450,500 which was approximately $200,00 more than what FEMA anticipated. The City of Eagle sent out an invitation to bid to 22 contractors for the Mace Road sidewalk widening with no response, so the bidding went out to the public yesterday. Refinishing of North Channel Greenbelt is on hold. 7. RECREATION SUPERINTENDENT REPORT: Brandon Johnson provided updates on programs, team sports, and projects. Several of the programs are being held at the new Eagle Landing (Community Center). The Activity Guide is being recreated with Jessica Bradley taking the lead. The Activity guide will be available the first week of December with classes for January – April. Reid Merrill Park playground is currently being installed. Gazebo Concert Series for 2020 will be getting an extra concert with 2 in June, 1 in July, 2 in August, and 1 in September. Vice Chairman Stirrat asked regarding the Eagle Landing, is there a vision as to what will come of all the property. Brandon Johnson stated that the house will be the administrative offices, the church will be the museum, and the community center will be used for recreation programs and possible future public rental space. Vice Chairman Stirrat asked if there is a possibility of installing playground equipment or courts. Brandon Johnson stated the grass area is 1.5 acres with basketball hoops being installed on the blacktop but no playground equipment at this time. Vice Chairman Stirrat asked if there is a timeline for the monument sign. Brandon Johnson stated that Barb Williams with Planning and Zoning is currently working on getting a sign. Commissioner Baun inquired about Charlie Woods Park. Brandon Johnson stated the plan is long term. 8. UNFINISHED BUSINESS: None 9.
